If you’re an experienced civil engineer, water resources engineer or environmental engineer, and you hold P.Eng. registration or are eligible for PEO membership, consider joining our Asset Management Department as an Environmental Engineer.
Reporting to the Manager of Stormwater, you will be responsible for the review and management of projects and major studies dealing with rehabilitation of the municipal stormwater infrastructure and natural watercourses, master drainage plans, Class Environmental Assessments related to stormwater management and flood control, capital projects, water resources, and other environmental projects. As an Environmental Engineer, you will also be involved in the development of policies related to the City of Markham’s stormwater management strategy, in collaboration with other departments.
KEY DUTIES AND RESPONSIBILITIES
As an Environmental Engineer, you will:
•Manage special studies such as stormwater management, hydrology/hydraulics, watercourse rehabilitation, and class environmental assessments.
•Review, and comment on, capital projects to ensure compliance with service capacities, and environmental policies and procedures, including those pertaining to life cycle asset management.
•Provide technical advice and guidance on environmental issues to internal departments, external agencies and the public.
•Prepare requests for proposals to retain engineering consultants to undertake special studies.
•Manage the engineering consultants to ensure that the recommendations are in compliance with City of Markham, Toronto and Region Conservation Authority (TRCA) and other government regulations and standards.
•Assist in developing new guidelines, policies and procedures related to environmental issues.
•Prepare life cycle reserve studies for environmental assets.
•Develop and maintain an annual environmental program to determine budget requirements.
•Develop and maintain procedures for managing and updating environmental databases (e.g., erosion sites and stormwater facilities).
•Prepare environmental reports and presentations to internal and external committees.
•Liaise and negotiate with various government agencies, consultants and the City’s internal departments to ensure that the planned environmental capital programs are executed.
•Support the Environmental Assets group in all environmental engineering matters.
•Perform other related duties, as assigned.
Your professional profile as an Environmental Engineer will include:
•Bachelor’s degree in Civil, Water Resources or Environmental Engineering.
•A minimum of 5 years’ experience in environmental engineering.
•Registration with, or eligibility to become a member of, Professional Engineers Ontario (PEO).
•Strong understanding of relevant federal and provincial regulations and requirements, including the Municipal Class EA, Ministry of the Environment Stormwater Management Best Management Practices Manual, Ontario Water Resources Act, Environmental Protection Act and Environmental Site Assessments.
•Advanced computer skills in, and familiarity with, the relevant software applications (ArcMap GIS, XPSWWM, Visual Hymo, HEC-RAS, CulvertMaster, GIS, InfoWorks).
•Broad knowledge of environmental asset management principles.
•Abilities as a team player with demonstrated leadership, change management and project management skills.
•Excellent verbal and written communication, organization and problem-solving skills.
•Demonstrated commitment to continuous improvement and customer service.
•Ability to manage multiple and changing demands and priorities.
•Excellent reasoning, administrative, research and analytical skills.
•Well-developed computer skills and working knowledge of spreadsheets, databases and word processing.
The salary range for this regular, full-time position is $87,716 to $103,222 per year.

Job Details:
The Construction Services Coordinator is responsible to oversee all aspects of construction on municipal infrastructure projects throughout the City, including new subdivision construction. Coordinate street light maintenance, repair and replacement. Coordinate and supervise the work of engineering and construction inspectors.
Qualifications:
Requires a minimum of: a 3 year College Diploma in Civil Engineering Technology and is registered as a Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT); 5 years of progressively responsible experience, post OACETT registration, in leading or coordinating the design, construction, and inspection of municipal services; and is accompanied by provincial government training and certification in related construction/inspection/installation courses.
Must have working knowledge of provincial and municipal policies and procedures related to surveys and construction, the Ontario Provincial Standard Specifications and Drawings, the Ministry of Transportation Construction Manual, Ministry of Labour Laws, and the Occupational Health and Safety Act. Requires demonstrated experience and expertise in survey and inspection techniques and contract administration related to municipal engineering services installation. Requires knowledge of construction specifications and the ability to interpret technical drawings. Requires good organizational, project management, communication, and problem-solving skills. Requires excellent interpersonal, leadership, and supervisory skills to guide the work of professional reporting staff and to work effectively with contractors and suppliers. Requires the ability to prepare technical reports and maintain clear electronic/computerized records. Must have intermediate level proficiency in a variety of software including MS Office Suite. Requires a valid Ontario driver’s license to fulfill the requirements of the position.

