    Position Overview
    This position is responsible for providing key administrative support to the Director of Roads & Parks Maintenance and the Roads & Parks Maintenance Management team. This position also provides confidential support and carries out general administrative duties.

    The Roads & Parks Maintenance Department is responsible for road and sidewalk maintenance, street lighting and traffic operations, urban forestry, cemetery services, fleet management, horticulture, parks maintenance, storm water management, loose leaf collection and winter maintenance throughout the City of Burlington.

    Responsibilities
    The Administrative Assistant to the Director of Roads & Parks Maintenance is responsible for:
    • Managing, tracking and follow-up of department correspondence with the public, senior staff, members of council and other stakeholders. Generating draft correspondence relating to areas of responsibility.
    • Taking meeting minutes and preparing meeting information for the Director, as well as distributing agendas, minutes and related background information to Department Managers and Supervisors.
    • Coordinating Roads & Parks Maintenance Department reports for Standing Committees of Council and procurement, including editing, formatting documentation and tracking reports to ensure proper sign off procedures.
    • Supporting department meetings, public information centres and open houses, including booking facilities, preparing notifications and presentation materials.
    • Providing customer service to residents primarily via e-mail or over the phone regarding all department services.
    • Facilitating and monitoring service requests from Halton Region, in accordance with the Regional Maintenance Agreement, Contractor Maintenance Services requirements.
    • Working with confidential and sensitive issues regarding staffing, legal agreements, and collective agreements.
    • Coordinating the performance evaluation process for all full-time non-union staff.
    • Planning and executing special administrative assignments and Department activities, including providing administrative support for Department projects and/or acting as project leader or a team member for these projects.
    • Gathering information and taking a lead role in the monitoring and updating of the Department website.

    Requirements
    The successful applicant requires a minimum of 5 years of administrative experience in a municipal or engineering environment. Excellent knowledge of computer based programs such as Word, PowerPoint and Excel is necessary. Exposure to web editing, SAP and/or Microsoft Project would be an asset. The incumbent also requires a high school diploma, and a certificate or diploma in a related field would be considered a definite asset. Experience with project management would be strongly preferred. Additionally, strong planning and organizing, communication, problem solving and customer service skills are essential. The ideal candidate will also demonstrate initiative, the ability to maintain confidentiality, creativity and attention to detail.

    Rate of Pay $46,774 to $58,468 (Grade 7)

    JOB SUMMARY:
    Resumes are being accepted for the position of Project Engineer within the Engineering and Capital Infrastructure Services Department. Reporting to the Manager, Infrastructure Services/ Deputy City Engineer, this position will be responsible for the design and project management of a wide range of municipal capital projects, including road, bridge, sewer and watermain construction to implement the Engineering and Capital Infrastructure Services capital construction program. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will aid in the achievement of the Community Vision – to be the city that makes a difference.

    HOURS OF WORK:
    35 hours per week Monday to Friday between the hours of 8:30 am and 4:30 pm. Evening or weekend work will be required to attend meetings or respond to urgent issues.

    DUTIES:
    • Completes detail design for capital projects of roads, sewers, watermains and any other related work including design calculations
    • Schedules and oversees projects to ensure efficient and cost effective delivery of capital projects
    • Co-ordinates, directs and manages staff resources in the delivery of projects
    • Performs contract administration including preparation of contract tender documents
    • Co-ordinates project accounting including processing of payment certificates and invoices
    • Manages consultants retained to provide engineering services to the City of Guelph
    • Communicates and engages with stakeholders and public during the design and construction and study processes
    • Liaise and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements and standards, and maintains continued contact with the industry regarding standards and specifications for municipal construction
    • Assist in the preparation of the annual capital and operating budgets and monitor current project budget variance
    • Prepare reports and presentations on design and construction issues for Council, Community representatives and partners
    • Ensure compliance with all applicable federal and provincial regulations/legislation and City by-laws
    • Participate on technical committees in the development of policy, review of practices for municipal construction
    • Maintain professional knowledge in applicable areas and keep abreast of changes in job-related rules, statutes, laws and new business trends; recommend the implementation of changes; read and interpret professional literature; attend training programs, workshops and seminars as appropriate.
    • Build and maintain positive working relationships with co-workers, other civic employees and public using principles of good customer service.
    • Act as a technical resource to other departments and develop collaborative partnerships with agencies, utilities, adjacent municipalities, residents, property owners, consultants, developers and contractors on matters relating to the Infrastructure Services division
    • Evaluate contractor and consultant performance on capital projects
    • Perform other related duties as assigned

    QUALIFICATIONS:
    • Experience related to the duties listed above, normally acquired through a University Degree in Civil Engineering or closely related field and considerable experience in municipal design and construction. Candidates with an equivalent combination of education and experience may be considered
    • Registered as a Professional Engineer with the Professional Engineers of Ontario or eligible for registration within 6 months
    • Knowledge of relevant legislation, guidelines, standards and specifications as it relates to municipal design and construction
    • Proven ability to establish and maintain effective working relationships with a diverse group of stakeholders
    • Possess excellent communication, organization, problem solving and presentation skills
    • Demonstrated commitment to continuous improvement and customer service
    • Strong project management skills
    • Able to manage multiple and changing demands and priorities
    • Working knowledge of relevant computer software applications such as AutoCAD, Civil 3D, MS Office (especially MS Excel)
    • Working knowledge of the Occupational Health and Safety Act
    • Must possess a valid Class “G” driver’s licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.

