The Lake Simcoe Region Conservation Authority (LSRCA) is seeking a Project Construction Specialist
Full Time, Regular Position

Salary: $64,265 - $75,181
With a particular focus on urban stormwater management, environmental enhancement and streambank and valley restoration projects, this position will provide field expertise and professional leadership for planning and implementation of a variety of engineering and restoration projects throughout the watershed. Specific duties of this role include providing input on designs, developing detailed construction estimates, supervising work crews and contractors, ensuring compliance with design specifications, approvals and funding commitments, and monitoring the progress of projects.
The LSRCA is involved in the development and implementation of Low Impact Development (LID) techniques to address site level stormwater controls within urban areas of the watershed.
This position will be integral in ensuring that the implementation of these projects are planned and managed effectively.

Reporting to the Director, Transportation Services, Parks and Forestry Operations, the Manager of Traffic Engineering is responsible for ensuring the safe movement of all users (vehicles, pedestrians and cyclists) on City owned roads, sidewalks and walkways; working collaboratively with the Manager of Road Maintenance Services and the Manager of Transportation Engineering; managing and implementing traffic and transportation technologies, strategies, policies and procedures related to traffic management and operations. You will develop multi-year divisional work plans in support of corporate priorities and initiatives. You will manage a small team of professionals and bring a proactive and citizen focus approach to this role. You will have the opportunity to build strong relationships and liaise with members of Council, York Regional Police, the Regional Municipality of York, the Ministry of Transportation and neighbouring municipalities on a regular basis while delivering on departmental objectives.
Qualifications and experience:
ï‚· University Degree in Transportation or Civil Engineering or suitable equivalent combination of education and experience. A Professional Engineer (P.Eng), in good standing with the Professional Engineers of Ontario (PEO) is strongly preferred.
ï‚· Minimum five (5) years’ experience in traffic management, traffic safety and operations, including demonstrated supervisory or leadership experience, with demonstrated knowledge of traffic engineering and safety policies, legislation related to traffic engineering and regulatory control and traffic regulations approval process.
ï‚· Demonstrated leadership ability to coordinate, plan, supervise and direct the work of subordinates and knowledge of collective agreement administration and labour relations principles and practices.
ï‚· Demonstrated results/achievement and focus in, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
ï‚· Proven abilities in customer service, communication, teamwork, initiative, personal accountability, and adaptability.
ï‚· Strong effective report writing and project management skills, with the ability to achieve program objectives successfully while working towards tight deadlines.
ï‚· Highly developed interpersonal and communication skills (oral and written), with the ability to effectively communicate at all levels of the organization; including demonstrated negotiation, facilitation and conflict resolution skills, combined with the ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment.

Position Purpose: Reporting to the Director, Development Services, the position is responsible for coordination and administration of the Development Engineering Division. Key duties include the provision of technical guidance and managerial leadership to Division staff involved in agreement preparation and administration, plans review, field inspections, and coordinating similar work by external engineering consultants. Responsible for developing and implementing communication plans, quality control and customer service mechanisms that minimize and address concerns from local residents/groups related to engineering servicing construction activities; and holding site meetings with developer/contractor/agencies to resolve community or technical/design issues in the field, and intervening to arrange remedial action where necessary.
Qualifications:
-University Degree in Civil Engineering with eligibility for full membership in the Professional Engineers’ Association of Ontario (PEO) is preferred.
-Certified Engineering Technologists (CET) with membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) will be considered.
-Minimum 10 years demonstrated experience as a professional engineer or 15 years as a technician/technologist in development engineering in a municipal, urban growth environment including project/contract management and public relations experience.
-Superior interpersonal, communication, project/time management, administrative, public relations, analytical, problem-solving, negotiation, and staff leadership and supervisory skills.
-Ability to align Development Engineering Division services with departmental and corporate goals/objectives; to build collaborative/cooperative working relationships; to foster corporate thinking and a positive/enthusiastic customer-service attitude/approach among staff; and to deal courteously and effectively with elected and appointed officials, the general public/residents, developers, special interest groups, governments/agencies, other departmental/corporate contacts.