Your Job Responsibilities:
Under the direction of the Water Resources Engineer, the position will review and provide comments on development applications and stormwater charge reduction applications, including: engineering plans and reports related to storm drainage, erosion and sedimentation control, hydrologic and hydraulic computations and modeling, and stormwater management facilities design. Specifically, the position will be required to:
• Review and comment on development applications, stormwater charge technical exemption applications and stormwater charge credit applications and renewals, including engineering plans and reports related to storm drainage, erosion and sedimentation control permit, hydrologic and hydraulic computations and modeling, and the design of stormwater management facilities
• Provide the necessary expertise in the preparation and review of reports and analysis of data related to storm drainage to ensure adherence to design standards and policies
• Conduct site visits as required to support the review of applications and to conduct audits related to stormwater charge credits
• Provide technical support to the Stormwater Charge Program Coordinator to assist with service requests and inquiries regarding the Stormwater Charge and its supporting programs
• Assist the Storm Drainage Coordinator with encroachment violations
• Provide specialized engineering input as required to other sections on matters related to storm drainage including applications for land and easement acquisitions
• Investigate, assess and prepare solutions to complaints related to storm drainage concerns
• Provide technical support related to low impact development (LID) stormwater management
• Liaise with other City staff, consultants and public in response to inquiries pertaining to the City’s drainage standards and requirements
• Represent the City at meetings with external agencies, public meetings and discussion groups as required or directed

Job Specifications:
• Post-secondary graduation from a Civil Engineering Technology Program and a C.E.T. designation, or is eligible for designation

Résumé des fonctions
Le titulaire gère la mise en œuvre intégrale de projets majeurs de construction et de remise en état d'infrastructures, en faisant appel à des ressources internes et externes. Il s'agit notamment de routes, de voies réservées aux transports en commun, de structures, d'égouts, de conduites maîtresses, de stations de pompage, d'installations de traitement, de travaux de drainage, d'installations d'éclairage, de sites d'enfouissement de déchets solides, d'installations à l'usage des cyclistes, de mesures pour la fluidité de la circulation automobile, d'améliorations au réseau de transport en commun, de mesures liées à l'embellissement des rues, et des services publics souterrains s'y rattachant.
L'ingénieur principal est chargé de toutes les étapes de l'exécution des projets, ce qui englobe l'élaboration du projet, la sélection d'un expert-conseil (le cas échéant), les consultations publiques, la conception préliminaire, la conception détaillée, les approbations, l'appel d'offres, l'adjudication et la construction. Il surveille et suit de près l'évolution des projets et fait rapport sur ces derniers, en plus d'approuver toutes les dépenses liées aux projets, de prendre des dispositions pour la tenue de tous les essais liés aux projets et de s'occuper de la mise en service et du transfert de l'infrastructure aux directions opérationnelles. Les tâches qui lui sont confiées s'inscrivent dans le cadre de projets majeurs ou multiples, d'une grande complexité, qui se chiffrent en millions de dollars et qui concernent souvent de nombreux intervenants. Job Summary:
Manages total project delivery using in-house and/or external resources for major infrastructure construction and rehabilitation projects, including roadways, transitways, structures, sewers, water mains, pumping stations, treatment works, drainage works, lighting, solid waste/landfill sites, cycling facilities, traffic calming, transit improvements, streetscaping and related underground utilities.
Responsible for all phases of the project delivery, from project inception through consultant selection (where applicable), public consultation, pre-design, detailed design, tendering, and award, to construction. Monitors, tracks and reports on project status, approves all project expenditures, arranges all project related testing, and handles commissioning/turnover to operating branches. Assignments involve major or multiple projects that are highly complex, of multi-million dollar value and may require extensive public consultation and environmental assessment and may extend over multiple years.
Participates in project identification, prioritization and planning; organizes the conduct of environmental impact assessment and other studies and all stages of the project lifecycle; contributes to the review/development of department engineering standards, and carries out other duties as assigned.
Statement of Qualifications:
Four (4) year degree in Engineering or Applied Science
A minimum of eight (8) years' professional experience in the planning, design and construction of municipal infrastructure including a minimum of five (5) years of project management experience
P. Eng designation and licensed Member of the Professional Engineers of Ontario or eligible to obtain Ontario membership within six (6) months
Knowledge of:
Engineering planning, design, operations and construction/rehabilitation of municipal structures, infrastructure and utilities
Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, building, fire, health and safety, construction
