The Town of Whitby, Durham’s Business Centre, a rapidly expanding and progressive community with a population of 120,000 and located approximately 50 km east of Toronto, is currently seeking a highly motivated and energetic individual for this challenging opportunity.
Reporting to, and under the direction of, the Manager of Engineering, the Asset Management Supervisor is responsible for establishing, maintaining and monitoring the Asset Management Program for all surface and subsurface assets within Town-owned road allowances and easements (roads, bridges, culverts, storm sewers, sidewalks, signs, streetlights, retaining walls, driveway culverts, catch basins, guide rails and safety devices, pumping stations, street furniture, trees, etc.) and related elements including fences and storm water management ponds. The position will provide guidance and assistance regarding assets (e.g. fuel, parking lots, structures) to other Public Works Divisions and Departments as required. Duties will include, but not necessarily limited to: establishing and maintaining policies and best practices related to the management of assets; complete various technical analyses including evaluation of conditions, levels of service, system costing, and life cycle assessments; undertake strategic planning on system adequacies, and priority rankings to assist in the planning and developing of capital budgets and programs; supervise and direct staff; develop asset inventory programs; prepare asset management reports; address public inquiries; conduct research; provide direction and guidance to direct reports and other departmental staff in terms of data management, reporting of capital assets, analyses and policy development; and other duties as assigned.
As the successful applicant, you will possess a three (3) year college diploma in Civil Engineering or related discipline; a minimum of five (5) years of experience in a municipal engineering environment; possess a C.E.T. Designation from the Ontario Association of Certified Engineering Technicians and Technologists; proven ability to effectively supervise, direct and coach staff; be proficient in a Windows based environment, with a demonstrated, intermediate level working knowledge of Microsoft Office Suite (including MS Word, Excel and Outlook); possess a working knowledge of relevant Ontario legislation and best practices; have excellent verbal and written communication skills and a strong command of the English language; possess strong interpersonal skills and the ability to establish and maintain effective working relationships with staff and the general public; possess the ability to work effectively in a team environment as well as independently with minimal supervision; possess the ability to gather and analyse data; possess strong technical, analytical, mathematical, research, organizational, problem solving, presentation, customer service and public relations skills; and, possess and maintain a valid unrestricted Ontario Driver’s Licence (minimum Class “G”), and have access to a personal vehicle.
Salary: Subject to skills, ability and qualifications.
Hours: Monday to Friday – 8:00 a.m. – 4:00 p.m., plus additional unpaid hours as required.

ENVIRONMENTAL SERVICES DEPARTMENT
OPERATIONS, MAINTENANCE AND MONITORING BRANCH
Location: Newmarket, Ontario
Temporary Full-Time, Approx. 24 months, Salary $30.96 - $33.65per hour
Reporting to the Program Manager, Asset Inspections, is responsible for coordinating the locating of sub-surface Water and Wastewater assets by reviewing locate requests and scheduling/executing the field verification, in accordance with Ontario Regional Common Ground Alliance best practices; undertaking field locating of buried assets utilizing appropriate equipment (Electromagnetic utility locator, GPS, engineering drawings and conventional locate equipment); marking underground water and wastewater infrastructure to required spatial accuracy and providing needed locate information, in the appropriate format, to utilities and/or contractors in a timely fashion.
QUALIFICATIONS
•Successful completion of a two year Community College Diploma Program in Civil or Environmental Engineering Technology or Geographic Information Systems or related field.
•Minimum one (1) year experience in roadway/water and wastewater construction, locating water and wastewater sub-surface assets, surveying methods, engineering, environmental or IT environment working with GID, databases and CAD.
•Must be competent in the operation of electromagnetic devices.
•Valid Ontario Class "G" driver's license and reliable vehicle to use on corporate business.
•Familiarity with the Ontario Traffic Manual (OTM) and Occupational Health and Safety Act (OHSA).
•Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management, leadership, and accountability, and flexibility/adaptability.
•Ability to interact with Regional staff, staff representatives of other levels of government, outside agencies, contractors, consultants and the general public.

Engineering Technologist
Reporting to the Manager of Engineering, the Engineering Technologist is responsible for project managing the design and construction of road, bridge, sidewalk, water, wastewater, and stormwater projects while ensuring such projects meet technical, financial and scheduling requirements. Qualifications:

Temporary Full-Time - Project Specialist I: Salary $68,676 - $77,973 annually

POSITION PURPOSE:
Reporting to the Project Manager I, is responsible for applying specialized technical skills, abilities and knowledge and contributes to the completion of work and the implementation of large scale complex projects that support the rapid transit initiatives (vivaNext) within the Region; providing civil engineering technical support and coordinating technical issues between YRRTC project team, Regional and local municipal staff, consultants and other stakeholders for major transit infrastructure capital projects, such as BRT; supporting on-site construction activities; supporting the review of design and construction drawings and project related schedules; and coordinating phases of the project, including conceptual design, preliminary engineering, detail design and construction.
QUALIFICATIONS
Successful completion of a Community College Diploma in Civil Engineering Technology or related field or approved equivalent combination of education and experience.
Project Specialist I: Minimum three (3) years/Project Specialist II: Minimum five (5) years’ experience demonstrating success in providing technical support for transit or transportation major capital project management and construction, such as, subway expansion, BRT projects, etc. or related work and field of expertise that can be applied to a variety of technical issues associated with a major transit infrastructure project.
Experience in or knowledge of public transportation.
Understanding of municipal, regional and provincial operations.
Knowledge of project planning principles, concepts, practices and methods.

Reporting to the Director, Engineering and Construction Department, the Senior Manager, Transportation Planning and Engineering manages and oversees the development and implementation of policies and procedures which ensure the safe and efficient operation of the town’s road infrastructure system. In addition, the Senior Manager, Transportation Planning and Engineering will provide leadership, guidance and support to the Manager of Parking Strategy and Business Operations.
What can I expect to do in this role?
As the Senior Manager, Transportation Planning and Engineering you will:
•Lead the development of a strategic vision for the division;
•Manage and set priorities for six direct reports including one manager with five staff members;
•Develop policies, set priorities and be responsible for service delivery and the development and implementation of performance measures and objectives;
•Prepare and administer an annual operating and capital budget of approximately 8 million annually;
•Participate in the development and management of the Engineering and Construction capital works program;
•Oversee division annual capital programs, prepare reports and recommendations including presentations to committees and Council;
•Lead various transportation and environmental assessment studies to address potential road capacity deficiencies in the future and recommend capital works improvements to the town’s road system to meet existing and future requirements;
•Review development applications with respect to their impact on the safety and efficiency of the existing and future road system;
•Represent the town as an expert witness at Ontario Municipal Board hearings as required;
•Provide information, address inquiries and prepare responses to concerns.
How do I qualify?
Mandatory:
You have an undergraduate degree from a recognized university in Civil Engineering and are a member in good standing with the Professional Engineers of Ontario. Your formal education is augmented by progressively responsible positions that have resulted in outstanding leadership complemented by a highly developed understanding of municipal transportation planning and engineering best practices, project and budget management and a progressive customer focused service delivery.
In addition, your experience includes:
•10 years experience in all aspects of municipal transportation planning and engineering (development review, traffic signal design, transportation master plans, transportation EA’s, commercial parking operations, parking strategy, traffic calming, active transportation).
•meeting the expectations of internal and external customers: customer service-oriented and modeling service delivery excellence; •providing direction and leadership to a staff team in the delivery of transportation planning and engineering based on proven best practices;
