Position Overview
The Parks Section of the Roads and Parks Maintenance Department is responsible for the completion of operations and works related to parks maintenance, as well as winter control operations.
Responsibilities
As a member of the Department’s supervisory team, you will be responsible for:
• Supervising staff and contractors in the daily operations and maintenance of city parks and related facilities, in accordance with all applicable legislation and approved levels of service. • Developing and supervising annual work programs, including: turf management, horticulture, ball diamonds, pathways, playgrounds, public washrooms, litter, special events and other park needs.
• Assist with the preparation of the current budget and annual work program, monitor expenditures on a regular basis and recommend appropriate actions to address variances, within areas of responsibility.
• Respond to requests for service and customer enquiries, in accordance with required timelines.
• Participate in the on-call rotation, including regular after-hours supervision of winter control operations.
• Document daily work activities accurately and in a timely manner through the Avantis Work Management System.
• Respond to requests for service and customer enquiries, in accordance with required timelines.
• Participate in the on-call rotation, including regular after-hours supervision of winter control operations. • Investigate insurance claims and attend examinations for discovery and court, as required.
• Provides first response, in accordance with Corporate and Department Emergency Plans.
• Coordinate maintenance requirements for the Halton District School Board, in accordance with the Reciprocal Agreement and associated Levels of Service.
As a Supervisor, you will lead, develop, coach and mentor a team of approximately 16 staff. You have a track record of leadership success in a progressive work environment, with proven project and people management, organizational and customer service skills. You demonstrate creativity and adaptability in complicated and difficult situations, and in managing conflicting demands. You possess excellent communication skills and are proficient in Microsoft Office computer applications, work order management systems and asset management systems.

You have a 2 year College Diploma and a valid driver’s licence. Your education is complemented by a minimum of five years experience in a municipal unionized environment that includes leading parks maintenance and winter control operations, with at least two years in a supervisory role. Certification in Horticulture is preferred.
Salary: $63,912 to $79,890 (grade 10)

Reporting to the Chief Administrative Officer, the County Engineer – Director of Operations is a member of the Senior Management Team and is responsible for strategic direction and all facets of leadership in the following 3 areas of business:
Public Works includes Highways Department and is comprised of the administrative office along with 4 county shops. Public Works has a combined staff of 45 employees to maintain approximately 775kms of County Roads including 66kms of urban streets, 456 large bridges and culverts along with thousands of small culverts.
Fleet Services for the County of Huron is responsible for the purchasing, maintenance and disposal of equipment required for Highways operations. Fleet Services also maintains 9 vehicles and several pieces of equipment owned and used by various County departments.
Emergency Services is comprised of 5 programs including Emergency Medical Services (EMS), EMS Fleet, 911, Emergency Management and Community Notification.
Key Responsibilities Include:
•Establishing annual capital and operating budgets based on current data, trends and forecasting needs, monitoring budgets to ensure services are distributed within budget.
•Overseeing and directing the preparation of tenders and negotiating contracts for services and capital projects in accordance to Council’s procurement policy.
•Delivering long range planning objectives and policy development with respect to municipal assets and infrastructure while identifying long range concerns that may impact community services.
•Developing strategies to mitigate negative impact and implementing maintenance programs to ensure that County’s infrastructure and assets are able to meet current and future needs.
•Administering and directing department initiatives and operations efficiently at the highest level of quality and service. •Participating in the County’s strategic planning as a member of the Senior Management Team.
•Developing and implementing short and long term departmental goals, business plans and objectives in alignment with corporate strategies.
•Ensuring Municipal compliance with legislated requirements, and sound engineering standards and practices.
•Developing, approving and maintaining engineering standards for all municipal assets and infrastructure.
•Participating in emergency planning and ensuring appropriate ambulance and/or Public Works response time when an emergency situation exists.
•Fostering a productive work environment while working with Human Resources to provide regular feedback, performance assessments and coaching to all staff.
•Integrating Health and Safety into all aspects of the department’s operations and ensuring that all employees work in compliance with the Occupational Health and Safety Act.
•Maintaining positive working relationships with all stakeholders including members of Council, County staff, the media and community groups at large.
•Preparing reports and giving presentations to Council to communicate information and/or recommend program changes.
The ideal candidate will possess the following qualifications:
•Professional Engineering Designation (P.Eng.)
•Senior management level experience in engineering, preferably in the municipal environment
•Possess a thorough understanding of legislation and policies that affect local government, including familiarity with municipal law, insurance and labour relations
•Broad range of experience in a variety of areas including all disciplines of Civil Engineering, administration and management, finance and accounting, statute, contract and common law, fleet procurement and management, and computer applications to engineering and management.
•Strong leadership and interpersonal skills.
•Excellent communication skills in both verbal and written form.
•Valid Class G driver’s License.

Overview
Reporting to the Chief Administrative Officer (CAO), the Commissioner Public Works is a member of the Region’s Management Committee, responsible for providing direction and leadership to the entire organization. Reporting to the Manager of Engineering – Development Approvals, this position is responsible to :
•Carryout and coordinate detailed engineering review and approval of site plan development applications. Review Functional Servicing reports, noise studies and soils reports
•Oversee and coordinate the workload of the Development Technician and Inspector
•Prepare engineering requirements for Site Plan Agreements including the review of financial security requirements. Coordinate and approve Letter of Credit reductions and releases for Site Plan Agreements
•Liaison with external agencies and other levels of government on various projects.
•Supervise, administer and provide field review of various projects
•Prepare engineering staff reports for Committee and Council
•Prepare and provide engineering comments on OPA’s, Zoning By-law Amendments, Committee of Adjustment applications and Land Division Consents
•Coordinate and review Sediment and Erosion Control permit applications for commercial, industrial and condominium sites
•Provide stormwater management techical direction and advice to other sections and other departments
•Respond to customer inquiries from the public, engineering consultants and developers by telephone, front counter, e-mail and site visits
Qualifications:
•Degree in Engineering or equivalent combination of education and experience
•Professional Engineer designation (P.Eng.)
•Minimum six years relevant experience in letters of credit, agreements, design and/or review of commercial/industrial and residential site plan projects
•Strong communication skills (both verbal and written
