Responsible for processing utility applications and providing conditions of approval for placing utility
infrastructure and equipment in conjunction with municipal infrastructure and equipment, including
reviewing and approving applications / drawings for utilities to be constructed in the Public Right-of-
Ways, ensuring proposed facilities are not in conflict with existing utilities or structures. Reviewing
and approving service connections on municipal roads, and providing “verbal permission” to
proceed with installation of utilities in emergency situations. Attends construction site meetings and
inspects all field work undertaken by private utilities within the right-of-way. Maintains statistics and
database for recording all utility applications and service connections and catalogues municipal
drawings within database, and reviews traffic management control plan. Administers City’s Fees
and Charges By-law. Liaises with utilities, provides public relations function, and chairs the
Vaughan Utility Coordinating Committee. -
Reporting to the Senior Project Manager, is responsible for the administration of construction contracts for Capital Planning and Delivery and related infrastructure; ensuring due diligence and compliance with plans, specifications, regulatory, legislative and environmental requirements during construction; performing financial administration activities, including preparation of contract payment certificates and final payments to Contractors; participating in environmental assessments and detailed design phases to ensure contract constructability; assisting in the prevention of construction claims; and acting as an on-site representative and coordinating with contractors, consultants and the public to administer and fully document all activities during road construction contracts.

The Corporation of the City of Cornwall is seeking an energetic leader to serve as the Municipal Engineer for our Infrastructure Division to institute best practices and inspire as the City of Cornwall grows and prospers. The Municipal Engineer will oversee all aspects of municipal infrastructure projects from conception to completion. As the Municipal Engineer, you will supervise and mentor a technical team undertaking design, survey and construction inspection functions. You will also manage the Subdivision Agreement process along with review of other development submissions, and participate with asset management planning.

Job Summary: Reporting to the Senior Manager of Development Engineering and transportation, you will assist the Senior Manager and Department's engineers in the review of technical submissions relating to minor residential, commercial and industrial development applications. You will also assist in the collection of design, servicing and costing information and in the maintenance of the Department’s databases and filing system. You will be required to liaise with landowners, consultants, other approval authorities and other departments.

Provide engineering review and comment of Official Plan Amendments, secondary plans, zoning changes, condominium plans, Committee of Adjustment and site plans through planning process. Coordinate and administer the municipal consent processes for the location and installation of other utilities within the municipal right of way including plans review, associated liaison duties with utilities and the public, and provide municipal consent. Complete preliminary and detailed review of development design calculations and reports for new and replacement infrastructure associated to development applications. Provide detailed engineering review, comment and occasional inspection of the municipal servicing components of new subdivision development and redevelopment proposals, zoning changes, condominium plans, site plans and storm water management reports. Provide or review servicing cost estimate calculations for subdivision and development agreements and conduct preliminary field investigations, as necessary, to assess the impact of proposed plans. Liaison with other agencies, developers, consultants and members of the general public. Provide occasional pre-engineering topographic surveys, on-site inspection and oversight of construction projects to ensure the projects are built in accordance with City standards, plans and specifications, completed on time, within set budget limits and following proper safety procedures. Provide technical and administrative support in the preparation of final tender documents and for the review of engineering reports and drawings.
