Job Description
Reporting to the Manager of Capital Works Delivery for Toronto Water, the Supervisor - Contracts Tenders and Payments will supervise the provision of contract support services, including procurement, contract administration, payment, archival and clerical support.
Major Responsibilities:
•Implements detailed plans and recommends policies/procedures regarding program specific requirements.
•Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning and encourages innovation in others.
•Supervises the day to day operation of all assigned staff, including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
•Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
•Acts as the Division’s principal liaison with the Procurement and Materials Management Division (PMMD), Insurance & Risk Management and Legal Services staff on matters related to tender calls and requests for proposals, and the execution of the corresponding contracts and agreements.
•Supervises the preparation of call documents for the procurement of professional services and construction services, including construction tender documents, Requests for Proposals (RFP) and Requests for Quotations (RFQ). Reviews tender submissions. Prepares documents for and coordinates the award of contracts. Prepares and processes progress payments for construction contracts, payments for invoices and operating expenditures. Ensures that all appropriate holdbacks are retained. Manages these documents for storage and archival purposes.
•Ensures that contractual obligations and City policies and procedures related to payments are met in accordance with construction contracts and consultant agreements.
•Ensures the provision and tracking of lien searches in compliance with the Construction Lien Act.
•Liaises and follows up with Project Managers, Senior Project Managers, Purchasing & Materials Management, Legal and other City staff with respect to claims, and litigation issues on contracts, and to ensure that all required approvals and permits are obtained.
•Provides payment support services to divisional operating units for capital works programs.
•Provides analysis and reports on various responsibilities and implements detailed plans and recommends policies/procedures for the unit.
•Supports and promotes the Division's vision, strategic plan and change initiatives through leadership, participation, communication with direct reports and application of functional policy.
•Develops and manages client and stakeholder expectations and relationships through effective service agreements, communication and monitoring of commitments and obligations.
•Represents the Division/Cluster/Corporation at a variety of meetings with clients, stakeholders and service providers.
Key Qualifications:
Your application must describe your qualifications as they relate to:
1. Considerable experience in the procurement of construction and professional services; contract preparation, execution and administration; and project cost control and accounting.
2. Considerable experience in the tender preparation of construction documents, requests for proposals for professional services assignments, request for quotations, and the execution of the corresponding contracts and agreements.
3. Considerable experience in the preparation, scheduling, processing, tracking and reporting of progress payments for construction contracts and payments for invoices for professional services contracts; and the application, tracking and release of appropriate holdbacks.
4. Considerable experience with financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports; and reporting on key performance indicators.
5. Experience in supervising the day to day operations of all assigned staff in a unionized environment.
6. Ability to prepare financial statements and invoices for cost recovery on construction and professional services contracts as well as prepare year-end liability statements and account reconciliation.
7. Ability to work in a highly demanding work environment with many competing priorities and deadlines.
8. Ability to interact and communicate effectively both verbally and in writing with all levels of the organization and to forge solid internal and external relationships with clients.

Job Description
As a member of the Operational Support Team, the Project Manager is responsible for providing project management and technical expertise supporting Toronto Water's core businesses, including Capital Works Program delivery related to Toronto Water's facilities, linear assets, electrical, mechanical, process control and information technology systems. Reporting to the Senior Project Manager, the Project Manager is responsible for providing technical expertise and project management skills, controlling time, scope, budget and facility impacts for assigned Toronto Water Capital Projects.•Responsible for participating in and carrying out varied assignments within a broad field of Municipal infrastructure design and construction.
•Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
•Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments, implements quality control/quality assurance, and ensures project expenditures are controlled and maintained within approved budgets.
•Prepares estimates to assist in preparation of capital budget.
•Leads project teams and supervises/directs project team members, consultants and contractors. Provides specialized design services, technical advice and expertise to support the units of the Division/Cluster/Corporation. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
•Identifies, evaluates and provides technical expertise and recommendations for the resolution of issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
•Participates at meetings with the public, stakeholders and councillors. Acts as a technical specialist at project and organizational meetings with planners, administrators, contractors and other external service providers as well as at hearings, court proceedings, grievances and arbitrations and other tribunals.
•Reviews drawings, purchasing documents and specifications prepared by staff, contractors and consultants.
•Assists with the preparation of Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.
•Evaluates proposals and/or bids and makes recommendations for award of contracts.
•Secures permits and approvals as required from external agencies.
•Maintains relationships with councillors, the public, consultants, government agencies, developers, suppliers and contractors relative to the position’s responsibilities.
•Analyzes business processes and related data to enable continuous improvement and control measures for quality, efficiency and effectiveness of services. Formulates recommendations.
•Reviews and analyzes new technologies and best practices for utilization in existing or future service requirements.
•Ensures the proper maintenance of all required documentation and produces or supervises the production of such documents.
•Performs site inspections and condition assessments for construction projects.
•Participates in studies, analyses, surveys and research, and helps develop effective solutions for complex problems while controlling measures for quality, efficiency and effectiveness of services.
•Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.

POSITION OVERVIEW:
The Engineering and Environmental Technologies academic area is seeking a full-time Professor for the Civil Engineering Technician and Technology programs. QUALIFICATIONS: Required:

• A minimum of five years’ experience with engineering design and development, including, specifically, municipal works, highways, and estimation
• Construction experience including design and management of municipal infrastructure and works
• Previous teaching experience at a postsecondary level and/or adult training experience

As a Project Manager – Transportation Engineering, you will plan, design, and manage the provision of engineering services in the construction and rehabilitation of transportation-related facilities, including roads, bridges, sewers, watermains and airport infrastructure.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED
To assume the role of Project Manager – Transportation Engineering, you will have the following profile:
