Responsible For:
- Providing Professional Engineering services including signing and sealing documents for required approvals prescribed by Acts and Regulations for all in-house municipal construction projects and providing technical advice to all Divisions of the Transportation and Environmental Services Department and all other Departments.
- Organizing and supervising technical staff to ensure that all municipal and provincial standards and policies are adhered to for all municipal projects.
- Scheduling and coordinating for the design and construction of all municipal construction projects, including those budgeted for by other departments.
- Monitoring expenditures for all municipal construction projects to ensure that they remain within allocated budget amounts, including the preparation of an annual report summarizing these expenditures and establishing construction bench mark costs.
- Completing detailed design directly or with the assistance of in-house technical staff or consultants. Preparing or reviewing plans, specifications, contract documents and cost estimates. Obtaining necessary approvals from governing bodies such as the NPCA, MOE, MNR and MTO. Coordinating tendering process and making recommendations on contract awards. Administrating contracts and supervising construction, including writing or reviewing progress and completion reports, preparing progress and completion payments, approving project changes up to the contingency amount and resolving field construction problems.
- Coordinating with the Regional Municipality of Niagara to ensure that all projects undertaken by the Region within the City have included any necessary improvements to the City’s municipal services including sewers, watermains and sidewalks.
- Reviewing and updating general tender specifications for all municipal construction projects in cooperation with the Manager of Engineering and Construction and the other Design and Construction Engineers.
- Representing the Transportation and Environmental Services Department at public meetings, in legal proceedings and on committees and task forces as assigned and liaising with other departments and local, Regional, Provincial and Federal Government officials and agencies in matters relating to assigned projects including coordinating and scheduling any public meetings and notices for all municipal construction projects as required by legislation.
- Coordinating quality control testing services on all municipal and subdivision construction projects.
- Evaluating system deficiencies and developing, reviewing, analyzing and recommending policies, procedures and criteria for the maintenance, rehabilitation and construction of the following City infrastructure (as assigned).

Reporting to the City Manager, the Deputy City Manager, Public Works provides leadership on growth strategies and development in the areas of infrastructure, transportation, parks, forestry, environmental services (water, wastewater, waste management), fleet, and asset management. As a member of the Corporate Leadership Team, you will support the effective and efficient delivery of citizen facing services and align your portfolio with the City's strategic initiatives. With your team of 279 staff and $56.5M net operating and over $300M (four year) capital plan budget, you will lead the focus on continuous improvement and ensure your team is prepared to handle the City's expansion well into the next decade. As a senior advisor, you will also keep Council well informed of all progress and opportunities in the community. -
- Manages all aspects of municipal infrastructure projects involving sanitary sewers, storm sewers, watermains, roadways, structures, SWM facilities, etc.
- Conducts and oversees Municipal Class Environmental Assessments, technical studies, and design and contract administration for construction projects.
- Acts as Project Manager for municipal infrastructure (re-)construction projects, including: preparing tender documents, reviewing and recommending tender awards, preparing reports to Council, responding to stakeholder inquiries both verbally and in writing, investigating and mitigating unforeseen field conditions and conflicts, reviewing and approving/rejecting contractor change orders, reviewing invoices, preparing progress payments.
- Receives, investigates and responds to both internal and external enquiries regarding municipal infrastructure and represents the Department on various engineering-related study teams and committees.
- Primary contact with various stakeholders including, but not limited to, various levels of government, government agencies, utility companies, railways, consultants, contractors and others.
- Acts as back-up to Manager of Design and Approvals.

Reporting to the Director of Public Works & Engineering, responsible to manage the day-to-day operations of the Engineering department, including technical and seasonal staff, while ensuring environmental, safety and regulatory elements are monitored and maintained.

Reporting to the Manager, Development Review, the Project Manager, Infrastructure Approvals is responsible for ensuring efficient and timely processing of engineering review and approvals on a variety of development applications such as subdivision and condominium plans, Zoning By-law amendments, Official Plan amendments and site plans. Reviews and approves engineering designs for water, road and sewer proposals, storm water management. Manages peer review and master studies and assists the program manager in identifying future needs. Reviews and approves lot grading and drainage plans, slope stability studies, hydrogeology and soil studies, noise and traffic impact studies, environmental assessments and other related engineering designs prepared by external consultants for development-related proposals. Acts for the Senior Infrastructure Approvals Engineer in his/her absence, and provides functional supervision on an on-going basis.
