    JOB SUMMARY:
    Resumes are being accepted for the position of Manager, Technical Services within the Engineering and Capital Infrastructure Services Department. Reporting to the General Manager/City Engineer, this position will provide leadership and manage the work of the technical team providing support to the Engineering and Capital Infrastructure construction program. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will aid in the achievement of the Community Vision – to be the city that makes a difference.

    HOURS OF WORK:

    35 hours per week Monday to Friday between the hours of 8:30 am and 4:30 pm. Evening or weekend work will be required to attend meetings or respond to urgent issues.

    DUTIES:

    Division Management
    • Manage the technical services staff involved in the Engineering and Capital Infrastructure construction program by providing technical direction and support.
    • Prepare estimates and tenders, and provide contract administration for up to 50 capital and site services projects annually including phasing and timing of projects and road closures.
    • Oversee the planning, review and approval process to permit utility or private works within City-owned rights-of-way.
    • Review and provide technical comments on various development applications such as Committee of Adjustment, Zone Change, and Site Plan submissions.
    • Liaise and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements and standards, and maintain continued contact with the industry regarding standards and specifications for municipal construction.
    • Prepare annual work program for division.
    • Prepare reports and presentations on Technical Services issues for Council, Community representatives and partners.
    • Ensure compliance with all applicable federal and provincial regulations/legislation and City by-laws.
    • Participate on technical committees in the development of policy, review of practices for municipal construction, etc.
    • Maintain professional knowledge in applicable areas and keep abreast of changes in job-related rules, statutes, laws and new business trends; recommend the implementation of changes; read and interpret professional literature; attend training programs, workshops and seminars as appropriate.

    Build and maintain positive working relationships with co-workers, other civic employees and public using principles of good customer service.
    • Act as a technical resource to other departments and develop collaborative partnerships agencies, utilities, adjacent municipalities, residents, property owners, developers and contractors on matters relating to technical services division.

    Leadership
    • Provide visible and positive leadership to staff consistent with the commitments of the City’s Leadership Charter, developing and nurturing a work environment that is inclusive, respectful and motivating for staff.
    • Lead by example and function as a mentor to team members with focus on staff development.
    • Responsible for staff supervision, including health and safety, performance appraisals, learning and development.
    • Contribute to the departmental leadership team and corporate initiatives.

    Financial Management
    • Develop and monitor operational budget for division and assist with divisional capital budget projects.
    • Administer development accounts for site servicing and process payments for capital and development projects.
    QUALIFICATIONS:
    • Experience related to the duties listed above, normally acquired through a Degree or Diploma in Civil Engineering or related field of study and several years of experience in municipal construction. Candidates with an equivalent combination of education and experience may be considered.
    • Registered as a Professional Engineer with the Professional Engineers of Ontario or as a Certified Engineering Technologist.
    • Demonstrated leadership skills acquired through considerable experience leading and motivating staff.
    • Proven ability to establish and maintain effective working relationships with a diverse group of stakeholders.
    • Excellent communication, organization and problem solving skills.
    • Demonstrated commitment to continuous improvement and customer service
    . • Able to manage multiple and changing demands and priorities.
    • Working knowledge of relevant computer software applications.
    • Working knowledge of the Occupational Health and Safety Act.
    • Must possess a valid Class “G” driver’s licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.

    SALARY: $84,159.10 - $105,198.88

    The District Municipality of Muskoka is currently recruiting for a Manager, Engineering Services

    Overview of the Position

    Why the District of Muskoka?
    As Manager, Engineering Services you will represent The District’s Engineering & Public Works (EPW) department in the delivery of transportation projects across the region. You will oversee staff and consultants, from the design stage through external approvals to construction, while ensuring engineering standards, budget and timeline requirements are met. 

    What We are Looking For
    You are a graduate of a four-year university program in Civil Engineering and a member in good standing with Professional Engineers Ontario. You will have five years of transportation experience preferably in the municipal sector where you have been exposed to the design and construction of roads and linear works projects as well as review of development applications. In addition to your hands-on experience, you will bring, at minimum, two years of supervisory or management expertise of staff, as well as oversight of general contractors and consultants. Strong project management skills are a requirement for this role. Your ability to communicate effectively across diverse groups of people and organizations will set you apart from other applicants.

    The Opportunity
    In this role, you are responsible for the planning and delivery of transportation projects. Your expertise in project management and design will ensure your success in managing capital projects from design through the approvals, tendering and contract administration stages. Your role will also oversee engineering support services including asset management and infrastructure analysis and the review of development applications. A strong understanding of environmental assessment processes is required, including the ability to facilitate the public consultation process.

