    Bring your strong management expertise, and your proven ability to lead a multidisciplinary team in a predominantly unionized environment, to this key mandate as Director of Operations.

    Reporting to the General Manager of Public Works, you will provide strategic leadership, through subordinate management, to a multi-functional workforce engaged in the delivery of operational services. As Director of Operations, you will assume lead accountability and responsibility for the Operations Division and the delivery of programs to the municipality, and will recommend specific policies and long-range strategies in the delivery of services to meet mandated goals and objectives.

    Your qualifications as Director of Operations include:
    •University degree in a related discipline and 12 to 15 years of related, progressive management experience, or an equivalent combination of education and relevant work experience.
    •Highly developed analytical and business-planning skills, with a proven track record for long-term visioning and big-picture thinking.
    •Highly developed ability to articulate a vision, and to lead and inspire others.
    •Demonstrated ability to manage a large, multidisciplinary staff effectively in a results-oriented and predominantly unionized environment.
    •Knowledge of the collective bargaining process.
    •Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.
    •Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.
    •Proven ability to negotiate complex agreements effectively with demonstrated facilitation skills in order to build consensus.
    •Demonstrated experience in designing and delivering customer-focused programs and services.
    •Thorough knowledge and understanding of statutes, regulations and by-laws affecting the Department and/or Division.

    What can I expect to do in this role?

    In this role, you will:
    •administer consultant assignments, review consultant submissions and identify areas where improvements can be made
    •conduct inspections for routine, non-routine and emergency structure investigations
    •prepare preliminary and final designs for new structures and rehabilitation of existing structures and prepare all related contract documents
    •provide engineering advice and direction as required to internal staff and consultants on assigned projects

    How do I qualify?

    Mandatory:
    •you must be licensed with the Professional Engineers of Ontario (PEO)

    Technical Knowledge:
    •you have proven knowledge of and experience in structural engineering design and practices related to bridges and other transportation structures (design, analysis, evaluation, rehabilitation, inspection and maintenance)
    •you have knowledge and experience working with the Canadian Highway Bridge Design Code (CHBDC)
    •you have knowledge of structural computer software and Computer Aided Design and Drafting (CADD) program
    •you have knowledge of foundation, hydrology, soils and construction practices associated with bridges and other transportation structures and knowledge of manuals, guidelines and precedents governing activity in the structural field

    Project Management and Technical Administration:
    •you have knowledge of consultant acquisition and procurement processes to manage consultant assignments, identify and resolve technical and administrative issues
    •you have experience with contract preparation and delivery processes
    •you have project management skills

    Judgment and Problem-Solving Skills:
    •you have the ability to identify problems, gather necessary information, investigate, interpret, analyze risks, make decisions and prepare contingent plan and/or action
    •you have the ability to exercise judgment in the effective application of knowledge and practices

    Communications and Interpersonal Skills:

    Salary range: $75,537.00 – $96,459.00 per year

    Responsible for:
    Processing utility applications and providing conditions of approval for placing utility infrastructure and equipment in conjunction with municipal infrastructure and equipment, including reviewing and approving applications / drawings for utilities to be constructed in the Public Right-of-Ways. Ensuring proposed facilities are not in conflict with existing utilities or structures. Reviewing and approving service connections on municipal roads, and providing “verbal permission” to proceed with installation of utilities in emergency situations. Inspecting all field work undertaken by private utilities within the right-of-way. Maintaining statistics and database for recording all utility applications and servicing connections and catalogue municipal drawings within database. Administers City’s Fees and Charges By-law. Liaising with utilities, providing public relations function, and chairing the Vaughan Utility Coordinating Committee.

    Qualifications and experience:

    -Three (3) year Community College Diploma in Civil Engineering Technology or suitable equivalent.
    -Membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (C.E.T.)
    -Minimum of three (3) years’ engineering and public works operations experience, including reviewing utility drawings
    -Computer literacy in AutoCAD and Microsoft applications including Access
    -Valid Ontario Driver’s License (Class G) in good standing
    -Strong organizational, interpersonal, and oral / written communication skills.

