    Summary:
    Reports to the Manager of Stormwater and responsible for assisting the manager with the planning, managing, reviewing and developing policies for all engineering aspects of water resources management, storm/drainage and Stormwater Management (SWM), environmental protection and engineering planning for various land developments, creation/modification and optimization of municipal infrastructures.

    Qualifications:
    Undergraduate university degree in Engineering.

    Experience:

    Minimum of 5 years of previous related experience of designing, delivering and monitoring programs related to the water resources management, storm/drainage and SWM systems.

    Additional Requirements:

    Registered Professional Engineer of Ontario.
    Must possess a valid class 'G' driver's license and have available use of a vehicle.

    Knowledge, Skills and Abilities:
    Ability to establish and maintain effective working relationships with City of London staff, superiors, elected officials, representatives from other municipalities, representatives of government agencies, business representatives and the general public.
    Ability to prepare and present complex proposals effectively and efficiently, both written and oral.
    Ability to delegate responsibilities and tasks, and to ensure that tasks are carried out and expectations are met.
    Advanced knowledge of various computer modeling programs that may include OTTHYMO, HEC-RAS, and XPSWMM would be an asset.

    DIRECTOR OF PUBLIC WORKS AND PARKS
    PERMANENT FULL-TIME

    The Township of Scugog is a picturesque community of 22,500 people located along the shores of Lake Scugog within the Region of Durham. The Township is seeking a highly motivated and energetic individual to become its new Director of Public Works and Parks.

    Utilizing your ability to think and act strategically, you will oversee the coordination and general/financial management of your respective department and assist the Chief Administrative Officer with strategic leadership as a member of the Senior Management Team. A proven leader, you will provide guidance and business planning direction to department managers, coordinate and present departmental multi-year capital and operating budgets, prepare reports for and attend Council/Committee meetings, and perform representative duties related to your portfolio and on behalf of the CAO as required/assigned. Your proven staff leadership and supervisory skills are complemented by excellent conceptual, interpersonal, project/time management, analytical, communication, presentation, problem-solving, facilitation, and negotiation abilities. You demonstrate a thorough working knowledge of related legislation, engineering principles and practices, environmental assessment practices, relevant legislation, and labour relations principles and collective agreement administration.

    You will be responsible for overseeing the Township’s engineering and operations functions, which includes leading and directing the day-to-day administration of the Public Works and Parks Department. You have a degree or three-year diploma in Civil Engineering, with relevant certifications (P. Eng. or C.E.T., CRSS). You have at least ten years progressively responsible experience in public works and/or parks in a municipal environment, with five years at a supervisory level, including extensive experience working with elected officials and supervisory experience within a unionized environment.

    The Town is seeking an innovative and highly motivated individual who is ready to join the development engineering team of a growing, dynamic community. Utilizing your strong time/project management and communication skills, you will provide day-to-day support to the operations of the development engineering service area and information to staff and the public. You will assist with municipal infrastructure site inspections, sewer video reviews, site alteration, preparation of development agreements, engineering drawing and report reviews, and public inquiries regarding the Town’s development projects. Your diploma in civil engineering technology is supported by a CET designation (or eligibility toward), three to five years’ engineering experience, preferably in municipal services engineering, and working knowledge of municipal infrastructure design and construction, contract administration, construction surveying, and storm water management as well as the Occupational Health and Safety Act, WHMIS, and any other relevant legislation, policies, and procedures. Additionally, you are proficient in MS Office and knowledge of construction survey instruments is preferred.

