    INFRASTRUCTURE PLANNING ENGINEER – WWW #15674
    ENVIRONMENTAL SERVICES DEPARTMENT
    CAPITAL PLANNING AND DELIVERY BRANCH
    Location: Newmarket, Ontario
    Full-Time, Salary $48.54 - $52.77 per hour 

    Reporting to the Project Manager, is responsible for taking a lead role with consultants and stakeholders and coordinating Water and Wastewater issues and projects such as the Water and Wastewater Master Plan, the 10 year capital plan, other special projects, servicing plans and studies; providing technical advice; reviewing new developments and tracking the demand for capacity allocation; and assisting the Manager in preparing project plans, project implementation, and developing processes for on-going activities.

    QUALIFICATIONS
    •Successful completion of a University Degree in Civil/Environmental Engineering from an accredited university.
    •Must be registered as a Professional Engineer (P. Eng.) with the Professional Engineers Ontario.
    •Certified Project Management Professional (PMP) through Project Management Institute or approved equivalent combination of education and experience.
    •Minimum five (5) years of demonstrated experience (inclusive of EIT experience) in all aspects of municipal engineering in water and wastewater systems.
    •Thorough knowledge of project management in functional organizations.
    •Good understanding of Process Management and past experience in developing processes for on-going activities.
    •Strong knowledge of water treatment and distribution systems, wastewater collection and treatment systems and their operations, complex hydraulic systems, pumping stations, piping, and valve design and operations.
    •Strong knowledge of water and wastewater computer modelling (e.g. InfoWorks, InfoWater).
    •Knowledge of the planning process, land development procedures and the planning issues pertaining to water and wastewater servicing.
    •Knowledge of stormwater management practices and technology, and hydrological and hydraulic modelling.
    •Knowledge of solid waste management industry and related legislated policies and practices.
    •Knowledge of relevant regulations, guidelines, procedures, and legislation, including those under Water Resources (Environmental Protection Act and Ontario Water Resources Act),and Planning (Planning Act) and applied engineering knowledge of legislation, industry standards and new technologies.
    •Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management, accountability, flexibility and adaptability.
    •Computer literacy utilizing MS Office software applications and proficiency utilizing word processing, spreadsheet, database and presentation software, etc.
    •Leadership ability to motivate staff and foster a positive team environment.
    •Ability to travel to off-site locations in a timely and efficient manner, as required.
    •Ability to work outside normal business hours, as required.

    Major Responsibilities:

    Under the direction of the Executive Director, Maintenance & Operations, leads the Operations Section of the Division, which includes Road Operations (responsible for all right-of-way inspection and maintenance), Storm Drainage (storm sewers, catch basins, manholes, storm sewer management ponds, erosion control), Traffic Engineering Services (signage, traffic signals, street lighting, parking lots and meters, and school crossing guards), and Contracted Services. All applications through the Public Utilities Coordinating Committee are reviewed and approved by this position.

    •Directs the activities of the Road Maintenance & Operations Section including assignment of tasks, training and development, performance reviews/appeals, grievance responses, discipline and makes recommendations regarding promotions, demotions and terminations;
    •Establishes the strategic direction for the Division, monitors performance and productivity levels, develops, revises and implements systems as required to align with and meet departmental and corporate strategic goals; develops and revisits the service plan to ensure it reflects changing patterns of demands on operation activities and to ensure appropriate allocation of operation resources;
    •Formulates, administers and monitors the division’s annual budget (current and capital) on a regular basis; participates in the presentation of the yearly budget requests to the Budget Committee;
    •Promotes a service orientated culture and focus within the division through teamwork and open exchange to improve effectiveness while encouraging input from staff to empower and achieve results;
    •Provides guidance and support to staff to ensure they are successful; ensures staff development reflects the business requirements of the organization; 
    •Develops new programs and services for clients; conducts research on new trends in the marketplace and recommends business strategies, if appropriate;
    •Liaise extensively with members of City Council and City staff and represents the department at Committee meetings;
    •Prepares and analyzes reports to Council;
    •Assesses impact of change, makes related decisions in keeping with the vision adopted by the City and oversees the implementation of modifications within the division;
    •Complies with, analyzes and interprets regulatory or legal standards as per: The Highway Traffic Act; the Occupational Health & Safety Act; MOE and Environmental Protection Act.

    MINIMUM QUALIFICATIONS:
    •University degree in Engineering and at least ten years of progressive public works experience.
    •Five year minimum for senior leadership experience.
    •Managing staff in a unionized environment within the Municipal is an asset.
    •Must possess ability to articulate a vision, to develop short and long-term strategies, and to effectively manage multiple priorities and projects of varying size, scope and diversity.
    •Experience in writing analytical reports/studies with ability to identify problems, analyze and interpret complex data.
    •Well-developed team leadership, supervisory, conflict resolution and negotiation skills.
    •A prerequisite of sound financial acumen to effectively manage within budget constraints is required.
    •Must have thorough knowledge and understanding of relevant standards, statutes, regulations and by-laws, as well as understanding of traffic services and road operations.
    •Computer proficiency is a must.

This position reports to the Senior Project Manager, Facilities Planning and Development and the successful candidate will plan and manage construction projects from conceptual design to commissioning and turnover.     Location: Newmarket, Ontario
    Full-Time, Salary $114,686 - $134,939 annually 

    Reporting to the Director, Capital Planning and Delivery, manages and co-ordinates the engineering services required to deliver the 10- year Water and Wastewater Capital Program, including watermains, sanitary sewers, pumping stations and treatment facilities, acts as the Region’s technical expert on water and wastewater design and construction issues, and supervises project management staff, monitors the progress of complex projects, and maintains quality assurance for services provided by the project managers.

    QUALIFICATIONS
    •Successful completion of a University Degree in Civil Engineering from an accredited university.
    •Must be registered as a Professional Engineer (P.Eng.) with the Professional Engineers Ontario.
    •Minimum of seven (7) years demonstrated experience (inclusive of E.I.T. experience) in all aspects of water and wastewater facilities (watermains, sewers, pumping stations, treatment plants), financial management experience, as well as progressive managerial and staff supervisory experience.
    •Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
    •Knowledge of Province of Ontario statutes, regulations and guidelines including those under: Water Resources, Environmental Assessment, Environmental Protection, Construction Lien, Municipal and Planning Acts and construction contract process and law.
    •Demonstrated knowledge of water and wastewater treatment and complex hydraulic systems including pumping, piping, valving, etc.
    •Demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self management, leadership/management, accountability and flexibility/adaptability.
    •Contemporary supervisory and human resource management skills, knowledge of collective agreement administration and labour relations principles and practices
    •Strong report writing and project management skills to meet program objectives and work to tight deadlines.
