The Excess Soil Registry is Online

you can now access the Excess Soil Registry, one month before legal requirements in the On-Site and Excess Soil Management Regulation to file notices in the Registry take effect on January 1, 2022

RPRA built the Registry to be efficient and user-friendly, in consultation with the Ministry of the Environment, Conservation and Parks and industry stakeholders, and in collaboration with technology partners. They've also made it easy for the public to find information about the movement of excess soil throughout the province on our searchable database of notices.

As part of the notice filing process, Registry users may be required to pay a fee upon completion of a notice filing to cover RPRA’s costs for building, maintaining, and operating the Registry and supporting Registry users. The 2022 Excess Soil Registry Fee Schedule can be viewed here.

RPRA consulted on the 2022 Excess Soil Registry Fees from September 27, 2021, to November 12, 2021 , including holding two webinars in October. In response to stakeholder feedback, the initially proposed fees were confirmed and they will issue refunds as required to Registry users if the final soil volumes submitted for Project Area or Reuse Site notices are less than initially estimated. The consultation report outlining the consultation process, stakeholder feedback and how we incorporated the feedback into the final fee schedule is now available on RPRA's website.

  • Bookmark the Excess Soil page on RPRA’s website. This is where you’ll go to file and search for a notice. Take a look today to learn more about the Registry project and RPRA.
  • Explore training materials available on RPRA’s website. Training materials including walk through guides and video recordings are available to help you navigate the portal, complete notice filings, and search the database. 
  • Read FAQs on RPRA’s website. Find the answers to frequently asked questions about the Registry, including who needs to file notices and when, what and how fees will be charged, and the role definitions of the types of registry users.
