The Corporation of the City of North Bay is seeking an individual with knowledge and experience in all aspects of Municipal Engineering. Under the direct supervision of the Senior Capital Program Engineer, the incumbent will be responsible for providing engineering and technical assistance in the following areas:
•The City’s Capital Works projects including engineering design, construction, and project management for roads, water and wastewater systems and facilities, and storm systems
•Review and approval of the engineering aspects of private developments within the City including traffic analysis
•The City’s asset management system including condition rating assessments and data collection and maintenance programs.
Qualifications:
Minimum of a professional engineer’s licence (P.Eng.), Licensed Engineering Technologist or Limited Licence as granted by Professional Engineers Ontario. Advanced office software proficiency in word processing and development of spreadsheets as well as knowledge of Autocad, Database Management and GIS. Demonstrated abilities with Municipal road and services design including computer analysis techniques for storm and water systems. Project management experience coordinating consultant and construction contracts. Consideration could be given to Engineers in Training that are near to obtaining professional status.
Must be able to demonstrate competency within the meaning of the Occupational Health and Safety Act.

Position Summary:
The Senior Wastewater Optimization Engineer position leads development and implementation of the optimization and quality management functions for the Wastewater Operations Branch (WWOB), oversees the WWOB laboratory, supervises assigned staff, contributes to the Branch Management Team, acts in the absence of peers and the Manager, and performs on-call rotation for emergency response as Overall Responsible Operator (ORO) as required by O. Reg 129/04.
The position works in concert with other WWOB Sections to allow the Branch to 1) assure the sanitation, health and safety of the community related to the management and treatment of sewage/effluent, 2) ensure compliance with legislative/regulatory requirements related to operation of municipal wastewater infrastructure, and 3) develop/update operational practices that address evolving contaminants and mitigate risk.
Key Qualifications:
•University Degree in Environmental, Civil, Chemical, Mechanical or Electrical Engineering.
•Professional Engineer with PEO.
•Ministry of the Environment Wastewater Treatment & Wastewater Collection Operator Licenses aligned with City Wastewater infrastructure/plant classifications, or willingness to obtain same within a prescribed timeframe.
•5 years’ experience in a municipal wastewater operations or engineering consulting environment with an emphasis on plant and process analytics and optimization, implementation of wastewater technologies and treatment innovations, including a minimum of one year staff leadership/ supervisory experience.
•Advanced knowledge of wastewater treatment processes with an emphasis on activated sludge processes, new/emerging technologies and treatment innovations, and process/system modeling, testing and evaluation including sound knowledge of wastewater laboratory processes.
•Thorough working knowledge of MOE regulatory and reporting requirements for wastewater plant /infrastructure /operations/licenses, MOE Environmental Compliance Approvals, work process mapping and analysis, project management principles/practices, the Occupational Health & Safety Act, training methods, technical report writing, quality management principles and systems, wastewater laboratory systems and procedures, collective agreement administration, and contemporary management principles and best practices.
•Computer literacy utilizing technical modeling and wastewater process simulator software (ie Hydromantis GPS-X), word-processing, spreadsheet, presentation, database software, the Internet as a research tool and; experience with Infrastructure Management System technology and software (ie Megamation, CityWorks, Hansen, etc.) and SCADA systems.
•Excellent analytical/evaluative, process improvement, quality management, project/time management, presentation, interpersonal, report/technical-writing, team participation/leadership, and supervisory skills.
•Ability to multi-task and anticipate/trouble-shoot issues/problems quickly and effectively; ability to foster and contribute to a positive, productive, service-excellence work environment; ability to deal courteously and effectively with all contacts.
•Availability for Overall Responsible Operator (ORO) rotation.
•Class G Driver’s license in good standing.
The salary range for this position is $91,374 to $111,072 per year.

A temporary opportunity exists for a professional engineer with expertise in asset management and strong project management skills to facilitate and manage the development of the City’s first comprehensive corporate asset management plan. Reporting to the Deputy Commissioner, Integrated Planning and Public works this position will be responsible for leading the planning, development, implementation and coordination of the plan through a team of consulting engineers, elected officials, urban planners, industry representatives, regulatory agencies and the public.

