    The Corporation of the City of North Bay is seeking an individual with extensive knowledge and experience in all aspects of Municipal Engineering. Under the direct supervision of the Senior Capital Program Engineer, the incumbent will be responsible for providing engineering and technical assistance in the implementation of the following:

    •The City’s Capital Works projects including engineering design, construction, and project management for roads, water, wastewater and storm systems.
    •The City’s asset management system including condition rating assessments and data collection and maintenance programs.
    •The City’s Capital Budget including project estimating and prioritization.

    Qualifications: Minimum of a professional engineer’s licence (P.Eng.) or Limited Licence as granted by Professional Engineers Ontario. Advanced office software proficiency in word processing and development of spreadsheets as well as knowledge of Autocad, Database Management and GIS. Demonstrated abilities with Municipal road and services design including computer analysis techniques for storm and water systems. Project management experience coordinating consultant and construction contracts.

    Must be able to demonstrate competency within the meaning of the Occupational Health and Safety Act.

    Position Summary:
    The Manager of Wastewater Operations leads the Wastewater Operations Branch (WWOB) and collaborates in the oversight of environmental programs related to sewage collection, treatment, and disposal/discharge to ensure proper sanitation practices for the health and safety of the community.

    Manages and administers WWOB facilities, operations, staff and resources, ensuring continuous operations and compliance to applicable legislation/regulations.

    Directs implementation of optimization, quality management, and emergency preparedness/response systems.

    Prepares reports, develops/recommends policies/programs/budgets, contributes to infrastructure capacity planning and implementation, and ensures appropriate records management.

    Assesses Branch organizational needs, recruits and develops staff, administers collective agreements, and builds a workplace culture committed to corporate values.

    The City operates 17 wastewater facilities, the largest being a 76MLD (megalitre/day) Ministry of the Environment and Climate Change (MOE) Class IV Wastewater Treatment Facility (WwTF). Each of the 17 facilities is regulated by MOE and each has a Certificate of Approval (CoA) and/or Environmental Compliance Approval (ECA) (22 documents) with conditions that must be met.

    Key Requirements
    • University degree in Environmental or Civil Engineering
    • Professional Engineer (P.Eng.) registered/licensed with PEO (Professional Engineers of Ontario)
    • Ministry of the Environment Operator Licenses – Wastewater Treatment Facility Class IV + Wastewater Collection Facility Class III (or, if Professional Engineer, the ability and commitment to obtain these qualifications within 6 months)
    •Seven (7) years progressive leadership experience managing high-volume municipal wastewater collection and treatment facilities and supervising unionized staff
    •Thorough working knowledge of the regulatory environment governing municipal wastewater facilities and associated compliance and reporting requirements, MOE Environmental Compliance Approvals, Operator licensing, wastewater operations, processes and maintenance, project management principles/practices, asset and quality management principles and systems, wastewater optimization programs, laboratory functions, the Occupational Health & Safety Act, employment legislation, collective agreement administration, and contemporary management principles and best practices.
    •Specific knowledge of the Environmental Protection Act, Ontario Water Resources Act, Environmental Assessment Act, Nutrient Management Act, Lake Simcoe Protection Act, Ontario Clean Water Act, Pesticides Act, Ontario Regulation 558 (Waste Management), Municipal Act and Public Utilities Act, Building and Plumbing Codes and other relevant legislation/regulations/guidelines related to wastewater collection, treatment and disposal/discharge.

    Scope of Position:
    Oversee the review by technologists of development applications to confirm compliance with County design requirements. Assist in project need and development in transportation, stormwater, water and wastewater and related areas. Assist in implementation of the Norfolk County Asset Management Program and Integrated Master Plan. Assist in development of scope and implementation of Engineering Division Programs.

    Position Description:
    •Oversee the review completed by County technologists of development applications (storm, water, sanitary requirements, roads, curbs and gutter requirements and lot grading plans) for accuracy with respect to County design requirements and assist in working with development clients in the resolution of their concerns or comments.
    •Review of development supporting documentation for and material including reports, design notes, agreements, easements and legal schedules.
    •In consultation with other County Divisions and Departments, principally Water and Wastewater Services and Roads, identify project needs and assist in implementation of identified works, most which will follow the Class Environmental Assessment process, through the preparation of Scope of Work, consultant selection, project document review and consultant liaison. 
    •Participate in the implementation of the County Asset Management Program, which will play a key role in prioritizing future capital projects to meet County sustainability goals.
    •Prepare and present reports to Council to seek approval to proceed with actions needed by the Engineering Division to fulfil their mandate.
    •Participate in Engineering Division special programs, such as implementation of the Integrated Master Plan, review and update of the County Design Criteria, review and update of stormwater management processes and operations.
    •Assist in development of budget projections for the Division.
    •Participate in staff supervision, mentoring and review.

    Knowledge & Skill:
    •University undergraduate or post graduate degree in engineering.
    •Minimum three years’ experience in a multi discipline consulting or municipal engineering environment.

