    Head, Transportation Expansion / Rehabilitation Program

    Seize this challenging opportunity to manage a team of Transportation Engineering professionals in the planning, design and construction of road and bridge widening projects, new roads and bridges, and other transportation-related engineering projects, or the rehabilitation and reconstruction of existing roads, bridges, and other transportation-related engineering projects.

    As Head of the Transportation Expansion / Rehabilitation Program, you will also:
    •write letters, reports, contracts, budgets and project descriptions for the Design & Construction, Transportation, and Transportation Planning divisions, committees, Regional and area municipal councils, contractors and consultants, media and the public, where applicable;
    •read professional journals, reports, contracts, memos and other Transportation & Environmental Services correspondence; and
    •prepare presentations and deliver them at public and committee meetings as well as to Council, interest groups and the media. KNOWLEDGE, SKILLS & ABILITIES REQUIRED

    To assume the role of Head, Transportation Expansion / Rehabilitation Program, you will have the following profile:
    •Advanced theoretical knowledge of engineering normally acquired through a degree in an applied science, with comprehensive knowledge and progressively responsible experience in traffic and transportation engineering and structural design, plus related experience in an engineering design and construction setting.
    •Eligibility for membership in Professional Engineers Ontario
    . •Negotiation, analytical and problem-solving skills to plan and develop objectives and determine goals for the Transportation Expansion Program or Transportation Rehabilitation Program, requiring a practical knowledge of administrative, technical, operational and financial matters.
    •Ability to organize and coordinate all projects, determine workload and assign staff to achieve goals and objectives.
    •Thorough knowledge of the Occupational Health and Safety Act, Construction Lien Act, Environmental Protection and Environmental Assessment Act, Ontario Provincial Standards, Canadian Standards, Ministry of the Environment guidelines, Contract Law and other relevant legislation for the Transportation Expansion Program or Transportation Rehabilitation Program.
    •Leadership, human relations and communication skills in order to manage, develop, motivate and support supervised professional staff in achieving short- and long-term objectives, and participate as an effective team member.
    •Ability to travel to various locations within and outside Waterloo Region.

    Summary:
    Reporting to a manager, responsible for planning, coordinating and administering all engineering related aspects of development applications under the Planning Act. The Manager, Development Engineering will provide leadership and direct the work of a Development Services Engineering team within a multi-disciplinary team environment to achieve cost effective, efficient and timely service delivery.

    Work Performed:
    Responsible for day to day operations of technical engineering staff within a multi-disciplinary development approvals team in Development Services and oversee the engineering aspects of development applications from initial consultation to assumption of the subdivision by Municipal Council.

    Liaise and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements, studies and standards and maintain continued contact with the industry regarding standards and specifications for land development. Assist with complex development files including liaison with the developer on unusual technical challenges on works with contentious cost, feasibility and/or scheduling issues.

    Responsible for providing engineering input into the preparation of subdivision, development and servicing agreements and the Committee of Adjustment and the London Consent Authority.

    Oversee the review and approval of servicing drawings for subdivisions and site plans with regard for the proper application of design standards for works to be constructed by developers and assumed by the City.

    Responsible for the administration of the approval conditions as they relate to City policies in regard to the certifications, securities and other matters. Manage securities administration and subdivision assumption processes for development including analysis and decisions regarding unusual situations, issues requiring resolution and reporting on securities management, ensuring the City maintains adequate securities through development agreements to adequately secure against potential default by developers.

    Develop and monitor the City’s practices for conditional clearance and assumption inspections as well as additional site visit opportunities to ensure efficient application of staff resources.

    Develop documentation in regard to approval processes, policies, procedures and engineering servicing standards and implement training to support development related policy and process reforms to all affected parties both within the City and within the industry to ensure clarity and uniform application of City requirements.

    Prepare Divisional reports comparing the operations performed by their team against established benchmarks related to services, financial, administration and staff performance.

    Communicates verbally and in a written format on technical, monetary, policy and cooperative issues with all levels of staff within PEESD on issues related to the development of land and its integration into existing infrastructure.

    Research and prepare reports for review by the Manager, Development Services for various Committees of Council and other committees as required.

    On occasion will prepare and/or make presentations at City committees, public meetings, to corporations, schools, and area municipalities to promote the City of London's programs and operation.

    On occasion will undertake to challenge other engineer's design concepts.

    Assist in the planning, organization and supervision of reporting technical staff, undertaking hiring, firing and disciplinary duties as necessary in consultation with the Manager, Development Services.

    Provides Backup coverage for other Manager, Development Engineering in Development Services as needed.

    Performs occasional inspections of development projects along with assigned technical staff to ensure appropriate procedures are being followed to ensure compliance and that proper maintenance levels and quality service is being provided.

    Assist in the preparation of the annual work program.

    Lead by example and functions as a mentor to team members.

    Maintain professional knowledge in applicable areas and keep abreast of changes in job-relate rules, statues, laws and new business trends; recommend the implementation of changes; read and interpret professional literature; attend training programs, workshops and seminars as appropriate.

    Build and maintain positive working relationships with co-workers, other civic employees and public using principles of good customer service.

    Assist with divisional capital budget projects.

    Participates on technical committees in the development of policy, review of practices for Master Plans, Environmental Assessments, the DC Background Study and GMIS in regard to growth trends and servicing requirements.

