    ASSET MANAGEMENT SPECIALIST

    Responsible for:
    • Providing a lead role in the development, implementation and administration of a lifecycle management plan including a long term capital forecast for all major lifecycle expenditures for City assets;
    • Developing and implementing asset management policy and procedures;
    • Working in partnership with City departments to acquire an asset management work plan that is corporately integrated for City assets, in consideration of the capital budget reserve fund including risk management analysis of capital funding requirements for City assets;
    • Establishing risk management practices in life cycle cost analysis and performance engineering, to prioritize expenditures in collaboration with the Manager of Corporate Asset Management;
    • Providing technical support on the management and maintenance of the municipal infrastructure and reports on the state of local infrastructure on an annual basis.

    Qualifications and Experience:
    • Successful completion of a three (3) year College Diploma in Technical/Engineering e.g. CET Architectural, Estimating or Quantity Surveying, or related field of study or suitable equivalent;
    • Minimum of five (5) years multi-disciplinary experience in asset management related projects and activities. Demonstrated technical knowledge of various trades involved with environmental systems/services, building technologies and building infrastructure, preferably within a municipal environment;
    • Must possess an understanding of multi-disciplinary asset requirements to effectively develop and maintain asset policies and valuation methodologies;
    • Knowledge of financial planning and procurement processes and practices, including capital and operating budgeting and cost estimation required;
    • Knowledge in and ability to apply project management tools and methodologies;
    • Proven proficiency and application in utilizing computer equipment and related software applications;
    • Demonstrated technical competence utilizing asset management related technologies;
    • Demonstrated experience in cost benefits analysis and risk management analysis and processes;
    • Excellent organizational, analytical, problem solving skills, including the ability to organize and analyze data and information from a variety of sources and compile into recommendations for action;
    • Demonstrated and effective communication skills with the ability to produce comprehensive reports and recommendations for varied audiences;
    • Ability to deal courteously and effectively with various groups, including but not limited to the general public, staff, and other levels of government, consultants, contractors, facility users and elected officials;
    • A valid Ontario Class “G” Driver’s License in good standing;
    • Ability to work outside normal business hours, as required.

    Position Summary
    Reporting to the Coordinator, Infrastructure, this full time permanent position oversees and coordinates activities related to the road allowance and ongoing construction within the Town of Milton.

    Major Job Responsibilities
    • Reviews and approves road cut applications for utilities and contractors, which may include site plan developments; inspects road cuts to ensure proper restoration
    • Issues road occupancy permits
    • Reviews, approves and monitors Municipal Consent applications; coordinates circulation and comments from Public Utilities; issues permits to allow work within the road allowance, monitors work in field
    • Reviews and approves site alteration permits in line with the Site Alteration By-law and Town standards/policies
    • Coordinates the permit and installation process for curb cuts and rural entrances
    • Liaises with Operations staff regarding road cuts, curb cuts and sidewalk cuts including reinstatements and provides technical assistance when required
    • Signs off on demolition permits for the Engineering Services Department
    • Monitors and manages locate requests, which will include coordination and liaising with Town’s locate service provider.
    • Tracks the permit approval process for various permits from the Engineering Services Department and coordinates with internal staff and external agencies to ensure all permit requirements are satisfied.
    • Responds to customer inquiries related to boulevard/sidewalk restoration, property filling and site alterations, grading and drainage issues and drawing requests; issues stop work orders when applicable and documents investigations.
    • Ensures reinstatement of Town assets are completed as per standards and specifications.
    • Assists Coordinator, Infrastructure during planning and early design stage of capital projects including pre-construction photos, resident notification, etc.
    • Complies with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health & Safety Act.
    • Performs other duties as assigned in accordance with Department objectives.

