    Job Summary:
    Reporting to the Senior Engineer, Infrastructure Renewal, the Infrastructure Assessment Engineer is responsible for conducting the needs analysis and the development of rehabilitation programs for structures projects (i.e. bridges, culverts, retaining walls, etc.) through the coordination of research data, gathering and analysis of existing infrastructure and prioritization of rehabilitation needs. Duties include, preparing long range planning, needs and feasibility studies for the City's structures (i.e. bridges, culverts, retaining walls, etc..), providing information to address/resolve inquiries from the general public and elected officials and assisting in the preparation of renewal programs and budgets.

    Statement of Qualifications:
    Four (4) year bachelors degree in Engineering or Applied Science from a recognized university, preferably in a civil engineering related discipline.
    Five (5) years of progressively responsible and practical experience in the structural (i.e. bridges) engineering field with thorough knowledge of infrastructure system design, construction and operation.
    Member in good standing of the Professional Engineers of Ontario or eligible to become a member within one (1) year.

    Knowledge of:
    Complex infrastructure systems (structures, i.e. bridges, culverts, retaining walls, etc.) and asset management principles, as applicable to the specific position responsibilities.
    Infrastructure renewal techniques, methods and theories.
    Engineering planning, design, construction/rehabilitation pertaining to the work, and related national, provincial and municipal engineering standards, including legislation, regulations, codes and By-laws.
    In-depth knowledge of the City's infrastructure, including design, operations and performance.
    Principles of project management to plan, organize and control project budgets.
    Principles for evaluation of deficiencies in infrastructure system components.
    Legal issues pertaining to infrastructure system components, specifically related to the preparation of supporting documentation for proceedings regarding litigation, contract disputes and cost sharing.
    Working knowledge of Infrastructure Management Systems, digital inventories and schematic mapping with an ability to determine data requirements, feasibility and architecture to manage the inventory.
    Computer applications pertaining to database management, spreadsheet, GIS, word processing, e-mail and use of the Intranet and Internet.
    Knowledge of applicable health and safety legislation, including the rights and duties of workers.

    Résumé des fonctions :
    Relevant de l’ingénieur principal, Renouvellement des infrastructures, le titulaire se charge de l’analyse des besoins et de l’élaboration de programmes de réfection pour des projets se rapportant aux structures (comme des ponts, des ponceaux, des murs de soutènement, etc.) en veillant à la coordination de la collecte et de l’analyse de données de recherche sur les infrastructures en place et à l’établissement des priorités relatives aux besoins de réfection. Le titulaire doit préparer des études portant sur la planification, les besoins et la faisabilité à long terme relativement aux structures de la ville (ponts, ponceaux, murs de soutènement, etc.), fournir des renseignements en vue de répondre aux demandes du public et des représentants élus et participer à l’élaboration des programmes de renouvellement et à l’établissement des budgets.

    Énoncé de qualités :
    Baccalauréat en génie ou en sciences appliquées décerné par une université reconnue, de préférence dans un domaine touchant au génie civil.
    Cinq (5) années d'expérience pratique acquise dans le génie structural (comme des ponts) et connaissance approfondie de la conception, de l'édification et de l'exploitation d'un système d'infrastructures.
    Doit être membre en règle de l'Ordre des ingénieurs de l'Ontario ou être en mesure de le devenir dans les douze (12) mois suivant l'embauche.

    Connaissances :
    Systèmes d’infrastructures (de structures, comme des ponts, ponceaux, murs de soutènement, etc.) complexes et principes de gestion des biens appropriés aux responsabilités du poste.
    Techniques, méthodes et théories de renouvellement de l'infrastructure.
    Planification, conception, construction ou remise en état techniques propres au travail, et normes de construction techniques nationales, provinciales et municipales, y compris les lois, les règlements, les codes et les règlements municipaux.
    Connaissance approfondie de l'infrastructure de la Ville, notamment de sa conception, de son fonctionnement et de son rendement. Principes de gestion de projet permettant de planifier, d'organiser et de contrôler les budgets alloués aux projets.
    Principes d'évaluation des lacunes des composantes du système d'infrastructure.
    Questions juridiques en rapport avec les composantes du système d'infrastructure et plus particulièrement avec la préparation des documents de référence pour les procédures relatives aux litiges, aux différends d'ordre contractuel et au partage des coûts.
    Connaissance pratique du système de gestion de l'infrastructure, des inventaires numériques et de la cartographie par schémas et capacité de déterminer les exigences en matière de données, de faisabilité et d'architecture afin de pouvoir gérer l'inventaire.
    Applications informatiques en matière de gestion de base de données, tableurs, SIG, traitement de texte, courriel et utilisation d'intranets et d'Internet.
    Lois pertinentes en matière de santé et de sécurité, ce qui comprend les droits et obligations des travailleurs.

    Job Details:
    Provide a lead role in the development, implementation, and administration of asset management plans. Developing and implementing asset management policy and procedures; providing leadership to and working in partnership with City departments to develop an asset management work plan that is corporately integrated; providing the enthusiasm and momentum for asset related projects; and developing an on-going Asset Management Program that provides input to long range strategic capital planning.

    Qualifications:
    Requires an individual who is a graduate from an accredited university with a degree in Civil Engineering or a Community College Diploma in Civil Engineering Technology or related field with at least 3-5 years of engineering work experience. Requires a minimum of 5 years’ multi-disciplinary experience leading major corporate projects and initiatives. Experience working in a municipal setting is considered beneficial. Must possess a working knowledge of the Acts, Regulations, By-laws and an understanding of municipal asset management planning. Strong knowledge and understanding of asset management principals, processes and practices. Good knowledge of life-cycle and risk management techniques as well as Financial Planning. Possess a demonstrated record of strong leadership and guidance, technical competence, customer focus, innovation/creativity, team advocacy, staff delegation and empowerment, staff development, and be committed to results.     QUALIFICATIONS

    QUALIFICATIONS

    •Successful completion of a three (3) year Community College Diploma Program in Civil Engineering Technology.

    Reporting to the Program Manager, W/WW System Performance and Mitigation, is responsible for coordinating and implementing various performance, improvement and strategic programs for the Department, such as Business Process Improvements, Performance Metrics, Inflow and Infiltration Reduction Strategy and assisting in the Department’s Strategic Plan/Goals; developing and maintaining guidelines, standards, policies and procedures for work being conducted on behalf of the Department; coordinating and working on projects with external consultants or contractors; performing program and project planning; and integrating technical information into evolving Departmental knowledge database.

    QUALIFICATIONS
    •Successful completion of a University Degree in Planning, Civil Engineering or Environmental Studies or approved equivalent combination of education and experience.

    •Demonstrated working experience in Project Management for municipal planning studies.
