As we celebrate International Women in Engineering Day on June 23, we are proud to spotlight Penelope Palmer, P. Eng., a trailblazer in the field of municipal engineering and an advocate for diversity and inclusion.

Penelopoe's journey in engineering began with a Bachelor of Applied Science in Civil Engineering from Queen's University in 1990, followed by licensure with Professional Engineers Ontario in 1992. With over three decades of dedicated service, Penelope has held pivotal roles that have contributed to engineering within her municipal discipline.

Currently serving as Manager, Strategic Initiatives with the City of Toronto, Penelope exemplifies strong leadership and a forward-thinking approach.  Her role as a key player in establishing the City’s new Strategic Capital Coordination Office, underscores her strategic vision and ability to drive impactful change.  Previously, as the Manager of Business Improvement & Standards at Engineering & Construction Services, City of Toronto, Penelope led initiatives fundamental to business sustainment, operational improvement, and the implementation of new standards and practices impacting municipal infrastructure. Her leadership extended to overseeing divisional technology initiatives and ensuring compliance with health and safety mandates.

Before her current role, Penelope held significant positions within Toronto's Transportation Services, where her expertise contributed to enhancing transportation infrastructure. Her tenure at the Regional Municipality of Ottawa-Carleton highlighted her commitment to safety programs and investigations, and her multifaceted contributions to public service.

Beyond her professional endeavors, Penelope serves as a Board Member of the Municipal Engineer’s Association and actively contributes to advancing engineering standards through her involvement with the OPS Advisory Board.