    Job Description

    Major Responsibilities:
    •Administers the Ministry of the Environment’s Transfer of Review Program for the City of Toronto
    •Administers the City's review and approval of watermain designs under the Drinking Water Works Permit Licence Program
    •Reviews the designs of proposed sewers and watermains to ensure that they are in accordance with the Ministry of the Environment’s Guidelines
    •Reviews storm water management designs with respect to quantity and quality issues and the Ministry of the Environment’s Guidelines
    •Reviews and evaluates new technologies and products submitted by industry for consideration by the City of Toronto as it pertains to sewer and watermain approvals
    •Provides technical advice and expertise, and reviews and utilizes standard engineering principles and practices to assist in the operation, development and maintenance of the Division’s programs and facilities
    •Reviews legal agreements in development servicing and related property matters and agreements with consulting firms and others, and coordinates the work with other City departments to ensure that the City’s interests are protected
    •Designs, upgrades and maintains computer database records and reports
    •Maintains an up-to-date knowledge of technological developments in the field of engineering
    •Represents the City on committees, attends meetings and provides input
    •Liaises with the public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments
    •Provides sound engineering services in the field of civil, municipal and environmental engineering
    •Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning, and proper, timely completion of projects
    •Performs related work, as assigned

    Key Qualifications:
    Your application must describe your qualifications as they relate to:
    1. Qualification as an engineer as defined by Professional Engineers Ontario.
    2. Significant experience with the planning, design, construction and operation of water and wastewater systems.
    3. Experience in environmental assessment studies, planning, design and construction of water distribution systems.
    4. Experience with federal and provincial regulations and requirements (e.g., the Sustainable Water & Sewer System Act (Bill 175), Environmental Assessment Act, MOE's Procedure F5-5 and Stormwater BMP Manual, Ontario Water Resources Act, Environmental Protection Act, Federal Fisheries Act, Source Water Protection Act and/or Safe Drinking Water Act).
    5. Knowledge of City By-Laws and policies regarding water, wastewater and stormwater management issues.
    6. Ability to read, interpret, and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner.
    7. Demonstrated ability to participate in, and operate as a fully accountable member of, a multidisciplinary work team.
    8. Ability to work independently and supervise and direct staff effectively.
    9. Ability to interact effectively with Consulting Engineers, City staff, Ministry staff, Planners, Contractors, Architects, the public, and other interested parties.
    10. Demonstrated analytical and problem-solving skills and ability to communicate both orally and in writing and develop solid internal and external work relationships.
    11. A valid Ontario Class G driver's licence, access to a personal vehicle for use on City business, and the ability to pass the test for, and be qualified to receive, a City Equipment Operator's Licence.

    Qualified List Information:
    A list of qualified candidates will be established for the Engineer position in the Toronto Water Division/Water Infrastructure Management Section/Policy & Program Development Unit and will be in effect for 12 months from the date the list is created. Qualified candidates on the list will be considered when filling future permanent vacancies in this position. Therefore, the position may not be reposted if the posted temporary job becomes permanent.

    In the heart of the 1000 Islands, Gananoque is recognized as one of Eastern Ontario’s most stunning waterfront communities.

    Reporting to the CAO and as a member of the management team, the Director of Public Works is responsible for planning, organizing and directing staff in the Public Works department which includes roads/water/sewer operations, waste management and other environmental initiatives, fleet administration, development engineering, capital construction, and traffic engineering.

    Key responsibilities include budgeting and life-cycle management of assets and infrastructure, water distribution system, wastewater collection systems, waste disposal and municipal roads systems ensuring all work is carried out efficiently and within budget, to recognized engineering and municipal standards and according to provincial regulations and municipal by-laws.

    The ideal candidate will have:
    • A bachelor’s degree in civil engineering or a related engineering discipline and hold a P. Eng designation; Or
    • A college diploma in civil engineering technology and hold a CET designation.
    • A minimum of 7-10 years’ experience in a municipal supervisory position with knowledge of civil engineering principles in design, construction and maintenance;
    • Knowledge of general management principles, budgeting practices and processes from initial development of specifications to monitoring and variance reporting functions;
    • Interpersonal, organizational problem solving, communication, research and time-management skills, along with the ability to think and act strategically and appropriately in a political and community service environment;
    • Competency in computer programs and software;
    • Current ORO designation or eligibility for an ORO designation would be an asset.
