    Join our Engineering Department, Development Services Commission in this temporary, full-time contract position of up to 12 months, and gain the experience you need to take your engineering career to the next level. Reporting to the Manager of Development Engineering, you can expect to put your background in civil engineering or engineering technology to use as you conduct detailed technical reviews of residential, commercial and industrial development applications. Self-motivated and capable of handling multiple assignments, you will also liaise with landowners, consultants as well as other departments and approval authorities as you gather design, servicing and costing information to update the Department’s databases and filing system.

    More specifically, as Engineering Technologist, you will be responsible for:

    •Conducting technical reviews to ensure engineering submissions comply with all applicable City standards and design criteria
    •Preparing comments detailing the results of technical reviews
    •Reviewing submissions with the applicant and consulting to resolve outstanding design issues through using standard engineering principles and practices
    •Responding to customer requests related to existing infrastructure as well as design standards and engineering submission requirements
    •Addressing inquiries from applicants, consultants and outside agencies regarding engineering site plan issues
    •Providing input to the preparation of Site Plan Agreements
    •Representing the Engineering Department at meetings
    •Conducting site reviews
    •Providing support to other Department staff, as assigned.
    •Assisting the Manager with special projects, as required.
    •Reviewing invoices submitted by consultants and recommending approval for payment.

    Your professional profile as Engineering Technologist will include:
    •Degree in Civil Engineering or Engineering Technology with a specialization in civil or water resources
    •Standing as a Certified Engineering Technologist (CET)
    •Licence as a Professional Engineer (P.Eng.)
    •Minimum of 3 years’ experience directly related to the design and contract administration of municipal (sewer, water main and roads) projects and land development
    •Related experience in transportation planning or traffic engineering
    •Excellent customer service as well as verbal and written communication skills, plus supervisory capabilities
    •Proven ability to oversee the work of junior staff
    •Proven understanding of various transportation assessments
    •Familiarity with travel demand forecasting and basic understanding of various transportation-related software packages (e.g. HCS, CCG, Emme/2).
    •Excellent computer skills, including a working knowledge of word processing, spreadsheet and presentation software.
    •Valid Ontario driver’s licence, satisfactory driver’s abstract and access to a reliable vehicle.

    Previous experience in providing development review in a municipal environment would be an asset.

    Reporting to the Manager of Design and Construction Engineering, this position is responsible for the following duties: Manages municipal infrastructure projects requiring Municipal Class Environment Assessments (EAs), including: terms of reference preparation, consultant selection coordination, providing direction to the consultant, budget-tracking, chairing public meetings, preparing reports to Council and other committees, responding to stakeholders and ensuring compliance with legislative requirements of EAs;

    Prepares designs for municipal infrastructure (re-)construction projects for sanitary sewers, storm sewers, watermain, roadways and/or structures, including: reviewing existing records and drawings, arranging for (additional) surveys, undertaking design calculations, preparing detailed cost estimates, coordinating land acquisitions for road widening and easements, etc.; Acts as Project Manager for municipal infrastructure (re-)construction and rehabilitation projects, including: preparing tender documents, reviewing and recommending tender awards, preparing reports to Council, responding to stakeholder inquiries both verbally and in writing, chairing pre-construction site meetings, investigating and mitigating unforeseen field conditions and conflicts, reviewing and approving/rejecting contractor change orders, reviewing invoices, preparing progress payments, monitoring and evaluating contractor’s performance, inspecting completed work and recommending release of holdback/securities;

    Reviews and provides comment with respect to development applications, including: site plans for new private services, site grading and Stormwater Management (SWM) and approval of design according to applicable legislation. Prepares cost estimates for new services installation and extension of municipal storm, water and sanitary main costs, as applicable. Follows up with complaints and inquiries from the Public with respect to site servicing, grading and (stormwater) damage. Responds to inquiries and issues regarding Letters of Compliance for site Servicing, Easements, Right-of-Ways and Outstanding Work Orders. Implements current Low Impact Development Standards in the site development approvals process to reduce the impacts of development;

    Coordinates engineering projects with various levels of government, government agencies, utility companies, railways, consultants, contractors and others;
    Investigates problems or failures in the watermain distribution and sewer collection systems and makes recommendations for repair, replacement or upgrading;
    Receives, investigates and responds to complaints from the public. Organizes and conducts engineering investigations regarding municipal infrastructure, in response to requests from Members of Council, City staff and the public, including: site investigations, data collection, analysis of condition and design parameters in accordance with legislated and City standards, development of recommendations, budget preparation, preparation of written correspondence and staff reports to General Committee as required, providing direction to Public Works or contractors and performing follow-up inspection. Responds by telephone, e-mail or at counter to engineering inquiries/complaints;
    Represents the Division, Department and/or Corporation on Regional: Environmental Assessments (EAs); Master Plans (MPs); Studies; detailed design; (re-)construction; Steering and Project Teams; and other projects, as assigned. Coordinates Departmental review and provides (compiled) comments to the Region. Assists in the preparation of budget estimates and monitors cost-shared expenditures and/or (sole) City portions on Regional projects to ensure compliance with budget allocation amounts;
    Manages projects for modeling watermain, sanitary sewer and storm sewer systems, including analysis of capacity and operating characteristics of existing and new/proposed sewers and watermains; evaluating and recommending appropriate system improvements for implementation through the Capital Program;

