    Summary:
    Under the general direction of the Manager III, Construction Administration assists in the administration and project management for the construction and maintenance of capital infrastructure.

    Qualifications:
    Bachelor Degree in Civil Engineering
    Registered Professional Engineer in the Province of Ontario

    Experience:

    Five years related experience

    Work Performed:
    •Assists with the planning, organizing and supervision of the Construction Administration staff.
    •Directs technical staff in the planning, design, contract preparation and construction of Infrastructure projects.
    •Reviews performance of personnel reporting to him/her and makes recommendations to the Division Manager concerning hiring, salary adjustments, promotions, demotions and terminations.
    •Assists in the preparation and administration of the operating and capital budgets.
    •Directs consultants, contractors and technical staff in the scheduling, contract administration and construction of infrastructure projects.
    •Develops and recommends design criteria, construction standards and specifications for infrastructure projects.
    •Administers capital projects including review of contract documents, evaluation of tenders, recommendation of the contract award and provides direction on changes to the project during construction.
    •Negotiates claims for extra construction or consulting work.
    •Evaluates and recommends a program for the reconstructive maintenance of the local and secondary collector street network.
    •Performs business case analysis to evaluate the effectiveness of infrastructure programs.
    •Prepares cost estimates for infrastructure projects.
    •Provides technical advice and information to developers, consultants, other divisions and departments, government bodies, utility companies and the public.
    •Arranges and attends meetings with other departmental staff to plan, discuss and coordinate infrastructure projects.
    •Represents the Construction Administration Division Manager in his/her absence.
    •Participates in professional and technical organizations to further transportation planning, design and technical specifications.
    •Performs related duties as assigned

    PROJECT MANAGER – WATER (Under Review)

    Responsible for:
    Supporting water service objectives through managing various projects, including but not limited to, leak detection, non- revenue water analysis, backflow prevention policy development, meter replacement programs, operations program planning and other related projects. Participates and contributes to water infrastructure planning projects, while ensuring such projects are aligned and inclusive with capital works. Supports technical review of development applications. Conducts research and benefit /cost analysis to determine best practices; identifies long-range strategies for responsible and sustainable water services; develops and manages policies, contracts, tenders, bylaws and other documents related to same. Provides technical support to staff.

    Qualifications and experience:
    -Professional Engineer designation (P. Eng) in good standing in the Professional Engineers of Ontario (PEO) with a minimum of five (5) years’ work experience or Fully Certified Engineering Technologist (C.E.T.) designation in good standing in the Ontario Association of Certified Engineering Technologists and Technicians (OACETT) with seven (7) years’ work experience. Work experience must include extensive project management and contract administration experience in planning, coordinating, designing and constructing, complex, multidisciplinary projects in a municipal environment.
    -Certification as a Project Manager Professional (PMP) through the Project Management Institute is an asset.
    -Skilled in leading effective project teams and developing collaborative internal and external business relationships.
    -Comprehensive knowledge of the Safe Drinking Water Act, Ontario Water Resources Act and other related government, labour, employment and Human Rights Legislation.
    -Excellent knowledge of municipal engineering industry standards, trends, emerging issues and applicable legislative requirements.
    -Computer literate and proficient in MS Windows, Outlook, Word, Excel, PeopleSoft etc., and working knowledge of ArcGIS, SCADA, Water Modeling programs and willingness to learn other specialized computer software applications and techniques as required.
    -Exceptional interpersonal, organizational, and analytical skills; excellent oral and written communication skills on technical and non-technical matters, including effective report writing.
    -Skilled in leading effective project teams and developing collaborative internal / external business relationships.
    -Ability to self-manage, and identify issues, challenges, and opportunities and propose solutions.
    -Demonstrated ability to work independently and collaboratively in a team environment.
    -Ability to deal courteously and effectively with the Public, Staff, Members of Council, Consultants, and the Development Industry.
    -Knowledge of, and demonstrated ability in, the city's core competencies and relevant functional competencies.

    If you’re a Professional Engineer (P.Eng.) whose engineering experience includes the planning, design and construction of complex capital works projects, bring your expertise to the City of Toronto's Engineering and Construction Services division.

    As Senior Engineer in the Linear Underground Infrastructure, Standalone Undergrounds unit, you will provide project management, contract administration and technical and engineering expertise to plan, design and construct multidisciplinary projects such as roads, sewers, watermains and retaining walls. As a skilled project manager who advocates for and achieves high standards of work quality and effective teamwork, you will manage city-wide engineering programs and projects, from research through to implementation and evaluation.