Summary:
Reporting to a manager, responsible for planning, coordinating and administering all engineering related aspects of development applications under the Planning Act. The Manager, Development Engineering will provide leadership and direct the work of a Development Services Engineering team within a multi-disciplinary team environment to achieve cost effective, efficient and timely service delivery.
Work Performed:
Responsible for day to day operations of technical engineering staff within a multi-disciplinary development approvals team in Development Services and oversee the engineering aspects of development applications from initial consultation to assumption of the subdivision by Municipal Council.
Liaise and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements, studies and standards and maintain continued contact with the industry regarding standards and specifications for land development. Assist with complex development files including liaison with the developer on unusual technical challenges on works with contentious cost, feasibility and/or scheduling issues.
Responsible for providing engineering input into the preparation of subdivision, development and servicing agreements and the Committee of Adjustment and the London Consent Authority.
Oversee the review and approval of servicing drawings for subdivisions and site plans with regard for the proper application of design standards for works to be constructed by developers and assumed by the City.
Responsible for the administration of the approval conditions as they relate to City policies in regard to the certifications, securities and other matters. Manage securities administration and subdivision assumption processes for development including analysis and decisions regarding unusual situations, issues requiring resolution and reporting on securities management, ensuring the City maintains adequate securities through development agreements to adequately secure against potential default by developers.
Develop and monitor the City’s practices for conditional clearance and assumption inspections as well as additional site visit opportunities to ensure efficient application of staff resources.
Develop documentation in regard to approval processes, policies, procedures and engineering servicing standards and implement training to support development related policy and process reforms to all affected parties both within the City and within the industry to ensure clarity and uniform application of City requirements.
Prepare Divisional reports comparing the operations performed by their team against established benchmarks related to services, financial, administration and staff performance.
Communicates verbally and in a written format on technical, monetary, policy and cooperative issues with all levels of staff within PEESD on issues related to the development of land and its integration into existing infrastructure.
Research and prepare reports for review by the Manager, Development Services for various Committees of Council and other committees as required.
On occasion will prepare and/or make presentations at City committees, public meetings, to corporations, schools, and area municipalities to promote the City of London's programs and operation.
On occasion will undertake to challenge other engineer's design concepts.
Assist in the planning, organization and supervision of reporting technical staff, undertaking hiring, firing and disciplinary duties as necessary in consultation with the Manager, Development Services.
Provides Backup coverage for other Manager, Development Engineering in Development Services as needed.
Performs occasional inspections of development projects along with assigned technical staff to ensure appropriate procedures are being followed to ensure compliance and that proper maintenance levels and quality service is being provided.
Assist in the preparation of the annual work program.
Lead by example and functions as a mentor to team members.
Maintain professional knowledge in applicable areas and keep abreast of changes in job-relate rules, statues, laws and new business trends; recommend the implementation of changes; read and interpret professional literature; attend training programs, workshops and seminars as appropriate.
Build and maintain positive working relationships with co-workers, other civic employees and public using principles of good customer service.
Assist with divisional capital budget projects.
Participates on technical committees in the development of policy, review of practices for Master Plans, Environmental Assessments, the DC Background Study and GMIS in regard to growth trends and servicing requirements.

Qualifications:
Undergraduate university degree in Engineering.
Registered Professional Engineer of Ontario or eligible to be registered within 6 months
Experience:
Minimum of 5 years experience in designing, delivering and monitoring of programs relating municipal development.
Specialized Training and Licenses:
Valid Driver’s License – Class G and have available use of a vehicle.
Working knowledge of relevant computer software applications.

Preference will be given to applicants with a minimum CET or P.Eng designation with relevant post graduate degree and have a minimum of 5 years relevant management experience in municipal operations. The Municipality offers a 2015 salary range of $82,020.00 - $102,525.00 and an excellent benefit plan.