    TRANSPORTATION PROJECT MANAGER / TRANSPORTATION ENGINEER 2 POSITIONS

    Responsible for: Implementing Transportation Master Plan and other related projects and policies: reviewing of transportation impacts of official plans, secondary plans and major development applications; maintaining the City’s Travel Demand Forecasting Model; providing project management services for environmental assessments; conducting and managing major transportation studies, engineering feasibility studies and traffic operational analysis including identification, evaluation and assessment of proposed transportation infrastructure improvements to support the expansion and improvements of City’s road systems related to growth; preparing transportation input into Development Charge By-law updates and development agreements.

    Qualifications and experience:
    Successful completion of a University Degree in Civil Engineering, Applied Science or Planning from an accredited university or suitable equivalent. A Professional Engineer (P.Eng.), in good standing with the Professional Engineers of Ontario (PEO) or Full Membership in the Canadian Institute of Planners (MCIP) and full member of the Ontario Professional Planners Institute (OPPI). Possess a minimum of five (5) years’ experience in various aspects of transportation planning transit and road infrastructure, with demonstrated commitment to quality and process as well as complex project experience. Certification as a Project Manager Professional (PMP) through the Project Management Institute is an asset. Working knowledge of traffic and transportation engineering and design principles and applications. Thorough knowledge of the Ontario Environmental Assessment Act and capital budgeting; including progressive experience in planning, design and management of capital projects. Demonstrated superior organizational and project management skills to lead a project or work group, organize numerous tasks, set priorities and meet deadlines. Demonstrated comprehensive knowledge of transportation planning principles, concepts, practices, methods and legislation, GTA context and roles of different levels of government. Computer literacy utilizing MS Office software applications as well as proficiency with specialized software applications and techniques relevant to the technical specialty. Exceptional interpersonal, organizational and analytical skills; excellent oral and written communication skills on technical and non-technical matters. Ability to deal courteously and effectively with the public, staff, Members of Council, consultants and the Development Industry. Knowledge of and demonstrated ability in the City’s core competencies and functional core competencies. Valid Class “G” Ontario driver’s license in good standing with a reliable vehicle when required, to utilize on City business. Ability to work outside normal business hours, as required.

    Reporting to the City Engineer/Corporate Leader, Environmental Protection and Transportation, will provide strong leadership and deliver effective service of the Public Works operational areas, both in Service Delivery and in controlling of the budgets. Highly organized, you will oversee the following areas: Environmental Services (collection of refuse and recycling yard waste and related areas), Fleet Division, Road and Sewer Operations (snow removal, road and sewer maintenance), Technical Support (infrastructure asset management, work order management, performance measurement reporting, management information systems support), Field Services and Contracts (sewer and road inspection and quality control and administration of maintenance contracts for roads and sewers), Traffic Operations (On and Off-Street Parking, signals, signs and markings, and Parking Enforcement), and Transportation Planning (short and long range transportation planning, initiate and manage Roadway Environmental Study reports) as well as administrative staff in order to carry out work. This position will be required to attend all City Council and Committee meetings and must be capable of City Council presentations and reports and carry on relationships with City Councillors and Mayor to solve problems. A focus on customer service programs and the vision to deliver these programs to meet the expectations of City Council and the residents of Windsor is required. May be required from time to time to assist others in the Corporation as a team player. Must be able to familiarize all staff with all Provincial and Federal regulations.

    KEY QUALIFICATIONS:
    •University degree in Science or Engineering
    •Over 10 years of managerial experience in an Operations environment
    •Member of Professional Engineers of Ontario
    •Extensive labour management success in a unionized environment
    •Excellent oral and written communication skills as well as negotiation skills
    •Excellent administrative and people skills to maintain effective relationships with City Council, Provincial and Federal administrative representatives, as well as all outside Boards and Commissions
    •Must have the ability to communicate and establish effective relationships with all staff levels, unions, and the general public.
