Reporting to the Manager of Operations, you will be the Township’s Overall Responsible Operator (ORO) for both Water & Wastewater as per current MECP legislation. You will be responsible for supervising and training of Operations field staff (unionized) and managing the daily operation and maintenance of the Township’s water distribution and wastewater collection systems. Involvement as the lead with respect to the Drinking Water Quality Management System as legislated by the MECP, which includes internal and external auditing. You will also provide back-up coverage for the Roads Supervisor and/or Manager of Operations as well as some involvement in winter operations.

Under the general direction of the Director of Engineering, the Manager of Development & Transportation oversees the administration of development and transportation projects for the City as well as the Sarnia Transit division. The successful candidate will model, promote and support a culture of health, safety, well–being and respect in order to support a healthy work environment. Some key responsibilities include: Supervising, evaluating and mentoring direct reports; Review of development projects, transportation projects, re-zonings, site plans and subdivisions and the preparation of engineering comments for each of these; Preparation and maintenance of by-laws affecting the Engineering Department; Monitoring and inspecting site works for development projects to ensure compliance with approved site plans and agreements; Planning, preparing and administering capital budget work related to development projects; Review and analyze regulatory requirements, develop policies, procedures and standards governing the development and transportation divisions; Work in collaboration with the Engineering management team to manage projects and ensure continuity of work within the Engineering Department; Provide general direction and leadership for the strategic planning, operation and delivery of conventional and Care-a-Van transit service to ensure the system operates in the most cost effective and efficient manner; and Assist the Director in the preparation of the annual budgets and effectively administer approved budgets.
