Member Services/MEA Coordinator
The Ontario Good Roads Association (OGRA) and the Municipal Engineers
Association (MEA) are seeking a qualified and experienced individual for the
position of Member Services/MEA Coordinator. The position works out of the
OGRA office and reports directly to the OGRA Manager of Member Services with
indirect reporting to the Executive Director of MEA. You are a team player who
enjoys working with a dynamic and committed staff. You are self motivated,
highly creative and have excellent computer skills in a Windows, database
environment and possess excellent technical writing skills. Work time is shared
50% OGRA and 50% MEA. -

To ensure compliance of all water and wastewater systems with all governing regulatory conditions and requirements.
Duties and Responsibilities:
- Provide direction/supervision of the Water and Wastewater Compliance Officer and the Environmental Services Technologists.
- Provide project management to various capital projects and to various contracts including, Wastewater Treatment Operations, water metering and Source Protection.
- Act as an alternate for Norfolk County’s Overall Responsibility Operator (ORO) which would require 24/7 availability, to provide guidance and direction to water and wastewater operators.
- Provide support and recommendations to other Divisions and Departments with respect to environmental issues and regulatory concerns.
- Responsible for implementation and updates to Norfolk County Drinking Quality Management System, Operation and Maintenance Manuals, PFDs, P&IDs, and Emergency Plans.
- Responsible for Implementation and Coordination of Source Protection Initiatives including the establishment of the Risk Management Office.
- Responsible for drafting reports and studies to ensure Norfolk County maintains compliance with regulatory requirements.
- Responsible for development and initiation of Request for Proposals, Tenders and Quotations for capital programs and projects.
- Collaborate with various Norfolk County Divisions, Departments and external consultants in drafting water and wastewater master plans for Norfolk’s urban communities.
- Initiating and managing change in order to minimize problems and promote efficiency among staff. Disseminate information and provide training to employees. Assist with providing training opportunities for water and wastewater operators.
- To provide a safe & healthy environment for employees and the public.
- Stay current on Provincial and Federal Environmental issues as they relate to the provision of municipal services. Responsible for providing the County’s recommendations and feedback regarding proposed legislation and environmental posting on the Environmental Registry.

We currently have three vacancies within our Water & Wastewater Engineering team. Reporting to the Associate Director, the Senior Project Manager Water & Wastewater Engineering is responsible for managing and administering complex capital works projects from initiation, planning, execution, monitoring and controlling and closing, including conceptual design, predesign, detailed design, environmental assessment, public meetings, tendering, contract award, construction, progress payments, conflict management, completion of contract work and turn-over of completed works. The Senior Project Manager also provides technical guidance, coaching and development support to assigned Project Managers.

This temporary position is accountable for the execution and direction of all operations connected with Regional wastewater treatment plants, pump stations, CSO storage facilities, forcemains, biosolids facilities, all enforcement, environmental monitoring, and laboratory services and all related appurtenances.
This position is also responsible for the administration and management of the Region's wastewater treatment and collection systems to ensure legislative and regulatory compliance. The Associate Director provides key technical support in evaluating and implementing wastewater treatment projects, systems and processes to achieve the most efficient, cost effective and high quality service delivery in a safe and environmentally responsible manner.
The Associate Director works in collaboration with peer water operations, maintenance and engineering to foster team work and provide coordinated and efficient Water and Wastewater Services. This position also continuously reviews the overall function, effectiveness and efficiency of facilities, staff, communications and training, and directs these activities to achieve a uniform high standard of performance.
