This position is ideally suited to a highly motivated Professional Engineer with demonstrated project and people management experience, who has excellent communication skills, and is looking for the opportunity to take a lead role delivering essential municipal infrastructure that serves the City of Toronto's residents, businesses and visitors.

    Reporting to the Director of the Linear Underground Infrastructure Section, the Manager of Design and Construction provides the technical, financial, and administrative oversight needed to effectively and successfully manage a team of professionals in the delivery of capital construction projects for a variety of municipal infrastructure, including sewers, watermains, roads, sidewalks and streetscaping.

    Development Engineering provides a "one-window" service to Community Planning and the development industry on behalf of the City's Operating Divisions of Fire Services, Solid Waste Management, Toronto Water and Transportation Services. The Unit plays a key role in the review and approval of development applications, including Official Plan Amendments, Zoning By-law Amendments, Site Plan Controls, Plans of Subdivision and Consents. The review focuses on the municipal engineering aspects of the applications – site servicing, stormwater management, site grading, and site access. Each development application is assigned to a staff member responsible for the application – from submission to approval and through to the acceptance and/or assumption of development-related infrastructure. As part of the approval process, the Unit also has a key role in the negotiation and preparation of necessary agreements to secure the construction of development-related municipal infrastructure.

    Reporting to the Director of the Engineering Review Section, the Manager of the Development Engineering Unit provides the technical, financial, and administrative oversight needed to effectively and successfully manage a team of professionals to provide engineering review and approval of the municipal engineering component of planning applications.

    Reporting to the Deputy Director of Engineering & Development this position is responsible for the following:

    Overseeing preparation of preliminary design alternatives and final designs for the construction of municipal roads/sidewalks, sanitary and storm sewers, watermains, street and walkway lighting, sewage pumping stations, traffic signals, traffic calming, acoustic fences, pedestrian crossings, structures and retaining walls and other municipal projects.

    Overseeing the design process in accordance with the Environmental Assessment Act including coordination. Preparing presentations at Public Information Centers, addressing public and external agency concerns; reviewing Summary Reports and Environment Study Reporting and preparing reports to Council on findings and obtaining M.O.E.C.P. approvals for the design. Directing, overseeing and coordinating consultants working for the Township with these activities.

    Performing general site inspections and attending progress meetings for regional projects involving Township works. Chairing and preparing minutes of meetings as required on all Township initiated engineering projects to ensure services are constructed in accordance with Township standards and specifications and/or resolving issues related to design/ installation of services including interpretation and assisting inspectors or consultants in the enforcement of contracts.

    Reporting to the Program Manager, Water Conservation & Efficiency, is responsible for the planning and implementing of energy optimization projects, supporting upgrades to existing physical and business systems; assisting in the development and management of other system sustainability and asset management programs; working with other Department staff to develop required process scenarios, process efficiency modifications and other related strategies; and providing support to Department staff related to physical and business processes in the creation/acquisition, operation, maintenance and management of infrastructure.
