    Manages total project delivery using in-house and/or external resources for major infrastructure construction and rehabilitation projects, including roadways, transitways, structures, sewers, water mains, pumping stations, treatment works, drainage works, lighting, solid waste/landfill sites, cycling facilities, traffic calming, transit improvements, streetscaping and related underground utilities.

    Responsible for all phases of the project delivery, from project inception through consultant selection (where applicable), public consultation, pre-design, detailed design, tendering, and award, to construction. Monitors, tracks and reports on project status, approves all project expenditures, arranges all project related testing, and handles commissioning/turnover to operating branches. Assignments involve major or multiple projects that are highly complex, of multi-million dollar value and may require extensive public consultation and environmental assessment and may extend over multiple years.

    Participates in project identification, prioritization and planning; organizes the conduct of environmental impact assessment and other studies and all stages of the project lifecycle; contributes to the review/development of department engineering standards, and carries out other duties as assigned

    Le titulaire gère la mise en oeuvre intégrale de projets majeurs de construction et de remise en état d'infrastructures, en faisant appel à des ressources internes et externes. Il s'agit notamment de routes, de voies réservées aux transports en commun, de structures, d'égouts, de conduites maîtresses, de stations de pompage, d'installations de traitement, de travaux de drainage, d'installations d'éclairage, de sites d'enfouissement de déchets solides, d'installations à l'usage des cyclistes, de mesures pour la fluidité de la circulation automobile, d'améliorations au réseau de transport en commun, de mesures liées à l'embellissement des rues, et des services publics souterrains s'y rattachant.

    L'ingénieur principal est chargé de toutes les étapes de l'exécution des projets, ce qui englobe l'élaboration du projet, la sélection d'un expert-conseil (le cas échéant), les consultations publiques, la conception préliminaire, la conception détaillée, les approbations, l'appel d'offres, l'adjudication et la construction. Il surveille et suit de près l'évolution des projets et fait rapport sur ces derniers, en plus d'approuver toutes les dépenses liées aux projets, de prendre des dispositions pour la tenue de tous les essais liés aux projets et de s'occuper de la mise en service et du transfert de l'infrastructure aux directions opérationnelles. Les tâches qui lui sont confiées s'inscrivent dans le cadre de projets majeurs ou multiples, d'une grande complexité, qui se chiffrent en millions de dollars et qui concernent souvent de nombreux intervenants. Elles peuvent nécessiter de vastes consultations publiques et des évaluations environnementales et s'étendre sur plusieurs années.

The General Manager acts as a community leader for mandated activities and services within the scope of the division’s portfolio.     Under the direction of the Manager of Capital Projects, the Capital Projects Coordinator is responsible for design and contract administration of capital Town infrastructure, i.e. road, water, sanitary and storm water, including collaborating with appropriate departments to plan project schedules, prepare, award and administer tenders; project supervision and inspection; assist in the preparation of the annual Capital Budget and the 10 Year Capital Projects Projections; respond to and/or resolve inquiries from the public, other departments, utilities, consultants, etc.
