    If you hold or are eligible for a P. Eng. licence, and your experience includes infrastructure design and construction management, sewer and watermain design and the Environmental Assessment process, this Senior Capital Works Engineer role within our Asset Management Department is for you.

    Reporting to the Manager of Stormwater, you will manage the design and construction phases of flood remediation programs and other capital projects. As a Senior Capital Works Engineer, you will also be responsible for the review of studies dealing with the rehabilitation of underground infrastructure, natural watercourses, and Class Environmental Assessment related to stormwater management, water resources and other environmental issues.

    KEY DUTIES AND RESPONSIBILITIES

    As a Senior Capital Works Engineer, you will:
    •Coordinate and manage water- and sewer-related capital projects, including Environmental Assessments, engineering studies, design and contract administration.
    •Conduct and review stormwater drainage systems / stormwater management pond restoration / erosion control-related studies.
    •Undertake and manage Class Environmental Assessment studies focused on environmental studies and projects.
    •Prepare Requests for Proposals and carry out evaluations to retain engineering consultants to special studies.
    •Prepare tender documents and evaluate tender submissions to retain contractors.
    •Supervise and manage the engineering consultants and construction contractors.
    •Review the claims and negotiate with the consultants and contractors.
    •Liaise and coordinate with the City’s internal departments and external agencies, to ensure that the planned capital programs are executed in a timely manner.
    •Develop an annual capital program, including updating the life cycle reserve study.
    •Prepare annual updates to the life cycle study and prepare a 5-year capital program.
    •Perform financial administration of all capital projects.
    •Provide financial tracking and cost control of projects, and process invoices, working closely with the Finance Department.
    •Prepare reports, make presentations to Senior Staff, Council and Committees, and represent the Department in public meetings and information sessions.
    •Liaise and coordinate with the area Councillor, Rate Payers Association and area residents during construction.
    •Support the Manager of Stormwater and Senior Manager of Right-of-Way & Environmental Assets in all matters involving the Section.

    Your professional profile as a Senior Capital Works Engineer will include:
    •University degree in Civil Engineering, Water Resources Engineering, Environmental Engineering or a related discipline.
    •Professional Engineer (P.Eng.) licensing in the Province of Ontario or eligibility to register as a Professional Engineer with the Professional Engineers of Ontario.
    •At least 7 years of experience with direct involvement in infrastructure design and construction management.
    •Strong background in sewer and watermain design and the Environmental Assessment process.
    •Extensive experience in contract administration and construction administration.
    •Strong working knowledge of MS Word, Excel and PowerPoint and Project Management applications.
    •Detailed knowledge of applicable legislations, acts and standards pertaining to stormwater and environmental requirements.
    •A track record as a team player with demonstrated project management skills.
    •Excellent verbal and written communication, organization and problem-solving skills.
    •Demonstrated commitment to continuous improvement and customer service.
    •Ability to manage multiple and changing demands and priorities.
    •Ability to negotiate, facilitate and present information to varied audiences.
    •A valid Ontario Class G driver’s licence and access to a reliable vehicle to use on corporate business. As a condition of employment, you will be required to provide a satisfactory driver’s abstract.
    •Willingness and availability to attend evening meetings outside of normal business hours.

    The salary range for this regular, full-time position is $83,227 to $97,939 per year.