    SALARY: $84,159 - $105,198 per year

    Summary
    The Manager of Engineering is responsible for coordinating engineering projects, designing municipal works related to roads, water, sanitary and storm sewers, storm water management, managing all municipal drains, preparation of studies, coordination and review of all engineering related aspects of development submissions. Other responsibilities include responding to inquiries/complaints from the public, preparing departmental policies/procedures, recommending levels of service, asset management, preparation and tendering of quotation requests, consulting with external contractors, developing and implementing business plans, and ensuring compliance with all pertinent regulations and standards. The Manager of Engineering shall also provide leadership to direct reports, assess/develop/evaluate departmental human resources, assist with the administration of one collective agreement, monitor time sheets (including sick time, banked time, vacation requests, and overtime), assign and track daily work activities, and processing of invoices.

    Primary Duties and Responsibilities
    1. Develop, implement, execute, and monitor divisional business plans
    2. Monitor and assess asset management life cycles, conditions, and valuations
    3. Establish operational and maintenance budgets
    4. Review and recommend capital budgets and expenditures
    5. Ensure compliance with all regulations and provincial standards
    6. Develop and maintain Town policy, standards, and procedures
    7. Act as the liaison for department and development projects
    8. Prepare tenders and quotation requests
    9. Manage and enforce divisional health and safety program
    10. Review, recommend, and develop departmental policies as required
    11. Prepare Council reports, and attend Council meeting as required

    Qualifications
    •A registered licensed Professional Civil Engineer with the Professional Engineers of Ontario, minimum five (5) years
    •Minimum of five (5) year previous related municipal engineering design experience related to roads, sewers, water main, storm water management, drainage and developments
    •Proficient knowledge of Microsoft Office (Word, Excel, Outlook), computer drafting programs (AutoCAD)
    •Strong verbal and written communication skills
    •Class "G" drivers license

    Qualifications Considered Assets
    •Knowledge of engineering modeling software relating to storm sewers, storm water management, water main distribution, and sanitary sewer collection systems
    •Knowledge of carrying out hydrologic and hydraulic studies of storm watersheds
    •Working knowledge of the Ontario Municipal Drainage Act

    Working Conditions
    •Duties shall primarily be performed indoors
    •Manual dexterity to use desktop computer and peripherals

    Details:
    Reporting to the Engineering Services Coordinator, the main focus of the Engineering Design & Construction Technologist/Inspector will be to complete detailed design and drawings for new and replacement infrastructure projects in the areas of storm and sanitary sewers, sidewalks and roads. Provide technical and administrative support in the preparation of final tender documents and for the review of engineering reports and drawings. The successful candidate will also be required, as necessary to provide onsite inspection and oversight of City construction projects to ensure the projects are built in accordance with plans and specifications, completed on time, within set budget limits and following proper safety procedures. Recommend optimum solutions based on knowledge of site conditions, methods and available materials, time factors and budget constraints.

    Qualifications:
    Knowledge and experience normally associated with completion of a three-year college diploma in Civil Engineering Technology or related field and a minimum of four years previous experience in municipal engineering design and construction. Certified Engineering Technologist (C.E.T.) designation is preferred. Requires and individual with extensive experience in storm sewer, sanitary sewer and road design, record keeping, construction inspection and contract administration and superior knowledge using Autodesk Civil 3D or Microstation/Bentley Inroads Suite design software. Must have knowledge of provincial and municipal policies and procedures related to engineering surveys and construction, the Ontario Provincial Standard Specifications and Drawings, the Ministry of Transportation Construction Manual and the Occupational Health and Safety Act. Requires construction inspection and surveying layout skills, knowledge of construction specifications and ability to interpret contract drawings. Requires well-developed communications skills (written and spoken), analytical and problem-solving skills; and skill in preparing technical reports, clear and concise electronic/computerized records. Must have a high level of proficiency in various software applications including MS Word, Excel, engineering design software and proficiency with total station, robotic and GPS surveying equipment. Requires a valid driver’s license, access to a personal vehicle and ability to operate a vehicle to fulfil the requirements of the job. All applicants should be prepared to show proof of education and certification.
