Position Overview:
Reporting to the Director Planning & Development Services, the Development Engineering Technologist will prepare, coordinate and compile review comments for submissions by the development community to ensure adherence to plans, specifications, instructions, Town Engineering Standards and industry best practices.
Required Knowledge, Skills & Experience:
•Community College graduate of a 3 year program of civil engineering design of municipal infrastructure or equivalent
•Minimum 5 years as a civil technologist/technician with substantial experience in the review and approval of development projects
•Eligible for membership in OACETT
•Thorough working knowledge of the development planning approval process.
•Experienced user of AutoCAD, GIS and hydraulic computer models.

Position Overview:
Reporting to the Director Planning & Development Services, the Manager of Development Engineering will manage the operations of the Development Engineering division while ensuring protection of the Blue Mountains existing and future rate payers and the environment by ensuring that development and infrastructure conforms to the Town standards and does not negatively impact surrounding areas.
They will be held accountable for all activities of the Development Engineering Services Division including the development and administration of policies and procedures, provision of advice and information to the public and other stakeholders and the Division’s Budget.
Required Knowledge, Skills & Experience:
•Post Secondary Degree in Civil Engineering or related field with a designation in P.Eng.
•Minimum 7 years relation progressive experience, preferably in a municipal environment.
•Minimum 3 years with supervisory and/or managerial experience.
•Knowledge and understanding of municipal engineer issues

CAPITAL PROGRAMMING COORDINATOR

Responsible for: Capital programming administration activities, encompassing quarterly status reports on all approved capital projects. Prepares contract payment certificates and final payments to consultants and contractors. Leads the Department’s legislative annual asset value reporting. Reviews and comments on municipal engineering designs, including water, sanitary, storm, roads, sidewalks, drainage, grading, street lighting, etc. to ensure compliance with City Engineering Standards, existing policies and procedures, and pertinent government regulations. Provides technical guidance to peers, other departments, or new employees. Review policies and represents the City on various industry committees as directed.
Qualifications and experience:
-Successful completion of a 3 year Community College Diploma in Engineering and/or Project Management discipline, or equivalent combination of education and experience.
-Fully Certified Engineering Technologist (C.E.T.) designation in good standing with the Ontario Association of Certified Engineering Technologists and Technicians.
-Minimum of 5 years of experience in a municipal engineering environment inclusive of extensive project management and contract administration services.
-Vast knowledge of methods, equipment and technologies related to design and construction, including reading and interpreting site plans, engineering drawings and specifications.
-Ability to deal effectively at all levels of the organization consultants, contractors and the public exercising excellent communication, negotiation and conflict resolution skills.
-Knowledge of and demonstrated ability in the City’s core competencies.
-Possesses a valid Ontario Class “G” Driver’s License in good standing and access to a reliable vehicle for business purposes.

The Manager of Water Services is responsible for the oversight, business planning and execution of the City’s provision of Water Services to the residents and businesses. Working with a team of more than 20 staff, the Water Division encompasses water infrastructure planning, operations, technical services, studies and projects, and capital planning; including the implementation of service procedures and establishing project priorities. The Manager overseas a combined operating and capital budget of $47million and is responsible for the administration of operational contracts, equipment tenders, maintenance programming and the preparation of reports and recommendations. Participating on various municipal committees and liaising with other levels of government, the Manager ensures maintenance of established service levels and is responsive to inquiries from the public and Council.
As the ideal candidate, you possess at least 7 years of relevant experience with several years in a management capacity within a unionized environment. As a PEng or CET, the Manager will also hold a Water Distribution Level 2 license or higher. Your leadership and staff coaching skills enable your team to provide excellent customer service while working collaboratively and taking initiative. Your business and financial planning experience has enabled sound decision making while your communication skills have been tested in committee and public settings. You have working knowledge of contemporary maintenance methods and operational processes that set you apart as a leader in this industry.

WATER/WASTEWATER ENGINEER FILE #15-2281-AMX

Responsible for continuous monitoring of the water distribution system; manage and administer the water back-flow prevention program; responsible to develop and maintain the Back-flow Prevention By-law and Water By-law. Develops operational planning programs such as maintenance schedules, leak detection programs and identifies repair and replacement opportunities for capital planning purposes. Manage and administer the water meter calibration assessment, repair and replacement program for ICI water meters and replacement of residential water meters; develops operational contracts and tenders; manage and administer the Anode Protection Program. Supervise assigned staff, prepare cost estimates and conduct cost analysis; compile information of water main break occurrences and analyze data. Develop policies, procedures, standards, best practices and long-range strategic planning for the water distribution system. Assist with water conservation programs; collect factual data and attend legal proceedings; provide technical guidance; act as the Public Works / City representative at various meetings.
Qualifications and experience:
• Successful completion of an undergraduate degree in Civil Engineering from an accredited university and registered as a Professional Engineer (P.Eng) with the Professional Engineers Ontario or suitable equivalent.
• Possesses a minimum of seven (7) years’ proven, progressive and more responsible municipal engineering design experience with at least two (2) years supervisory experience in system operations and maintenance, preferably in a municipal / unionized environment.
• Excellent knowledge of municipal engineering industry standards, trends, emerging issues and applicable legislative requirements.
• Project Management Professional (PMP) Certification would be considered an asset.
• Computer literacy utilizing Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and willingness to learn other specialized computer software applications and techniques as required.
• Exceptional interpersonal, organizational, and analytical skills; excellent oral and written communication skills on technical and non-technical matters, including effective report writing.
• Ability to deal courteously and effectively with the Public, Staff, Members of Council, Consultants, and the Development Industry.
• Knowledge of and demonstrated ability in corporate core competencies including customer services, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
• Comprehensive knowledge of the Safe Drinking Water Act, Ontario Water Resources Act and other related government, labour, employment and human rights legislation.
• Water modelling would be considered an asset.
• Ability to self-manage in a timely and organized fashion and identify issues, challenges, and opportunities and propose solutions.
• Demonstrated ability to work independently and collaboratively in a team environment.
• Ability to work outside regular business hours, as required.
• Valid Ontario Class ‘G’ driver’s license in good standing and reliable vehicle to utilize on corporate business.