    The City of Greater Sudbury, Roads and Transportation Services Division, is currently inviting applications for the permanent position of Drainage Engineer in the Infrastructure Services Department.

    As the Drainage Engineer you are responsible to the Director of Roads and Transportation Services to study, plan, design, and construct drainage facilities; to prepare erosion planning schedules and to monitor maintenance management programs for storm sewer and storm water management facilities; to administrate CGS’s drainage program; and to prepare and administer the capital budget for drainage infrastructure in support of quality customer service outcomes and the Business Plan for the Division.

    Candidates will possess the following minimum qualifications/experience:
    -University degree in an appropriate Engineering discipline from a recognized University with Canadian accreditation.
    -Membership or eligibility for membership in the Association of Professional Engineers of Ontario (APEO).
    -Additional education initiatives to update and expand competencies.
    -Minimum of five (5) years of directly related and responsible engineering experience and training including at least three (3) years demonstrated ability in dealing with corporate functions such as: Public Works, Administrative, Technical, Financial, Information Systems, Legal and Human Resources.

    Knowledge of:
    -Knowledge and understanding of technical computer systems.
    -Applicable legislation and related regulations including understanding of drainage law, Ontario Drainage Act/Municipal Drain Process.

    The current salary range for this permanent position is $3,605.00 to $4,241.30 bi-weekly (rate in effect as of October 1, 2015).

    The Development Coordinator is responsible for plan review and coordination of development for the Development Engineering Division within the Community Infrastructure & Environmental Services Department. The position also Championing the Town’s Strategic Plan, Community Vision, and Council goals/decisions; and modeling and championing the Town’s values as a Character Community.

    Responsibilities:
    -Review engineering plans for development including the review and analysis of the servicing implications of development proposal;
    -Prepares, recommends and administers agreements for approved land development including establishing engineering serving requirements and securities:
    -Negotiating with Developers on alternative servicing as/where required;
    -Coordination and organization of all development activities within the department including circulation of plans to internal departments and external agencies;
    -Consolidation of comments for response to the developer, as well as record maintenance and updates;
    -Ensure field inspections for all development related construction is complete;
    -Conduct field inspections when necessary;
    -Review of lot grading plans for building and pool permit applications;
    -Preparation of Council reports and development agreements to support development;
    -Other duties as assigned.:

    Qualifications::
    -Three (3) year diploma in Civil Engineering Technology or equivalent, eligible for registration with OACETT (CET designation);:
    -Minimum four (4) years of progressively responsible experience in municipal and/or land development engineering environment;
    -General knowledge of applicable standards with respect to construction and development agreement process, municipal, provincial and federal regulation in regards to standard construction practices, and occupational health and safety guidelines
    -Excellent interpersonal and communication skills, both oral, written and proficiency is MS Office computer applications;
    -Available to attend after-hours meetings, public information sessions or special events are required;
    -Valid Class G Drivers License with clean abstract and access to a reliable vehicle to be used on Town Business;

    Salary Range: $70,568 - $83,026

    A civil engineer who leads by example and combines knowledge of municipal engineering with expertise in project management, you’ll be a valuable addition to our Engineering Services team in Hamilton, ON.

    As a Design Project Manager, you will be accountable to the Senior Project Manager (Design Services) and ensure that Design projects are delivered according to City of Hamilton and provincial standards, and in compliance with legislative requirements. You will provide detailed design services and tendering for bridges, culverts, road, water and wastewater infrastructure, and co-ordinate the acquisition of property or easements and utility works, obtaining any project approvals or permits required.

    Your qualifications as a Project Manager – Design include:
    •A degree in Civil Engineering.
    •Membership, or eligibility for membership, with PEO, preferred.
    •Previous demonstrated knowledge/experience related to municipal engineering such as roads, watermains, sanitary sewers, storm sewers, bridges, culverts, retaining walls and storm water management or stream restoration.
    •Proven experience applying engineering and project management theories, practices and trends in managing large contracts and projects, including reviewing, approving and implementing work plans and project budgets.
    •Working knowledge of Word and Excel.
    •Knowledge of Microsoft Project and Microstation, an asset.
    •Thorough knowledge and understanding of statutes, regulations and by-laws affecting the Department/Section.
    •Highly developed ability to articulate a vision to lead and inspire others
    •Highly effective leadership, facilitation, communication, presentation, interpersonal and organizational skills.
    •Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public.

    These two regular, full-time CUPE Local 1041 Supv positions offer a salary range of $45.222 to $50.247 per hour (based on a 35-hour work week).
