Major Responsibilities:
Reporting to the Manager, Infrastructure Planning, this professional position is responsible for providing leadership to project engineers and for providing project management expertise on environmental assessments studies. This ensures that designs meet City, engineering and legislative standards and protects public safety while roadway projects progress effectively and efficiently.
1. Project Management. Administers capital work projects by formulating designs, preparing schedules, guiding technical staff. Assists in the preparation of annual project budget by preparing cost estimates of projects. Prepares terms of reference for proposal call, arranges the award of the contract, certifies contract payments and satisfactory completion of contract. Organizes engineering activities in the approval process, and facilitates approvals with various internal and external agencies. Collaborate with senior stakeholders to identify, pursue and consider new project opportunities.
2. Provides engineering consultation and expertise. Analyzes engineering designs of Capital projects (roadways, bridges, higher order transit) using computer system and professional acumen. Checks for accuracy of design work as prepared by Consulting Engineers. Conducts environmental assessments, requests for land acquisition and participates in negotiations. Ensures that adequate safety protections and environmental standards are in place and are in accordance with provincial and municipal standards, specifications and guidelines. Ensures unnecessary maintenance costs are eliminated.
3. Supervises Provides direct supervision to project engineers and provides guidance and technical advice to other staff in the division. Distributes and assigns work. Conducts performance evaluations and recommends training and development. Provides input to divisional budgeting process and prepares annual report on activity.
4. Liaison and represent. Liaise with other public bodies, i.e. Region of Peel, Hydro One, Consumer Gas and conservation authorities, etc. Actively participates on committees, to establish standards and criteria for municipal Engineering matters. May represent Division on other special committees and teams, meeting with external agencies, developers and landowners or civil engineers. -

Reporting to the Deputy Minister and part of the Executive Team, the Assistant Deputy Minister – Operations is focused on the delivery of the ministry’s occupational health and safety mission zero vision and operation and maintenance services for highways, bridges, airports, and ferries . You are the public face of the Ministry with responsibility for front-line staff maintaining and operating transportation infrastructure. Travel and extensive interaction with various stakeholders is required in this role to ensure the smooth delivery of operations and services. Providing advice and direction on all aspects of the annual and long range plans for upgrading, operating, and preserving provincial highways, airports and bridges; your input is critical to ensuring the Ministry of Highways and Infrastructure meets its objectives.

-Provide strong strategic leadership to a large contingent of front-line crews who are responsible for maintenance and operation of all provincial highways, airports, bridges and ferries.
-Provide strategic leadership to fleet services who are responsible for the procurement, maintenance and repair of the ministry’s fleet.
-Represent the Ministry as its Safety Champion promoting zero deaths, zero injuries and zero pain and suffering.
-Promote and encourage a culture of service excellence as it relates to clients and stakeholders.
-Lead and manage Ministry programs to be effective and responsive in implementing strategies that address client needs and align with government policy.
-Manage fiscal and human resources to ensure effective use of resources in meeting Ministry plan objectives. -Provide strategic options, advice, recommendations and perspectives to the Deputy Minister on functions, activities and issues.
-Provide collaboration and support to the Deputy Ministry on cross-Ministry initiatives.
-Represent the Ministry and Province on various committees and task forces to provide input and perspectives on program initiatives.

As the Assistant Deputy Minister – Design and Innovation you will be the ministry’s chief engineer responsible for engineering standards and design plans. Your input is critical to ensuring the Ministry of Highways and Infrastructure meets its objectives.

-Represent the department/Province nationally in technical and operational areas to ensure the interests of the Province are met for agreements or in the area of roadway sciences (i.e. Canadian – Strategic Highway Research Program and Chief Engineers Council at Transportation Association of Canada). Participate in Federal Engineering meetings and discussions.
-Provide strategic leadership and executive oversight for commercial vehicle enforcement of trucking regulations -Procurement of materials, including piloting /testing new material uses.
-Management of capital assets.
-Manage fiscal and human resources to ensure effective use of resources in meeting Ministry plan objectives.
-Provide strategic options, advice, recommendations and perspectives to the Deputy Minister on functions, activities and issues.

POSITION OVERVIEW:
Reporting directly to the Director, this role manages the design, administration and delivery of roads, bridges, storm sewers, storm water management facilities and pedestrian capital improvement projects.
KEY DUTIES & RESPONSIBILITIES:
•Evaluate all existing infrastructure and determine priorities for improvements in conjunction with Manager, Operations. Prepare and recommend yearly capital budget including a 10 year forecast
•Prepare capital plans, project scope and estimates assuring projects meet the requirements of regulatory agencies, and secure Regional and Provincial approvals
•Manage departmental capital projects, including design and sourcing. Prepare RFP terms of reference. Monitor capital expenditures to assure compliance with the Town’s purchasing by-law and budget allocation
•Manage Project Coordinators overseeing all infrastructure construction in new subdivisions to ensure compliance with Town policies and standards, and all applicable legislation
•Review master Environmental Servicing Plans, Traffic Management Plans, Community Design Plans and other master planning documents and make recommendations in accordance with Town policies and standards, applicable legislation and engineering best practices
•Responsible for the review and approval of applications from utility service providers for installation in municipal road allowances
•Daily management of Division staff including training, performance reviews, discipline, interviewing, hiring, termination etc. Also responsible for the management of a wide variety of consultants, contractors etc.
•Manage all Traffic Engineering requirements of the Town
•Analyse, research, support, prepare, present and implement reports and recommendations on related matters, including development standards, new technologies and value engineering
•Provide technical assistance to Department staff as required
•Represent the Town at hearings, Legal Tribunals etc. on matters assigned
•Respond to inquiries, complaints, and concerns about engineering matters and provide interpretation, direction and guidance.
