Resumes are being accepted for the position of General Manager, Engineering and Transportation Services/City Engineer. Reporting to the Deputy Chief Administrative Officer, Infrastructure, Development and Enterprise (DCAO-IDE), this position will lead the long-term direction and strategic orientation of the Engineering and Transportation Department consistent with the City’s Strategic Plan. Demonstrating a visible and positive leadership example, and making recommendations to support continuous improvement efforts, you will position the department at the leading edge of design and construction of municipal infrastructure, transportation planning and transportation engineering, infrastructure, development and environmental engineering, technical services, and corporate asset and project management. The General Manager/City Engineer will also be expected to work collaboratively with other leaders across the organization in the review and implementation of strategic organizational projects and programs. Guided by the goals and objectives of the City’s Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will provide professional advice, guidance and policy development while aiding in the achievement of the Community Vision – to be the city that makes a difference.

We are looking for a leader to oversee, supervise and provide professional/expert knowledge and leadership to a team of specialized and professional staff through the delivery of the detailed design and construction stages. The role includes the planning and preparation of multi-year capital budgets, review of services and key business process, delivering projects and monitoring budget. Essential to the success of the project delivery, is the development of strong positive relationships and partnerships with internal departments, external authorities and agencies.

Reporting to the Director of Engineering and Construction, the Manager of Design and Construction will manage a team that delivers all phases of engineering and project management in support of the town’s capital works programs for transportation and storm water infrastructure including studies and investigations, coordination of land acquisition and utility works, preliminary and detailed engineering design, public meetings, permits and approvals, contract drawings and specifications, tender and contract administration, quality control and quality assurance.

The Director’s position reports to the Chief Administrative Officer and is responsible for all Engineering and Development services functions in the City.
This position provides overall direction, guidance and coordination to the Engineering and Development Services Department which includes Engineering (capital works projects, and the design, management, and administration of municipal infrastructure) and development (Land Use Planning, Site Plan and Subdivision Control, Administration of the Building Code, Property Standards and By-law Enforcement).
The position is responsible for ensuring that all sections of the Department operate as efficiently and effectively as possible.

Reporting to the Senior Project Manager, is responsible for the administration of construction contracts primarily relating to new development and related infrastructure; ensuring due diligence and compliance with plans, specifications, regulatory, legislative and environmental requirements during construction; performing financial administration activities, including preparation of contract payment certificates and final payments to Contractors; participating in environmental assessments and detailed design phases to ensure contract constructability; assisting in the prevention of construction claims; and acting as an on-site representative and coordinating with contractors, consultants and the public to administer and fully document all Water and Waste Water activities.
