    Job Designation: Senior Project Leader - Infrastructure
    Department: Engineering and Construction
    Salary Range: $76,708 - $93,539
    Pay Grade: 13

    Reporting to the Manager of Infrastructure Planning the Senior Project Leader – Infrastructure position will provide primary accountability for the development, implementation and ongoing support of Engineering Infrastructure Management Systems (IMS) that assists in the development road, bridge, sewer, sidewalk, stream and shoreline programs. The incumbent will also be responsible in administering and managing capital projects primarily related to structures and roadways from initiation to construction completion as well as assisting in the development of the department’s capital forecast.

    Qualifications/Skills:
    •Degree in Civil Engineering from an accredited University combined with at least 7 years of related progressive experience related to infrastructure asset management, municipal design, construction administration and project management. An equivalent combination of education and experience will be considered.
    •Professional Engineer designation (P.Eng.) in good standing from PEO preferred.
    •Project and/or Contract Management certificates/courses would be an asset
    . •Demonstrated experience in successfully leading projects and teams through Environmental Assessments, engineering design and construction including financial monitoring of same are essential.
    •Knowledge of ISO 9001, Quality Management Systems and the establishment of Quality Management Programs.
    •Excellent communication skills (written and oral) for making presentations to large groups, directing and guiding contractors, consultants and staff, responding to inquiries of the media and public.
    •Proficient time management skills and flexibility in adjusting between a variety of duties. Ability to work with minimal supervision and as part of a team.
    •Knowledge of various asset management software, i.e., RoadMatrix, as well as proven analytical and budgetary skills would be key assets.
    •Strong report writing capabilities to generate complete reports and matters for Council consideration.
    •Proficient computer skills with emphasis on applications such as Database applications, GIS, Microsoft Project, AutoCAD and third party design software, Excel, Word and PowerPoint.
    •Knowledge of Development Charges Act, Occupational Health and Safety Act, MTO Manual of Uniform Traffic Control Devices & Book 7 – Traffic Control Manual, Construction Lien Act, Environmental Protection Act, Contract Law and other relevant legislation.
    •The successful candidate will be required to supply their own personal vehicle for performing job duties / corporate business.

    Reporting directly to the Manager of Development, this role is responsible for carrying out the engineering review and analysis of municipal servicing projects relating to land development (subdivision and site plans) in compliance with sound engineering practices and Town standards.

    KEY DUTIES & RESPONSIBILITIES:
    • Perform and implement feasibility and engineering studies for proposed and existing infrastructure needs. Provide input and administer development and/or engineering agreements including contracts
    • Establish municipal servicing requirements at various stages of development including Official Plan Amendments, Rezonings, Secondary Plans, Draft Plans of Subdivision and site plans
    • Formulate and administer cost-sharing equations and development charges for land development
    • Comment on the impact on public infrastructure and site drainage for all Niagara Escarpment development permit applications and Committee of Adjustment applications
    • Attend and testify as the Town’s expert witness on municipal servicing issues at OMB hearings, tribunals etc.
    • Liaise with the public, other departments, utilities, consultants, developers and other government agencies on matters related to municipal servicing requirements for land development
    • Attend internal and public meetings, and participate on job related committees as assigned
    • Review, assess and comment on municipal servicing issues including feasibility studies, master environmental servicing reports, noise impact studies, soil reports, traffic impact, storm water management reports, sewer capacity studies and environmental site assessments
    • Coordinate municipal servicing studies and/or oversee consultants’ preparation of studies including master drainage and servicing plans. Review and analyse report data and finalize conclusions. Formulate implementation plans and propose policies based on report recommendations
    • Makes recommendations on Town standards, policies and design specifications on road, storm water management and drainage related matters. Review storm water management policies being proposed and approved by other levels of government and their implications on the Town.
    • Draft reports to Council on development engineering related matters as required
    • Perform survey and drafting assignments as required

    SKILLS & QUALIFICATIONS:
    • Post-secondary degree or diploma in Civil Engineering, or related field
    • Eligibility for or full membership in the Association of Professional Engineers, OACETT or equivalent
    • Minimum 5 years related experience in development engineering, preferably in a municipal setting
    • Valid driver’s licence with no more than 3 demerit points and access to a vehicle for site visits
    • Demonstrated knowledge of project engineering, transportation engineering/planning or project coordination. Strong understanding of design and construction techniques for storm sewers, roads, grading, noise abatement, stormwater management, and sediment and erosion control
    • Demonstrated knowledge of the development application processes
    • Ability to deal courteously but effectively with colleagues, Council, the public, developers and contractors
    • Superior interpersonal skills including the ability to work effectively in a team environment
    • Demonstrated analytical and problem solving skills
    • Knowledge of AMANDA is an asset

    •Must be eligible for membership of OACETT as a CET
    •Minimum 2 years related experience in municipal development engineering. Must have public speaking and customer service experience
    •Valid driver’s licence with no more than 3 demerit points, and a access to a vehicle for site visits
    •Demonstrated knowledge of design and construction techniques for storm sewers, roads, grading, noise abatement, stormwater management, and sediment and erosion control
    •Demonstrated knowledge of development application process
    •Must possess an ability to deal courteously but effectively with staff, Council, the public, developers, professionals and contractors
    •Excellent interpersonal, organizational, analytical, oral and written communications skills
    •Demonstrated analytical and problem solving skills
    •Computer proficiency in MS Office (Word, Excel, Outlook), and AutoCAD. AMANDA would be an asset
    •Additional experience working with Arcexplorer and computer software and techniques applicable to municipal servicing, transportation engineering/planning would be an asset

    •four (4) year contract position

You will review, approve, and/or direct the review of lot grading plans for conformance to approved master grading plans, Town engineering standards, and/or sound engineering practices, all in compliance with various statutes. Your degree in civil engineering and P.Eng. designation from the PEO are supported by a minimum of seven years of significant, demonstrated engineering design and project management experience of municipal subdivisions. You also have significant experience in civil engineering within a public works/municipal/transportation/water/wastewater/storm water environment and working knowledge of municipal infrastructure design, drafting, plans review, development, storm water management, and lot grading as well as related legislation. A valid Class G driver’s licence in good standing is required.