    Develops strong working relationships with regulatory agencies. Preparing complete application forms and files for approval of design and permitting from various agencies and ensuring designs comply with applicable regulations of all levels of government; Reviews and approves watermain commissioning plans for new (including replacement) watermains to ensure compliance with City requirements and the Safe Drinking Water Act (SDWA);
    Sizes water meters for use in industrial; commercial and other land-uses in accordance with American Water Works Association (AWWA) standards/practices;
    Examines proposed designs for service connections (including restorations) within the municipal right-of-way and prepares cost estimates for the same;
    Contributes to Design and Construction Engineering Standards; Standard Operating Procedures (SOPs); Policies and Best Practices documents, including review of current procedures, research of best practice methodologies of other jurisdictions and development of recommendations;
    Provides information to update Asset Management Systems for roads, structures, storm sewers, sanitary sewers, watermains, etc. records to reflect completed construction and/or current condition;
    Provides design expertise and technical guidance to other City Divisions and Departments regarding Design and Construction Standards, Specifications, Policies, etc.;
    Provides technical review of engineering submissions regarding sewer discharges and provides recommendations to Public Works Operations staff;
    Prepares local improvement documentation, as required under the Local Improvements Act (LIA), including: preparing cost estimates; collecting information for notifying owners; advertising; preparing design; arranging construction and preparing final cost assessment against property owners. Attends Court of Revision for appeals from property owners on assessments, as required; and
    Acts as back-up to Manager of Design and Construction Engineering.

    Minimum Requirements for this position are:
    Possession of a Bachelor’s Degree in Civil Engineering, a Professional Engineer with Professional Engineers Ontario (PEO) License and a valid Driver’s License are required, along with 3-4 years’ experience in Design and Construction of Municipal Infrastructure including Roads, Sewer, Watermains and Stormwater Management (SWM) Facilities, proficiency in Engineering Software applications including Microsoft Office and Microsoft Project, Project Management of Consultants for Detailed Design and Construction Administration and Public Speaking / Chairing Public Meetings.

    This position has an annual salary range of $76,811 to $90,881 per annum, (salary currently under review), and a comprehensive benefit program is available.

    The Town of Collingwood has an exciting opportunity for a Manager of Engineering. You will report to the Director, Public Works & Engineering and be responsible for managing the Engineering Division. The Manager of Engineering will be responsible for directing, planning and leading the divisional staff, coordinating annual division budget requirements including multiyear capital and operating forecasts, preparing reports for consideration, attending Council meetings, designing and construction of roads, water, wastewater systems and building assets, development reviews & agreements, requests for proposal and other engineering documents and other duties.

    You will bring with you a University degree in Civil Engineering and P.Eng. designation from the Association of Professional Engineers of Ontario or college diploma in Civil Engineering Technologist and C.E.T.     Reporting to the Commissioner of Transportation and Public Works, the Director, Engineering Services will have the following key responsibilities:

    •Developing and leading in the achievement of divisional goals, objectives and business plans, all in alignment with departmental and corporate strategic priorities. Establishing annual work programs accordingly and monitoring and managing performance of individual staff and the Division.
    •Ensuring municipal compliance with legislated requirements, and sound engineering standards and practices. 
    •Preparing and controlling capital budget for Transportation and Public Works Department and Operating budget for Engineering Services Division.
    •Leading or representing the corporation on project teams and at public meetings concerning capital works and transportation projects on City, Regional and MTO projects and various steering/advisory committees concerned with long range policy and planning projects.
    •Developing, approving and maintaining engineering standards for all municipal infrastructure, including traffic impact study guidelines, traffic engineering standards and street lighting standards.
    •Establishing, implementing and maintaining policies and procedures for all Divisional areas. Developing on-street parking programs for residential and commercial areas.
    •Receiving, investigating and resolving public complaints and representing the City as an expert witness in court cases and at Ontario Municipal Board hearings.
    •Conducting Municipal Class Environmental Assessment Studies, Road Safety Studies, Traffic Impact Studies and long range studies to assess needs for safety and/or capacity improvements for upgrading existing infrastructure and/or constructing new City services.
    •Reviewing & approving project requirements & specifications, studying terms of reference and requests for proposals. Reviewing reports from consulting engineers and administering consultant agreements.
    •Reviewing calls for tender and purchase requisitions requiring approval for the department on contracted services in accordance with established policies.
    •Providing technical advice to Division and Department staff, staff of other departments and the general public. Providing engineering advice and technical information at negotiations with clients for city owned industrial lands, and for large private land development projects.
    •Directing and/or performing research and developing, recommending and implementing up-to-date and innovative engineering & construction standards and specifications, new technologies, methodologies and procedures; and undertaking similar activities with regard to Corporate and Departmental policies, procedures, programs, guidelines, bylaws, regulations, etc.; all with a commitment to continuous improvement and adoption of best practices.
    •Acting as an alternate to Commissioner of Transportation and Public works on an as required basis.
    •Ensuring employees work in compliance with the Occupational Health and Safety Act, regulations, and Corporate Health and Safety Policies and Procedures, and to take every reasonable precaution to protect the workers.
    •Maintaining good working relationships with all stakeholders, including customers, members of Council, all City staff, the media, special interest groups and community at large.
    •Preparing staff reports and giving presentations to Council and other stakeholder groups to communicate information and/or recommend program changes.

    Required Qualifications

    Bachelor's Degree in Civil Engineering; 10 years’ experience in Municipal Engineering, including seven years management experience and a member of the Professional Engineers of Ontario.

    • Experience in the design, construction, operation and maintenance of public works infrastructure including roads, bridges, fleet, and storm. sewers. Minimum of three years supervisory experience essential.
    • Strong interpersonal skills and leadership ability coupled with excellent verbal and written communication skills.
    • Thorough knowledge of general and specialized application software.
    • Detailed knowledge of relevant codes of practice and statutes relating to the operation and maintenance of municipal infrastructure.
    • Valid Class G driver’s licence.