    Must Have:
    •Valid Ontario driver’s license and access to a reliable vehicle
    •Enrolment in the Professional Engineers of Ontario Engineering Intern Program or fully qualified Professional Engineer (Ontario P.Eng.).
    •Understanding of Ontario environmental legislation, such as the Safe Drinking Water Act, Environmental Assessment Act and others relevant to environmental projects.
    •Working knowledge of collective agreements, and processes contained therein and the application of same is required.
    •Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health & Safety Act

    With your transportation planning and demand experience and diploma in a relevant discipline such as Civil or Transportation Engineering Technology or Environmental Science, you’re eager to put your expertise to work as part of the City of Markham’s Engineering Department.

    As Transportation Demand Management Coordinator, you will develop transportation management plans and coordinate the implementation of programs and facilities to promote alternative mobility options and choices, so as to reduce traffic congestion for community sustainability and enhanced living standards. You will initiate, coordinate and implement specific projects in consultation with community organizations, and partner with other departments, advisory committees, developers, external agencies, and other levels of government to integrate transportation demand management (TDM) principles, programs and services into new developments and transportation facilities, as well as to embed sound TDM principles and processes into planning and development activities. This is a temporary, full-time contract of up to 12 months (expected to end in October 2015).

    KEY DUTIES AND RESPONSIBILITIES

    More specifically, as Transportation Demand Management Coordinator, you will:

    • Develop the transportation demand management (TDM) component of transport master plans and policies.
    • Develop and recommend policies and strategies, and conceive programs to shift behaviour from single-occupancy transit and promote multiple-occupant alternatives, including public transport and ride share, and non-vehicle alternatives, including pedestrian and bicycle travel.
    • Gather and analyze data, prepare business plans and coordinate initiatives to shift citizen behaviour towards desired methods of travel, including Smart Commute 404-7, school safety zone management, and parking strategy and management (including paid parking).
    • Transfer ownership of programs to the Board of Trade and other community organizations, as required, and provide ongoing advice.
    • Coordinate the Cycling, Pathways and Trails Master Plan and work with the Cycling and Pedestrian Advisory Committee and internal departments (development and capital engineering,
    planning, roads and parks, finance, legal etc.) to implement the plan in stages.
    • Develop parking management strategy and business plans in consultation with the Parking Advisory Committee.
    • Partner with a range of departments to embed TDM principles within land-use and community planning.
    • Gather and analyze a range of transportation data and information to identify trends and issues impacting transportation demand management.
    • Work with business, special interest and other community groups and stakeholders to understand emerging community requirements and practices, and develop support for City of Markham TDM initiatives.
    • Develop standards and procedures for TDM components of development applications.
    • Assist transportation engineers in reviewing the traffic and transportation sections of development applications in consultation with other staff, to optimize the implementation of TDM strategies and principles in developments. • Coordinate with region and provincial governments on trail and cycling master plan policies.
    • Provide education and advocacy for TDM, including media liaison and engagement with community and business leadership.
    • Engage with the wider TDM community, including membership in associations such as the Association for Commuter Transportation of Canada.

    Your professional profile as a Transportation Demand Management Coordinator will include:

    • Diploma in Civil or Transportation Engineering Technology, Environmental Science or another relevant discipline.
    • At least 5 years of relevant experience in transportation demand and/or transportation planning.
    • Knowledge of transportation demand management (TDM) principles, best practices and applications.
    • Knowledge of transportation planning and associated best practices and applications.
    • Knowledge of business plans and their application in municipal government.
    • Competency in all MS Office computer applications.

    The salary range for this temporary, full-time position is $75,502 to $88,833 per annum.

    Scheduled Weekly Hours: 37.5; Scheduled Shifts: 0830 - 1630
    Temporary Full-Time, Approx. 24 Months, Salary $49.52 - $53.83 per hour

    Reporting to the Program Manager, Transportation Engineering, is responsible for implementing Regional Transportation Planning Programs and Policies (Transportation Master Plan and other Transportation related programs and policies) during infrastructure Environmental Assessments (EA’s) and detailed design; planning and providing support to capital projects as part of the transit and road capital programs; conducting and assisting in road and transit EA studies; conducting and assisting in transportation related infrastructure need and justification analysis; conducting major transportation studies and traffic operational analyses.

    QUALIFICATIONS

    •Successful completion of a University Degree in Civil Engineering or Applied Science from an accredited university or approved equivalent combination of education and experience.
    •Must be registered as a Professional Engineer (P.Eng.) with the Professional Engineers Ontario.
    •Minimum of five (5) years’ experience (inclusive of E.I.T. experience) in various aspects of transportation planning, transit and road infrastructure, with demonstrated commitment to quality and process as well as complex project experience.
    •Demonstrated superior communication, organizational and project management skills to lead a project or work group, organize numerous tasks, set priorities and meet deadlines.
    •Thorough knowledge of the Ontario Environmental Assessment Act.
    •Demonstrated comprehensive knowledge of transportation planning principles, concepts, practices, methods and legislation, GTA context and roles of different levels of government.
    •Knowledge of travel demand modelling and forecasting methods.
    •Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self-management, accountability, flexibility and adaptability.
    •Computer literacy utilizing MS Office applications.
    •Ability to negotiate/facilitate and present information to varied audiences.
    •Ability to apply sound customer service strategies and innovation in product delivery methods.
    •Ability to review, interpret and critique technical reports and engineering drawings.
    •Ability to travel to offsite locations in a timely and efficient manner, as required.
    •Ability to work outside normal business hours, as required.
