Engineer
The City of Toronto seeks the expertise of three Professional Engineers with project management experience in a municipal engineering environment, and a proven ability to review design submissions for municipal infrastructure.
As an Engineer in Development Engineering in one of these three roles, you will act as a case manager in the review of development applications made under the Planning Act, including official plan amendments, secondary plans, subdivisions, re-zonings, land divisions, site plans and condominium proposals.
In the role of case manager, leveraging your knowledge and skills as an engineer, you’ll be responsible for coordinating all City infrastructure-related comments and correspondence to Community Planning, Legal and Finance, as well as reviewing engineering studies and plans (including servicing, stormwater management and geotechnical reports) submitted in support of development applications. You will also determine the scope and cost of all new City infrastructure required to support proposed developments, and discuss, negotiate and review development agreements to ensure that all infrastructure-related matters are properly addressed. Additionally, you will oversee the construction of development-related municipal infrastructure, including providing direction to inspection staff to ensure compliance with the accepted design, City policies and by-laws, and the management of associated financial securities. -

Reporting to the Senior Project Manager, you will work in a team environment, co-ordinating and providing technical advice on environmental assessments, subwatershed studies, master drainage plans, secondary plans and draft plans. As a Project Manager in Infrastructure Planning, you will draw on your leadership skills in order to manage consultants with a focus on stormwater management, and water and wastewater infrastructure.

In this challenging role, you will
• provide advanced engineering advice and guidance in bituminous materials engineering and technology,
• support the ministry's construction and rehabilitation activities,
• resolve complex technical issues,
• carry out investigative projects and research to evaluate materials and technologies to determine appropriateness and effectiveness for ministry programs, construction and maintenance/repair operations,
• write specifications, construction documents, reports, and make presentations,
• implement new bituminous materials, related technologies, procedures and cost–effective improvements, to support effective design, construction and maintenance,

The incumbent is primarily responsible for the review and preparation of technical comments on
development applications, and will administer the City’s stormwater management facilities
monitoring program. They will review and manage or assist the Water Resources Engineer in
the review and management of projects/major studies dealing with the assessment and
functionality of the municipality’s stormwater infrastructure and natural watercourses; master
drainage plans and Class Environmental Assessments related to stormwater management,
water resources, water and wastewater; and other environmental issues.
