A Certified Civil Engineering Technologist or equivalent, experienced in managing multidisciplinary staff in a unionized, results-oriented environment, you’re ready to excel in this capital rehabilitation and technical operations management function. Reporting to the Director of Operations, Public Works, you will provide leadership and performance accountability for the Capital Rehabilitation and Technical Operations Section, which includes a variety of roadway infrastructure asset management and capital maintenance, rehabilitation and lifecycle replacement programs. Your qualifications as Manager of Capital Rehabilitation & Technical Operations include:
•University degree, Certified Engineering Technologist (Civil) designation or equivalent, supported by progressive related experience, preferably within the municipal government sector.
•Progressive experience in project management within municipal roads capital and operating programs, including thorough knowledge and understanding of statutes, regulations and by-laws affecting the accountabilities of the position.

Job Summary:
Resumes are being accepted for the position of Engineering Technician within the Engineering Services Department. Reporting to the Supervisor Development Engineering, this position will be responsible for investigating drainage and grading concerns, reviewing lot grading plans and site alteration applications, and assisting in the preparation of comments and recommendations regarding the approval of various development applications with a focus on quality, customer service and continuous improvement processes. Hours of Work:
35 hours per week Monday to Friday between the hours of 8:30 am and 4:30 pm. Occasional evening or weekend work may be required to attend meetings.
Duties:
•Assists in preparing comments and recommendations regarding the approval of various development applications, site plans, zoning bylaw amendments, part lot control exemptions and condominium applications and supporting studies on behalf of Engineering Services. Coordinate the input of other operating departments within the City into the approval process where appropriate
•Review the adequacy of existing storm and sanitary sewers, water supply and transportation infrastructure to support proposed development through the use of engineering drawings, modelling software and on-site assessments as appropriate
•Review site alteration permit applications including grading/drainage plans and erosion and sediment control plans and liaise with other City departments and outside agencies.
•Review residential building permit site plans.
•Investigate drainage and grading complaints liaising with the applicants, Building Department staff and other City staff
•Review site plan control agreements and bylaws, and applications to permit encroachments onto public right-of-ways
•Assist in providing Engineering Services input to the Committee of Adjustment including recommendations and conditions of approval.
•Perform other related duties as assigned
Qualifications:
•Experience related to the duties listed above, normally acquired through a 3 year community college diploma in civil engineering or related study and a minimum of 2 years related work experience in municipal engineering preferably concentrating on development and/or planning. Candidates with an equivalent combination of education and experience may be considered.
•Must possess a valid Class “G” driver’s licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
•Demonstrated experience, knowledge and understanding of storm water management, drainage, grading and municipal infrastructure.
•Working knowledge of MS Word, Excel and Outlook and familiarity with municipal engineering and GIS software applications such as WaterCAD, MIDUSS and MapInfo