•Familiar with Maximo Asset Management Software

Reporting to the Manager of Capital Planning, you will be responsible for leading key asset management and capital planning strategies in alignment with the City’s long terms goals and vision. The incumbent will lead the Capital Planning team to develop decision frameworks, business processes and tools that incorporate capital and operating budget development, prioritization, level of service and life cycle costing. The position will also direct both internal teams and consulting services to complete various types of projects including municipal asset condition assessments, lifecycle analysis and forecasts, Master Servicing Studies, operating and maintenance standards development, capital and operating budget forecasting and maintenance, and special studies.
Applicants should have previous experience with establishing capital and operating budget requirements, understanding of the lifecycle and function of municipal linear and vertical infrastructure, management of consultants, development of terms of reference or requests for proposals, interpretation of reports and studies, and managing consultants working on behalf of the City. This position also requires strong working knowledge of condition assessment techniques for linear and vertical infrastructure networks (roads and bridges, transportation, fleet, building condition assessments, hydraulic models). The incumbent will need to understand and be able to apply risk management principals to the City's project planning list. Knowledge of and relevant working experience with hydraulic models, computerized maintenance/ work order management systems, Geographic Information Systems (ESRI CMDM) and database application development is highly desired.
Applicants will have successfully graduated from an accredited university with a degree in Civil Engineering or related field or, completed at a minimum a three (3) year community college program in Civil Engineering and hold a CET designation through OACETT. Requires a minimum of 5 years’ multi-disciplinary experience leading projects and initiatives, and working with and having a solid understanding of municipal asset management principals, processes and practices. Good knowledge of life-cycle and risk management techniques as well as financial planning are also desired Experience working in a municipal setting is considered beneficial. Possess a demonstrated record of strong leadership and guidance, technical excellence, customer focus, innovation/creativity, team advocacy, and be committed to results. Advanced oral and written communication skills; developing Terms of Reference or Requests for Proposals and interpretation of reports and studies; the ability to work within deadlines and switch focus as priorities change; the ability to function in a computerized environment including an advanced knowledge of word processing, spreadsheets, databases (including languages, platforms, and software); and a proven ability to establish effective working relationships with a variety of internal and external stakeholders. Must understand multi-disciplinary asset requirements to effectively develop and maintain asset policies and valuation methodologies in the operation, maintenance and upgrade of municipal infrastructure. A valid “G” Ontario driver’s licence in good standing is required to occasionally visit job sites.
SALARY RANGE: $65,899 to $82,374 per annum (based on a 33 ¾ hour work week), plus benefits.

Preferably a Civil Engineering Technologist or Engineer, you are ready to bring your land-use planning and development control experience to our Growth Management team.
As a Development Coordinator you will process development applications, to approval, as they pertain to environmental and municipal servicing matters. You will also undertake engineering analyses required as a result of development activity, review and approve engineering drawings and site servicing plans for sewer and water capacity, and for servicing permit issuance, and prepare municipal servicing agreements. Presenting results in written and verbal form to staff, elected officials, and the public will also be an integral part of this development role.
There are three CUPE Local 5167 Inside opportunities available: one full-time regular position; and two full-time temporary positions (for 12 months, to cover an adoptive/maternity leave and a special project).
Your qualifications as a Development Coordinator include:
•Proven demonstrated knowledge of the duties described, normally acquired through and following graduation from a recognized university (e.g., Bachelor of Science) or community college (e.g., in an accredited course such as a Civil Engineering Technologist).
•Progressive, related experience in the land-use planning process and development control with respect to municipal and private servicing, grading, drainage, storm water management and associated environmental matters, and/or a combination of education and progressive work-related experience.
•Membership in, or eligibility for certification with, the Ontario Association of Certified Engineering Technicians and Technologists or Professional Engineers Ontario, preferred.
•Proficiency in using a computer and various software programs such as Word, Access and Excel.
•A valid Class G driver's licence.
