ENVIRONMENTAL SERVICES DEPARTMENT
CAPITAL PLANNING AND DELIVERY BRANCH
Location: Newmarket, Ontario
Full-Time, Salary $135,345 - $159,158 annually
Reporting to the Commissioner, Environmental Services, is responsible for the overall management of the Branch engaged in the delivery of water, wastewater and solid waste capital projects, engineering (class environmental assessments, individual environmental assessments, preliminary and detail design) and construction activities. -
Reporting to the Manager, Development Engineering, you will initially be responsible for the coordination and project management of engineering studies related to the planning and conceptual servicing of the future urban areas in Markham, and other intensification areas. As a Development Engineer, you will also be assigned other projects related to land development and departmental policy development.
More specifically, as a Development Engineer, you will:
• Plan and coordinate the work of consultants in conducting the studies for urban expansion and growth intensification.
• Give directions to land owners, consultants, and inter-department teams in the processing of major planning applications.
• Review, and comment on, complex planning applications, including Official Plan Amendment, Plan of Subdivision, etc.
• Provide engineering comments in the review of long-range strategic plans.
• Review, and comment on, complex and specialized engineering studies and agreements, as well as environmental studies, with minimal supervision.
• Negotiate at a senior level with agencies, land owners, developers and consultants.
• Prepare development agreements, cost-sharing agreements, memoranda of understanding and reports to Council.
• Review consultants’ work and invoices prior to recommendations for approval.

JOB SPECIFICATIONS:
• Must be a graduate from a recognised University in Engineering, field of Civil / Environmental preferred, and Registered Professional Engineer (P. Eng.) with PEO
• Minimum of five years of progressive municipal/public sector experience is required or the equivalent combination of education and directly related work experience may be considered
• Experience in emergency response planning, developing communication protocols, project management
• Experience with supervision of staff
• Experience in dealing with senior management and elected officials on sensitive/political issues
• Strong knowledge of municipal governance, policies and issues
• Superior written communications skills required for preparation of response plans from an Engineering principles perspective, drafting correspondences/presentations to Council, Public and developing business content for Social Media/City Website
• Excellent oral communication skills including delivery of presentations of technical or political nature to Council and other stakeholders
• Understanding of modern communication techniques and practices, social media technologies, blogging and digital channels
• Experience with various software applications, experience with Hansen considered an asset
• Strong ability to build relationships with key internal/external stakeholders, coordinate information from a various sources and present them to various stakeholders, e.g. Council and other organizations
• Strong strategic and analytical skills balanced with a pragmatic, results-oriented approach
• Demonstrated leadership ability to work independently and as a part of a multi-faceted team with both internal and external interests
• Good judgement and diplomacy required as demonstrated through excellent interpersonal skills in dealing with all management levels, Council and public
• Strong organizational and time management skills with demonstrated ability to initiate and execute projects utilizing sound project management principles
• A valid Ontario Class ‘G’ driving license and availability of personal vehicle -

As an integral member of the Engineering Services department, you will take part in Capital Works project management, performing site inspections, preparing and reviewing budgets and tender documents, responding to general enquiries from the general public, other levels of government, consultants and developers. The position deals with the design and construction management for roads, water treatment and distribution, wastewater collection and processing, and stormwater management and buildings.
You have a diploma in civil engineering technology and a minimum of 10 years of experience or are a professional engineer with 5 years of experience, preferably in municipal services engineering. Additionally, you have a working knowledge of municipal infrastructure design, environmental assessments, plans review, public engagement, contract administration, as well as the Occupational Health and Safety Act, WHMIS, and relevant legislation/guidelines/policies and procedures. You possess or are eligible to possess a CET or P.Eng. designation. Your excellent interpersonal, project and time management, communication, presentation, and public relations skills allow you to effectively interact with all levels of staff and contacts in a customer service-focused environment. You have the ability to use Microsoft Office Suite as well as AutoCad. A valid Class G driver’s licence and access to a reliable vehicle to use for corporate business are considered assets.

As an integral member of the Engineering Services department, you will take part in Capital Works project management, performing site inspections, preparing budgets and reviewing tender documents, responding to general enquiries from the general public, other levels of government, and consultants. The primary focus of this contract position is to manage a consulting team for the design and construction for a $30 million upgrade to the Alcona Water Treatment Plant.
You have a diploma in civil engineering technology and a minimum of 10 years of experience or are a professional engineer with 7 years of experience, preferably in municipal water treatment or major municipal engineering projects. Additionally, you have a working knowledge of municipal infrastructure design, plans review, public engagement, contract administration of municipal infrastructure, as well as the Occupational Health and Safety Act, WHMIS, and relevant legislation/guidelines/policies and procedures. You possess or are eligible to possess a CET or P.Eng. designation. Your excellent interpersonal, project and time management, communication, presentation, and public relations skills allow you to effectively interact with all levels of staff and contacts in a customer service-focused environment.
