    Job Summary:
    Reporting to the Program Manager, the Senior Engineer is responsible for conducting the needs analysis and the development of rehabilitation programs for infrastructure projects through the coordination of research data gathering, analysis of existing infrastructure, and prioritization of rehabilitation needs. Duties include, preparing long range planning, needs and feasibility studies for one or more portions of the City's transportation infrastructure systems such as, roads, sidewalks, pathways, guiderails, slope stability, etc, providing information to address/resolve complaints and inquiries from the general public and elected officials, assisting in the preparation of integrated programs for the City's infrastructure needs and budgets, as well as supervising employees within the Section.

    Statement of Qualifications:
    Bachelors degree in Engineering or Applied Science from a recognized university, preferably in a Civil, Electrical, Mechanical or Municipal Engineering related discipline

    Eight (8) years of progressively responsible and practical experience in municipal engineering field with thorough knowledge of infrastructure system design, construction, operation and maintenance.

    Proven leadership and supervisory experience

    Member in good standing of the Professional Engineers of Ontario or eligible to become a member within one (1) year

    Knowledge of:
    Large municipal infrastructure systems, as applicable to the specific position responsibilities

    Infrastructure renewal techniques, methods and theories

    Engineering planning, design, construction/rehabilitation pertaining to the work, and related national, provincial and municipal engineering standards, including legislation, regulations, codes and by-laws

    In-depth knowledge of the City's infrastructure, including design, operations and performance

    Principles of project management to plan, organize and control project budgets

    Principles for evaluation of deficiencies in infrastructure system components

    General operation procedures for City systems and services

    Current trends in infrastructure design

    Awareness of and membership in professional associations to develop professional contacts and to remain current on industry trends and developments

    Legal issues pertaining to the infrastructure system components, specifically related to the preparation of supporting documentation for proceedings regarding litigation, contract disputes and cost sharing

    Working knowledge of an infrastructure management system, digital inventories and schematic mapping with an ability to determine data requirements, feasibility and architecture for the inventory

    General knowledge of renewal technology methods specific to position responsibilities

    Computer applications pertaining to data base management, GIS, spreadsheet, word processing, e-mail and use of the Intranet and Internet

    Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures

    Loyalist Township is a growing community of over 15,000 residents situated on the north shore of Lake Ontario between the Town of Greater Napanee and the City of Kingston. The Township is a blend of rural and urban areas with a number of smaller hamlets throughout, including its very own island community, accessible by ferry. The Corporation of Loyalist Township was formed in 1998 through the amalgamation of the former Township of Ernestown, the Township of Amherst Island and the Village of Bath.

    Loyalist Township is a looking for a progressive, innovative and results-oriented individual to fill our Assistant Township Engineer position. Reporting to the Engineering Manager, the Assistant Township Engineer’s primary role is to manage capital and maintenance projects from inception to completion.

    In addition to three years of applicable municipal or related experience, the successful candidate will have post secondary education in Civil or Environmental Engineering or equivalent combined with a comprehensive understanding of engineering principles related to municipal infrastructure, construction activities, contract management, contract law, and relevant Federal and Provincial Standards, Acts and Regulations. Registration or eligible for registration as a Professional Engineer by the Professional Engineers of Ontario is required. The incumbent will be a project manager with superior interpersonal, communication, and problem solving skills to effectively prioritize, schedule and deliver work projects to meet deadline.

    The Assistant Township Engineer will have the ability to read, understand and evaluate engineering drawings and proposals, as well as the ability write procurement and engineering design documents and specifications. Strong computer skills, along with a G licence with a satisfactory driving record and a satisfactory Criminal Record Check is also required.

    The Townships offers a competitive benefit package and salary commensurate with qualifications and abilities. Salary Range is $63,716-$77,231 (2015)

    ASSET MANAGEMENT ADMINISTRATOR Utility Services Department/Infrastructure Planning Division File #: 15-P-20 

    Job Details:
    Provide a lead role in the development, implementation, and administration of asset management plans. Developing and implementing asset management policy and procedures; providing leadership to and working in partnership with City departments to develop an asset management work plan that is corporately integrated including multiple assets from different operations; providing the enthusiasm and momentum for asset related projects; and developing an on-going Asset Management Program that provides direction to long range strategic capital planning.

    Qualifications:
    Knowledge and experience normally associated with a degree in Civil Engineering or a Community College Diploma in Civil Engineering Technology or equivalent with at least 3-5 years of engineering work experience. Requires a minimum of 5 years’ multi-disciplinary experience leading major corporate projects and initiatives. Experience working in a municipal setting is considered beneficial. Must possess a working knowledge of the Acts, Regulations, By-laws and an understanding of municipal asset management planning. Strong knowledge and understanding of asset management principals, processes and practices. Good knowledge of life-cycle and risk management techniques as well as Financial Planning. Possess a demonstrated record of strong leadership and guidance, technical competence, customer focus, innovation/creativity, team advocacy, staff delegation and empowerment, staff development, and be committed to results. Advanced oral and written communication skills; the ability to work within deadlines; the ability to function in a computerized environment including an advanced knowledge of word processing, spreadsheet, database languages and software; the ability to support and facilitate positive work relationships in a unionized environment; proven ability to establish effective working relationships with all internal and external stakeholders. A respect for the diversity of opinions, perspectives and ideas; and be comfortable with changing priorities and demands. Must understand multi-disciplinary asset requirements to effectively develop and maintain asset policies and valuation methodologies in the operation, maintenance and upgrade of municipal infrastructure including but not limited to roads, water and waste water, bridges, facilities, parks.

    Salary: $87,341 - $95,470

    Head, Environmental Engineering

    Join the Region of Waterloo engineering services leadership team.

    Leading by example in ensuring best practices, you will manage a team of Environmental Engineering professionals in the planning, design and construction of engineering projects in the areas of water treatment, supply and storage, wastewater treatment and solid waste disposal.

    As Head of Environmental Engineering, you will also:
    •write letters, memos, reports, contracts and budgets relating to engineering projects and consultant selection and approval processes; •read professional engineering manuals, journals, reports, contracts, memos, text books and other Engineering Department correspondence to maintain updated knowledge and information on current practices, policies, standards and regulations; and •prepare and conduct presentations and Open Houses for committees, Council, interest groups, media and the general public.

    KNOWLEDGE, SKILLS & ABILITIES REQUIRED
    To assume the role of Head, Environmental Engineering, you will have the following profile:
    •Advanced theoretical knowledge of engineering, normally acquired through a degree in an applied science with comprehensive knowledge of design, construction and administration of municipal works, including water supply and treatment facilities, wastewater pumping and treatment facilities, and solid waste disposal facilities, plus related experience in operational and financial matters as they relate to municipal engineering.
    •Eligibility for membership in Professional Engineers Ontario.
    •Thorough knowledge of the Municipal Act, Planning Act, Occupational Health and Safety Act, Construction Lien Act, Ontario Water Resources Act, Environmental Protection Act, Environmental Assessment Act, Ontario Provincial Standards, Canadian Standards, Ministry of the Environment and Energy guidelines, Contract Law and other relevant legislation.
    •Leadership and human relations skills to develop, motivate and support supervised staff in achieving short- and long-term objectives.
    •Ability to participate as an effective team member and to support and project values compatible with the organization.
    •Ability to write reports and present issues and reports to Council, various committees, interest groups and the public, as required.
