Thorough working knowledge of the development planning approval process and strong computer skills will be required in engineering design, project management and office automation. The City of Peterborough is currently seeking: ENGINEERING DESIGN & CONSTRUCTION TECHNOLOGIST/INSPECTOR Utility Services/Engineering & Construction Division File #13-P-08 Job Details: Complete preliminary and detailed design calculations and drawings for new and replacement infrastructure projects in the areas of storm and sanitary sewers, sidewalks and roads. Provide technical and administrative support in the preparation of final tender documents and for the review of engineering reports and drawings. Provide on-site inspection and oversight of City construction projects to ensure the projects are built in accordance with plans and specifications, completed on time, within set budget limits and following proper safety procedures. Coordinate and complete pre-engineering and construction surveys, contract layout and verify grades during construction projects. Recommend optimum solutions based on knowledge of site conditions, methods and available materials, time factors and budget constraints. Qualifications: The successful candidate will have a three-year college diploma in Civil Engineering or related field and a minimum of four years previous experience in municipal engineering. Experience with computer assisted design (CAD) applications, record keeping and sewer design analysis, road reconstruction design, engineering contract administration, sewer monitoring equipment and software. Must have knowledge of provincial and municipal policies and procedures related to surveys and construction, the Ontario Provincial Standard Specifications and Drawings, the Ministry of Transportation Construction Manual and the Occupational Health and Safety Act. Requires inspection and surveying skills, knowledge of construction specifications and ability to interpret contract drawings. Requires well-developed communications skills (written & spoken), analytical and problem-solving skills; and skill in preparing technical reports, clear and concise electronic/computerized records. Must have a high level of proficiency in various software applications including MSWord, Excel and CAD (Microstation) and proficiency with traditional and total station survey methods. Reporting to the Senior Manager, Infrastructure, this position is responsible for managing and administering the design and construction of large sensitive and complex capital works projects from the initial planning stage through to project completion. This includes ensuring quality, timely and cost-effective completion of municipal engineering construction projects in accordance with the latest regulations and in line with the Town’s objectives and policies. Major Job Responsibilities · Under the direction of the Senior Manager, Infrastructure, oversee all aspects of technically complex capital projects including construction and reconstruction of roads, sewers, bridges and other municipal infrastructure in coordination with the growing development community. · Facilitate the public consultation process by planning, organizing, producing and delivering presentations and leading Public Information Centres and by maintaining ongoing dialogue and correspondence with stakeholders. · Attend regular site meetings with consultant, contractor and other agencies involved in projects· Application and coordination of permits, ensuring both internal and external agency approvals required for different project stages are obtained prior to start of construction. · Liaise, negotiate agreements and maintain communication with area municipalities, utilities and other external agencies. · Perform contract administration duties for joint Town and Region of Halton projects. · Prepare corporate and technical reports to Community Services Standing committee, Administration and Planning Standing Committee, and Town Council. · Undertake planning, budget, design, tender and complete contract administration of in-house capital projects · Prepare Marketing and Quarterly Report material for projects, and attend quarterly Variance meetings and monthly project update meetings with Finance staff. · Control capital expenditures, negotiate costs, audit charges, identify cost sharing opportunities and approve payment to contractors, consultants and suppliers in accordance with stipulated timelines · Ensure compliance with applicable legislation, regulations, by-laws, standards and specification including Environmental Assessment Act, Occupational Health and Safety, etc. · Provide senior level technical advice in order to resolve issues quickly and effectively. · Make immediate on-site decisions regarding emergency and urgent developments affecting public safety on capital projects. · Comply with health and safety practices as it relates to the work standard operating guidelines and the Occupational Health & Safety Act. · Perform other duties as assigned in accordance with department objectives.
