    Reporting to the Senior Manager, Special Projects, you will initially be responsible for the coordination and project management of engineering studies related to the planning and conceptual servicing of the future urban areas in north Markham, and other intensification areas. As a Senior Development Engineer, you will also be assigned other projects related to land development and departmental policy development.

    More specifically, as a Senior Development Engineer, you will:
    •Plan and coordinate the work of consultants in conducting the studies for urban expansion and growth intensification. •Give directions to land owners, consultants, and inter-department teams in the processing of major planning applications.
    •Review, and comment on, complex planning applications, including Official Plan Amendment, Secondary Plan, etc.
    •Provide engineering comments in the review of long-range strategic plans.
    •Review, and comment on, complex and specialized engineering studies and agreements, as well as environmental studies, with minimal supervision.
    •Negotiate at a senior level with agencies, land owners, developers and consultants.
    •Prepare development agreements, cost-sharing agreements, memoranda of understanding and reports to Council.
    •Review consultant’s work and invoices prior to recommendations for approval.

    Your professional profile as a Senior Development Engineer will include:
    •Professional Engineer (P.Eng.) licensed in the Province of Ontario, with a degree in Civil Engineering from a recognized university and a minimum of 7 years of experience in municipal land development and transportation.
    •Considerable working experience in the municipal sector and understanding of the municipal role in the review and approval of planning applications.
    •Working knowledge of the Planning Act and the Environmental Assessment Act.
    •Candidates with less experience may be considered for entry position at a different salary range.
    •Valid Ontario Class G driver’s licence and access to a reliable vehicle for business purposes. As a condition of employment, you will be required to provide a satisfactory driver’s abstract.

    The salary range for this regular, full-time position is $83,227 to $97,939 per annum.

    As Manager, Traffic Operations, reporting to the Director, District Transportation Services, you will lead and manage traffic operations, including pedestrians, cyclists, public transit and road users in all neighbourhoods, work zone management, areas, corridors and intersections within a district of the City of Toronto.

    As Manager, Traffic Planning & Right-of-Way Management, reporting to the Director, Transportation Services, you will lead and manage a team engaged in development reviews, road network planning, district transportation studies, road / lane closing and opening proposals, permit application reviews and approvals, and the enforcement of by-laws for various other uses of the public right-of-way.

    KEY QUALIFICATIONS

    Overview

    Reporting to the CAO and participating as a member of the senior management team, the Director, Operations provides strategic direction and leadership to several critical service areas: Engineering Services, Water/Wastewater, Public Works, Waste Management, Transit, Facilities and Airport Operations.

    Key responsibilities include:
    · Applying sound business principles and industry best practices to administer and direct department initiatives, services, projects and operations efficiently and at the highest level of service and quality
    Developing and implementing long and short term business planning processes and strategies for all divisions while effectively allocating and utilizing resources and overseeing the implementation and delivery of department services and goals
    · Creating and fostering a positive and productive work environment while ensuring effective utilization of human resources, providing regular feedback, performance management and coaching; coaching managers to implement and abide by the collective agreements and recruiting high quality staff while adhering to Human Resources policies and procedures
    · Establishing annual capital and operating budgets based on current data, trends and future needs, monitoring budgets to ensure services are delivered within budget and that budget variances are reported to City Manager on a regular basis
    · Overseeing/directing preparation of tenders and negotiating and administering contracts for goods,services and capital projects in accordance to City's procurement policy
    · Integrating Health and Safety into all aspects of the department's operations including adding Health and Safety to all departmental, divisional and management meetings
    · Providing long range planning objectives and policy development with respect to municipal assets and infrastructure, anticipating/identifying long range issues that may impact community services, developing strategies to mitigate negative impact and implementing robust maintenance programs to ensure that City's infrastructure and assets are able to meet the City's current and future needs
    · Developing, proposing and managing capital initiatives consistent with City's strategic direction and infrastructure needs while utilizing accepted business and financial practices
    · Participating in organizational and strategic planning as a member of the senior management team
    · Representing the department and the City with a variety of public, municipal interest groups and provincial forums to provide Operational Department and COS perspective as well as to receive community feedback
    · Participating as a member of the emergency management/response team when emergency situations exist
    · On a rotational basis, act as City Manager in her absence

    Requirements:
    · University Degree/College Diploma in Civil Engineering and a Professional Engineering designation (P.Eng. or CET) with a minimum of ten years progressive experience in municipal operations, five or more years senior management experience and demonstrated management and leadership skills to effectively lead a high-performing professional team as well as a unionized work force.
    · Thorough understanding of municipal and employer legislation and regulations; municipal government organization and structures financial and reporting processes, labour relations principles and collective agreement administration and management practices
    · Strong analytical and financial management skills to effectively manage multi-million dollar budgets and strong computer literacy skills in various office applications
    · Exceptional written/interpersonal communication skills to prepare written submissions and reports as well as provide verbal reports and presentations
    · Extensive project management skills that include tender preparation, negotiations, contractor selection and contract management, establishing deadlines and milestones, budget preparation and ongoing monitoring, and asset management.
    · The ability to work closely, collaboratively and extensively with City Council, members of the public, other members of the senior management team and Operation Department employees.

    Project Manager Salary $96,858 - $113,893 annually

    Reporting to the Manager, Engineering, is responsible for the planning and implementation of capital projects as part of the 10-year Capital program, including project management services for environmental assessments and design and construction of treatment facilities and pumping stations, watermains, and sanitary sewers.

    QUALIFICATIONS
    • Successful completion of a University Degree in Civil or Mechanical or approved related Engineering field.
    • Must be registered as a Professional Engineer (P.Eng) with the Professional Engineers Ontario.
    • Senior Project Manager: Minimum of seven (7) years experience (inclusive of E.I.T. experience) in any or all aspects of solid waste facilities, watermain, sanitary sewer, pumping station as well as water and wastewater treatment plant design, with demonstrated commitment to design quality and process as well as complex project management experience.

    Direct all aspects of the installation of systems elements for the Spadina Subway extension line of the TTC in Toronto, Canada.

    Guided by a new and ambitious Corporate Plan, the Toronto Transit Commission (TTC) has embarked on a 5-year journey to transform and modernize North America’s third largest transit system into a system that makes Toronto proud. As Manager – Systems Installation, you will take responsibility for directing the installation of all the systems elements – track, traction power, train control, communications, and related disciplines - needed to ensure the new Spadina Subway extension meets TTC objectives. You will also have a key role in the planning and implementation of the associated testing and commissioning activities. An experienced and knowledgeable transit systems technology expert, you are a leader who can take charge of a multi-disciplinary team of engineering and technical staff as well as contractors, operations and government personnel, and third party agencies.

    Reporting to the Senior Project Manager – Systems Design & Installation, your day-to-day activities will see you coordinating all phases of systems elements installation including managing contracts, providing field support to ensure contract work is carried out accordingly and monitoring compliance to TTC engineering/design standards. Staying on course with budgets, taking into account available resources and always with a mind to safety and quality, you will be providing direction, advice and guidance throughout the installation process.

    Along with a degree in a relevant engineering discipline, you have advanced experience in engineering/construction management of system elements involved in large urban transit projects (light or heavy rail). Registered as a Professional Engineer in the Province of Ontario, you bring proven management, organization and facilitation abilities, extensive knowledge of engineering principles, methods and practices related to the physical and functional integration of systems elements as well as the capacity to deal with complex issues and work effectively to critical timelines. A comprehensive understanding of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements is required.