    RESPONSIBILITIES
    Your primary responsibilities as Senior Engineer will be varied. Specifically, you will:
    •Develop, review and implement detailed plans and recommend policies regarding program specific requirements.
    •Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
    •Conduct research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
    •Ensure that the project expenditures are controlled and maintained within approved budget limitations.
    •Participate in the preparation of capital and operational budgets; and deal with complex cost-sharing arrangements for the construction of municipal infrastructure.
    •Lead multi-disciplinary project teams and supervise/direct other professional engineers and technical personnel.
    •Provide specialized design services and technical advice and expertise to support the units of the Department.
    •Modify established guides, devise new approaches, apply existing criteria in new manners and draw conclusions from comparative situations.
    •Provide technical review on all development applications to ensure that they meet the Department’s requirements and that there are no negative impacts on existing infrastructure.
    •Be responsible for project management of ongoing or annual city wide engineering programs, special projects, engineering proposals, Capital Works Program, Best practices and other program development and new initiatives.
    •Identify, evaluate and provide technical expertise and recommendations for the resolution of contract issues, compliance programs, prosecutions, property, by-law, environmental and risk management issues and public safety in compliance with the city policies and by-laws.
    •Ensure compliance within guidelines by acting as a signing authority.
    •Represent the Division/Department at meetings with public, stakeholders and councillors.
    •Represent the Department as a technical specialist at project and organizational meetings with planners, administrators, and contractors and other external service providers as well at hearings at the Ontario Municipal Board, court proceedings and other tribunals.
    •Advise on drawings and specifications prepared by staff, contractors, consultants and co-ordinate activities of their field of supervisory personnel.
    •Prepare Committee and Council reports, presentations, Request For Proposals, Request For Quotations, contract plans, specifications and estimates for tenders, evaluates tendered bids and make recommendations for award of contracts.
    •Finalize contract payments and implement quality control/quality assurance for construction.
    •Oversee and evaluate the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
    •Secure permits and approvals as required from external agencies.
    •Maintain relations with councillors, public, consultants, government agencies, developers, suppliers and contractors relative to facility and equipment design and improvements and formulate sound recommendations regarding such additions or alterations during design and construction phases.
    •Analyze the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulate recommendations. Review and analyze new technologies for utilization in existing or future service requirements.
    •Ensure the proper maintenance of all required operating records and produces or supervise the production of such operating and research reports and statements.
    •Perform site inspections and assessments of changed conditions on construction projects.
    •Conduct technical problem investigations and participate in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems.
    •Establish and maintain linkages to other units in the City to co-ordinate input and ensure effective partnership.

    KEY QUALIFICATIONS
    Your application for the role of Senior Engineer must describe your qualifications as they relate to:
    •Must be a qualified Engineer as defined by Professional Engineers Ontario, preferably in the discipline of Civil Engineering.
    •Extensive experience applying the principles of engineering related to roads, sewers, watermains, and retaining walls.
    •Extensive independent project management experience in an Engineering Environment related to roads, sewers, watermains, and retaining walls.
    •Experience in developing reports, RFPs/proposals and presentations.
    •Experience in client management and communicating with a diverse group of stakeholders.
    •Extensive knowledge of legislation and the Occupational Health and Safety Act and its regulations for construction projects.
    •Ability to read, interpret and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner.
    •Highly developed ability to plan, organize and coordinate large complex projects.
    •Strong communication skills both verbally and in writing at all organizational levels.
    •Ability to effectively communicate technical information in a user friendly capacity.
    •Highly developed personal, interpersonal and team skills with the ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers and other internal and external clients and stakeholders.
    •Ability to plan, supervise and direct the work of assigned staff members, and have considerable knowledge of modern principles and practices of management and management controls.
    •Proficiency in the use of general computer software including Microsoft Windows, Excel and Word.
    •Must possess a valid Province of Ontario Class "G" Driver's Licence and have daily access to a vehicle to travel to various work locations and construction sites in a timely and efficient manner.

    Salary Range: $96,140.26 – $112,964.80 per year

    Reporting to the Director, Roads, Parks and Forestry Operations, the Manager of Traffic Engineering is responsible for: ensuring the safe movement of all users (vehicles, pedestrians and cyclists) on City owned roads, sidewalks and walkways; working collaboratively with the Manager of Road Maintenance Services and the Manager of Transportation Engineering; and managing and implementing traffic and transportation technologies, strategies, policies and procedures related to traffic management and operations. You will develop multi-year and multi-purpose divisional work plans in support of corporate initiatives and objectives.

    Manage a small team of professionals and bring a proactive and citizen focus approach to this role. Build strong relationships and liaise with members of Council, York Regional Police, the Region Municipality of York, the Ministry of Transportation and neighbouring municipalities.

    You possess strong communications skills and are comfortable working with a variety of audiences including the public and stakeholder groups. You have an undergraduate degree in transportation or civil engineering, ideally are a licensed Professional Engineer and have solid, progressive experience in traffic engineering. A combination of design, field and project management experience related to municipal environments is a significant asset.

    WATER AND WASTEWATER SYSTEMS ENGINEER #16809
    ENVIRONMENTAL SERVICES DEPARTMENT
    STRATEGY AND BUSINESS PLANNING BRANCH
    Location: Newmarket, Ontario. This is a Union position
    Full-Time, Salary $49.52 - $53.83 per hour 

    Reporting to the Program Manager, Business Management, is responsible for providing water and wastewater systems engineering analysis and development of strategies for the optimization of system performance; compiling bi-monthly water and wastewater data for billings to the local municipalities; providing technical support on modelling projects; implementing and maintaining flow monitoring programs; ensuring appropriate data capture, analysis and documentation; and providing operations systems analysis.

    QUALIFICATIONS
    •Successful completion of a University Degree in Civil or Environmental Engineering.
    •Must be registered as a Professional Engineer (P. Eng) in good standing with the Professional Engineers Ontario.
    •Minimum of five (5) years experience (inclusive of EIT experience) in the design of municipal infrastructure, project coordination, data forecasting and statistical analysis, as it relates to water and wastewater operations and asset management.
    •Valid Ontario Class “G” driver’s licence and reliable vehicle for use on corporate business.
    •Thorough working knowledge of engineering principles and standards involved in the planning and design of municipal water and wastewater infrastructure.
    •Knowledge of statistics for the analysis of water and wastewater systems.
    •Knowledge of municipal water and wastewater systems and engineering in an urban growth environment.
    •Strong working knowledge with IMS technology, preferably Maximo, GIS, and SCADA.
