The Manager, Roads Maintenance & Construction is responsible for the operation, maintenance, and construction of the District road system, including the management of the road maintenance, winter road patrol, construction and traffic divisions. Responsible for studies and long-range planning for pedestrian and bicycle usage and Transportation Demand Management programs in the City of Vaughan. Maintaining, updating and implementing the on-road components of the Pedestrian and Bicycle Master Plan Study (PBMP) relating to new developments. As the subject matter expert for the City of Vaughan, providing technical expertise and review of plans as required. In consultation with other relevant departments, leading the development of the annual cycling program and reporting to Council on progress. You will be responsible for promoting pedestrian and bicycle infrastructure and programs and ensuring said plans follow policy.

Major Responsibilities:
- Develops policies, programs, technical design guidelines and requirements, and by-laws related to stormwater management, water resources, environmental protection, water distribution, wastewater collection, and water and wastewater treatment systems;
- Provides input to the development of policies, legislative risks programs and technical design guidelines led by other divisions, agencies, and other levels of government
- Leads the divisional review and coordination of comments and input from across Toronto Water on special projects, Environmental Assessment Studies, Secondary Plans, Precinct Plans and other planning studies and initiatives led by other divisions and agencies
- Analyzes the quality, efficiency and effectiveness of Toronto Water programs and policies and formulate recommendations for continuous improvement. Reviews and analyzes new technologies for utilization in existing or future service requirements
- Provides specialized design services and technical advice and expertise to support the units of Toronto Water including evaluation and modification of established guidelines, procedures and policies, devising new approaches, applying existing criteria in new manners and drawing conclusions from comparative situations
- Conducts technical problem investigations and participates in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems ensuring that such analysis takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government
- Prepares Committee and Council reports; presentations to senior departmental staff, elected officials and the public; technical reports and presentations to professional audiences and provide content for public education/communication purposes, as may be required
- Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors relative to the design and development of Toronto Water policies and programs and formulates sound recommendations to senior staff regarding the same
- Represents Toronto Water as a technical specialist at meetings with Community Councils, standing committees, elected officials, staff of other sections, divisions and agencies and consult with members of the public, external clients and consultants
- Leads multi-disciplinary project teams and provides direct technical supervision to staff in the Policy and Program Development unit and other project team members on a project basis