    Performs related duties as assigned.

    Qualifications:
    Undergraduate university degree in Engineering.
    Registered Professional Engineer of Ontario or eligible to be registered within 6 months.

    Experience:
    Minimum of 5 years experience in designing, delivering and monitoring of programs relating municipal development.

    Specialized Training and Licenses:
    Valid Driver’s License – Class G and have available use of a vehicle.
    Working knowledge of relevant computer software applications.
    Excellent verbal and written communication skills.
    Management, administrative, supervisory and technical skills.

    Job Summary:
    Reporting to the Program Manager, Transportation Assets Unit, the Senior Engineer - Structures is responsible for conducting the needs analysis and the development of rehabilitation programs for bridges and other structural assets through the assessment of condition, coordination of research, data gathering, and analysis of existing infrastructure, and prioritization of rehabilitation needs. 
    Duties include planning material testing, monitoring or life cycle analysis utilizing specialized software, tools and/or devices to obtain necessary data to support prioritization and decision making, preparing long range planning, needs and feasibility studies for the City's transportation networks (bridges, culverts, retaining walls, noise barriers, etc), providing information to address/resolve complaints and inquiries from the general public and elected officials, as well as supervising employees within the Section.

    Statement of Qualifications:
    Bachelors degree in Engineering or Applied Science from a recognized university, preferably in a Civil, Electrical, Mechanical or Municipal Engineering related discipline

    Eight (8) years of progressively responsible and practical experience in municipal engineering field with thorough knowledge of infrastructure system design, construction, operation and maintenance

    Proven leadership and supervisory experience

    Member in good standing of the Professional Engineers of Ontario or eligible to become a member within one (1) year

    Knowledge of:

    The City of Toronto seeks the expertise of a Professional Engineer with project management experience in a municipal engineering environment, and a proven ability to review design submissions for municipal infrastructure.

    As an Engineer in Development Engineering, you will act as a case manager in the review of development applications made under the Planning Act, including official plan amendments, secondary plans, subdivisions, re-zonings, land divisions, site plans and condominium proposals.

    In the role of case manager, leveraging your knowledge and skills as an engineer, you’ll be responsible for coordinating all City infrastructure-related comments and correspondence to Community Planning, Legal and Finance, as well as reviewing engineering studies and plans (including servicing, stormwater management and geotechnical reports) submitted in support of development applications. You will also determine the scope and cost of all new City infrastructure required to support proposed developments, and discuss, negotiate and review development agreements to ensure that all infrastructure-related matters are properly addressed. Additionally, you will oversee the construction of development-related municipal infrastructure, including providing direction to inspection staff to ensure compliance with the accepted design, City policies and by-laws, and the management of associated financial securities.

    RESPONSIBILITIES
    Your primary responsibilities as an Engineer will be varied. Specifically, you will:
    •Develop, review and implement detailed plans and recommend policies regarding program-specific requirements.
    •Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of all related data.
    •Conduct research into assigned areas, ensuring that research and analysis take into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
    •Ensure that project expenditures are controlled and maintained within approved budget limitations, and assist in preparing capital and operating budgets.
    •Prepare project scope and financial impact of projects and proposals.
    •Provide technical advice, review and expertise, and utilize standard engineering principles and practices to assist in the operation, development and maintenance of the Division’s programs, facilities and equipment.
    •Prepare engineering analyses, and evaluate and recommend new systems, work procedures and technologies with the potential to improve divisional performance.
    •Carry out varied engineering assignments within a broad field of engineering.
    •Plan and conduct investigations concerning engineering problems of moderate complexity, and prepare reports and recommendations, and/or assist senior engineers in resolving more complex problems.
    •Ensure problem-solving by using a combination of standard procedures, modification of standard procedures or methods developed in previous assignments.
    •Formulate design concepts for engineering problems, and set the scope and parameters of design projects.
    •Undertake the testing and implementation of design concepts to meet functional requirements.
    •Prepare and/or review drawings, engineering studies, specifications, plans and cost estimates pertaining to the construction of City infrastructure.
    •Conduct studies, surveys, research and development for the effective solution of engineering issues, and initiate and lead technical studies and projects.
    •Direct project team staff to ensure that timelines are met.
    •Secure all engineering permits and approvals from external agencies, as required.
    •Maintain an up-to-date knowledge of technological developments in the field of engineering.
    •Represent the City on committees, attend meetings and provide input.
    •Liaise with the media, the public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
    •Assist in preparing and/or providing expert witness testimonies.
    •Prepare Requests for Proposals, evaluate bids, arrange for purchases, and monitor outcome regarding same.

    KEY QUALIFICATIONS
    Your application for the role of Engineer must describe your qualifications as they relate to:
    •Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), preferably in the discipline of Civil Engineering.
    •Experience in applying the principles of Engineering related to the Job Summary, including experience in the design and/or engineering review of design submissions for municipal infrastructure, preferably in conjunction with land development projects.
    •Project management experience in a municipal engineering environment, preferably in the management of land development projects and/or applications.
    •Experience in preparing and/or reviewing servicing and stormwater management reports, in support of development projects, an asset.
    •Knowledge of legislation related to the Job Summary, including the Occupational Health and Safety Act.
    •Ability to read, interpret, and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner.
    •Ability to plan, organize and coordinate projects and meet required timelines.

    Salary Range: $84,666- $99,481 per year
