    SENIOR PROJECT MANAGER #17195
    ENVIRONMENTAL SERVICES DEPARTMENT
    INFRASTRUCTURE ASSET MANAGEMENT
    Location: Newmarket, Ontario. This is a Non-Union position.
    Scheduled Weekly Hours: 35; Scheduled Shifts: 0830 - 1630
    Full-Time, Salary $107,343 - $126,263 annually

    Reporting to the Manager, Infrastructure Asset Planning and Management, is responsible for the planning and implementation of large, sensitive or complex capital projects as part of the 10-year Capital program, including project management services for environmental assessments and design and construction of watermains, sanitary sewers, pumping stations and treatment facilities.

    QUALIFICATIONS
    •Successful completion of a University Degree in Civil, Mechanical, or Environmental Engineering from an accredited university.
    •Must be registered as a Professional Engineer (P. Eng) with the Professional Engineers Ontario.
    •Minimum seven (7) years experience (inclusive of EIT experience) in the planning, design, construction and operation of water and/or wastewater facilities, with demonstrated commitment to design quality and process as well complex project management experience.
    •Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
    •Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management, leadership and accountability, and flexibility/adaptability.
    •Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
    •Contemporary staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
    •Computer literacy utilizing MS Office applications in a windows environment.
    •Demonstrated project management skills to lead a project or work group, organize numerous tasks, set priorities and meet deadlines.
    •Ability to negotiate/facilitate and present information to varied audiences.
    •Ability to apply sound customer service strategies and innovation in product delivery methods.
    •Ability to identify areas for constructive change and communicate issues and potential solutions to management.
    •Ability to work outside of normal business hours as required.

    Position Summary
    The Project Engineer directs all aspects of engineering project management, assists with the planning, environmental assessment, design and construction of road, intersection and bridge expansions and improvements. The Project Engineer coordinates environmental impact studies, long range planning and assists with annual budget preparations. The incumbent is also responsible for assisting with the preparation of reports to County Council on matters relating to land management and acquisition activities for compliance with municipal regulations and provincial legislation. 
    Experience
    •A minimum of seven (7) years of recent and related experience in road, intersection and bridge design and construction.
    •A minimum of one (1) year previous experience in municipal land use by-law interpretation.

    Physical Effort and Working Conditions
    •Position involves freedom of movement and at times a great deal of walking.
    •Visual and mental effort required when preparing reports, analyzing data, reviewing reports, etc. 
    •Regular office environment.
    •Requirement to attend meetings off site, and construction locations within Simcoe County year round.

    Compensation Information
    $83 997 - $98 701 per annum

    Project Manager – Transportation Infrastructure (Regular Full-time)

    This position is located in Whitby, Ontario.

    Reporting to the Manager of Transportation Infrastructure, the successful applicant will be responsible for the management of the Region's structure inventory by undertaking the inspection/monitoring, prioritization, budgeting and managing of the design and construction of various Regional structures (bridges and culverts). The incumbent will:

    -Manage and oversee the planning and design of structure related projects and improvements carried out by staff or consultants from inception to completion
    -Inspect and provide ongoing monitoring of the Region's structure inventory on an annual basis
    -Recommend prioritized annual repair, rehabilitation and replacement programs
    -Identify and promote appropriate annual and forecasted funding requirements for the structure inventory on an annual basis
    -Act as the Regional in-house structural expert as it relates to structures for the purpose of involvement in matters such as OMB hearings, legal and litigation issues and media inquiries
    -Represent the Region on transportation planning and design projects initiated by the province, area municipalities and other organizations that may affect the Region's transportation system
    -Supervise, develop and coach assigned staff, including field structure maintenance crews
    -Conduct presentations and respond to inquiries at public and stakeholder meetings
    -Prepare committee/council reports and recommendations

    The successful applicant will possess:
    -A Civil Engineering Degree specializing in structural design
    -Licence as a Professional Engineer with the Professional Engineers of Ontario
    -Extensive work related project management and engineering experience in the area of structural analysis and design as it relates to bridges/culverts
    -Experience performing structure related feasibility studies, identifying repair and rehabilitation strategies and undertaking inspections
    -Knowledge of the Municipal Class Environmental Assessment, familiarity with various other municipal, provincial and federal acts, policies and guidelines as they pertain to road related projects
    -Experience with Microsoft Office software
    -Excellent written and verbal communication, interpersonal, project and time management, leadership, problem solving and organizational skills
    -A valid Class G Driver's Licence

    Résumé des fonctions
    Sous l'autorité du gestionnaire de programme, l'ingénieur principal est responsable de l'analyse des besoins et de l'élaboration de programmes de réfection pour des projets d'infrastructure en veillant à la coordination de la collecte de données, de l'analyse des infrastructures en place et de l'établissement des priorités des besoins de réfection. Les tâches incluent la préparation de plans à long terme, la réalisation d'études relatives aux besoins et à la faisabilité d'une ou de plusieurs parties des systèmes d'infrastructure de transport de la Ville, comme par exemple (les routes, trottoirs, pistes, glissières de sécurité, stabilité de talus, etc.), la prestation de renseignements afin de répondre aux demandes de renseignements ou de régler les plaintes provenant du public et des élus, la participation à la préparation de programmes intégrés relatifs aux besoins et aux budgets de la Ville en matière d'infrastructures ainsi que la supervision d'employés de la section.

    Énoncé de qualités
    Baccalauréat en génie ou en sciences appliquées d'une université reconnue, de préférence dans un domaine touchant au génie civil, électrique, mécanique ou municipal.

    Huit (8) ans d'expérience pratique acquise dans des postes comportant des responsabilités croissantes dans un domaine propre au génie municipal et connaissance approfondie de la conception, de l'édification, de l'exploitation et de l'entretien d'un système d'infrastructure.

    Leadership démontré et expérience en supervision

    Doit être membre en règle de l'Ordre des ingénieurs de l'Ontario ou être en mesure de le devenir dans les douze (12) mois suivant l'embauche.

    Connaissance pratique du système de gestion de l'infrastructure, des inventaires numériques et de la cartographie par schémas et capacité à déterminer les exigences en matière de données, de faisabilité et d'architecture afin de pouvoir réaliser l'inventaire.

    Connaissance générale des méthodes de renouvellement de la technologie propres aux responsabilités du poste.

    Connaissance des applications informatiques de gestion de base de données et de tableaux, de SIG, de traitement de texte et de courriel, et de l'utilisation de l'intranet et d'Internet.