    Education and Experience
    • Post-secondary diploma in Transportation/Civil Engineering Technology or equivalent
    • Minimum of two (2) years related experience
    • Working knowledge of pavement management systems and principles
    • Thorough understanding of civil infrastructure systems related to road structure , sewers, water main, drainage and storm water management
    • Working knowledge of the Highway Traffic Act, the Ontario Traffic Manual, MTO OPS for Roads and Public Works, and associated statutes and regulations in accordance with job responsibilities
    • Proficient in Windows based software including Microsoft applications
    • Experience using AutoCAD and WorkTech considered an asset
    • Strong time management and organizational skills
    • Excellent communication and customer service skills
    • Full membership or eligible for membership as a CET through OACETT
    • A valid Ontario Driver’s License Class “G” with a driving record that demonstrates responsible/safe driving behavior
    • Use of own vehicle required for regular travel to work sites

    Salary Range: $58,460 - $73,076

    Manager of Engineering

    King Township is seeking applications from qualified individuals for the position of Manager of Engineering. With a population of approximately 24,000, King Township is a mostly rural community located 20 minutes north of Toronto in the Regional Municipality of York.

    Reporting to the Deputy Director of Engineering & Development, this position is responsible for the following:
    •Initiating/recommending traffic studies to obtain information on traffic patterns, accident data, road geometry detail, road signage, parking and stop sign warrants as directed.
    •Initiating/recommending other studies (e.g. noise, vibration assessment, etc.) when appropriate.
    •Reviewing results of studies and providing recommendations.
    •Coordinating the Engineering review of planning applications respecting minor variances, official plan, zoning by-law amendments and consents, and making recommendations on same with respect to Engineering matters.

    The successful applicant will possess:
    •University Degree in Civil Engineering or equivalent.
    •Licensed member of Professional Engineers Ontario in good standing.
    •Progressive management experience of at least five (5) years in a municipal environment.
    •Progressive experience in municipal infrastructure inclusive of development and construction engineering management experience.
    •Extensive experience in the review of engineering design submissions.
    •Valid class “G” driver’s licence in good standing with own vehicle to use on corporate business and a valid driver’s abstract in good standing.

    Yearly wage range $74,038 - $90,062 (2014 rate) **under review** plus a comprehensive benefit package.

    General Manager, Public Works & Environmental Services – Permanent Full Time – NU 14.15

    Purpose of position is to be accountable for the overall management, financial and fiscal responsibility for the maintenance and operation of the Public Works & Environmental Services Department which includes Environmental Services, Roads, Fleet and Facilities, Engineering and Support Services.

    Position Purpose: Reporting to the Manager of Capital Projects, the Capital Projects Coordinator is responsible for the coordination and administration of the Town’s infrastructure capital projects. Key duties include coordinating a multidisciplinary team of professional consultants, sub-consultants and contractors for design and construction of municipal infrastructure projects including sidewalks, roads, storm drainage systems, watermains, sanitary sewers, lighting and bridges; ensuring a high level of consultation with the public and Council; participating in needs assessment and master planning initiatives relating to planning for Public Works infrastructure systems; ensuring that approvals are in place for all projects; adherence with the project schedule and budget; managing the procurement process for Tenders and Requests for Proposals; and developing and maintaining asset management information systems.

    The position is also responsible for preparing Council reports and attending Council/Committee meetings as necessary; and modeling professional, corporate and Character Community values.

    Qualifications:
    •University Degree in Civil Engineering or 3-year community college Engineering Technologist diploma with relevant project management or coordination experience. Project Management Professional (PMP) designation an asset.
    •Current membership in the Professional Engineers’ Association of Ontario (PEO) or Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is an asset.
    •Minimum 3 years related experience, with demonstrated experience in the planning and execution of municipal infrastructure projects.
    •Thorough working knowledge of municipal infrastructure construction practices, applicable legislation, regulations and engineering standards; working knowledge of local government functions and responsibilities.
    •Proven experience in review of engineering design submissions, technical specifications and contract documents.
    •Proven project management/coordination experience in programming and delivering multiple, complex capital projects on time, to specifications and within budget.
    •Experience with tendering process and contract administration and contract law.
    •Contract management skills with proven ability to effectively manage external consultants and contractors.
    •Excellent communication, interpersonal, consultation and relationship building skills, with ability to deal courteously and effectively with elected and appointed officials, other levels of government, the general public/residents, contractors, other departmental/corporate contacts.
    •Familiarity with Asset Management principles and software; Pavement Management software and asset condition assessments preferred.
    •Proficiency with computers, knowledge of related technology and software packages inclusive but not limited to Microsoft Word, Excel, email, and the Intranet.
    •Class G Driver’s License in good standing and reliable vehicle to use on corporate business.
    •Flexibility/availability to work outside scheduled hours /or respond to “after hours” emergencies as may be required.