A Professional Engineer with experience in water and wastewater systems design, construction, operation, needs assessment and planning, and/or a water distribution model such as InfoWater, water distribution infrastructure condition rating, and infrastructure needs assessment, you’re ready to join the City of Toronto as an Engineer.
Two positions are available in the Toronto Water Division – within Policy & Program Development (PPD) and Metrolinx respectively – for engineering professionals who welcome the opportunity to be involved in special projects, environmental assessment studies and other key initiatives related to water resources and water distribution, wastewater collection and wastewater treatment systems and infrastructure.
MAJOR RESPONSIBILITIES of the Engineer – Policy & Program Development (PPD)
As a Policy & Program Development Engineer, you will:
•Coordinate the Division's review, comments and input from across Toronto Water on special projects, environmental assessment studies, planning studies and corporate studies/initiatives led by other divisions and agencies.
•Provide specialized design services and technical advice and expertise to support other divisions.
•Conduct technical problem investigations and participate in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems, ensuring that such analysis takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
•Develop policies and programs, technical design guidelines and requirements, and by-laws related to stormwater management, water resources and environmental protection, water distribution and wastewater collection, and water and wastewater treatment systems.
•Prepare construction cost estimates that reflect current costs and trends.
•Prepare Terms of Reference for consultant assignments and agreement contracts with consultants, review, and comment on, consultant proposals and recommend approval of their plans.
•Determine resource requirements for each assignment, and review budget estimates in light of the requirements.
•Assist in the development, implementation and evaluation of pilot projects and new technologies, and contribute to policy formulation with respect to water and wastewater systems and stormwater management.
•Provide necessary engineering expertise with the preparation and review of reports, maintenance and monitoring plans, and analysis of data, to ensure that environmental goals and objectives are adequately addressed.
•Prepare Committee/Council reports and presentations to senior staff, elected officials and the public.
•Maintain relations with councillors, the public, consultants, government agencies, developers, suppliers and contractors, related to the design and development of Toronto Water policies and programs, and formulate sound recommendations to senior staff regarding the same.
KEY QUALIFICATIONS for the role of Engineer – Policy & Program Development (PPD)
Your application must describe your qualifications as they relate to:
•Significant experience with the design, construction, operation, needs assessment and planning of water and wastewater systems. •Experience in the computer modelling of stormwater management facilities, storm sewers, sanitary sewers and water distribution systems.
•Experience in the preparation of environmental study reports, technical reports, reports to Council and responses to inquiries by external agencies and the public.
•Licensing as a qualified engineer as defined by Professional Engineers Ontario.
You must also have:
•Experience in natural systems approaches for stormwater management and watercourse restoration and environmental assessment studies.
•Demonstrated knowledge of the principles and practices of water resources, stormwater management, and sewer, watercourse and water distribution systems design and analysis.
•Demonstrated ability to communicate effectively concerning inquiries from the general public and elected officials on all matters arising from an assigned project.
•Demonstrated knowledge of funding, revenue sources, subsidies and general administrative procedures for Capital Works projects.
•Knowledge of City by-laws and policies regarding water, wastewater and stormwater issues.

MAJOR RESPONSIBILITIES of the Engineer – Metrolinx
As a Metrolinx Engineer, you will:
•Develop, maintain and update the City's InfoWorks CS (collection system) and/or InfoWater (distribution system) model, as applicable, with a key focus on the Metrolinx Crosstown Light Rail Transit Project.
•Evaluate the potential impact of new rehabilitation technologies and construction procedures on water infrastructure life-cycle costs.
•Keep abreast of infrastructure condition rating, infrastructure financial planning asset management technology developments and risk assessment methodologies.
•Carry out required hydraulic analysis of the water distribution system.
•Determine the extent and scope of engineering modelling studies to identify problems, consider alternative solutions and recommend a preferred solution.
•Participate in identifying long-term infrastructure needs and the development of the Capital Budget for the water system improvements.
•Prepare Terms of Reference for consultant assignments and agreement contracts with consultants.
•Review, and comment on, consultant proposals and recommend approval.
•Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
•Prepare technical reports, as required.

DUTIES:
Management Division
•Manage the Development Application Review and Engineering Approval processes by providing technical direction to staff, providing comments on applications and finalizing reviews.
•Oversee administration of subdivision and consultant agreements, monitor construction and ensure payments are made.
•Liaise and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements, studies and standards and maintain continued contact with the industry regarding standards and specifications for land development. Assist with complex development files including liaison with the developer on unusual technical challenges on works with contentious cost, feasibility and/or scheduling issues.
•Assist in the preparation of the annual work program for division.
•Oversee project management of environmental engineering, brown field development and energy programs by setting appropriate goals, priorities and tasks; and by conducting progress reviews throughout.
•Manage the engineering review of grant applications under the Brownfield CIP.
•Prepare reports and presentations on Environmental Engineering and Development Engineering issues for Council, Community representatives and partners.
•Ensure compliance with all applicable federal and provincial regulations/legislation and City by-laws.
•Participate on technical committees in the development of policy, review of practices for Master Plans, Environmental Assessments, the Development Charges Background Study and other studies in regard to growth trends and servicing requirements.
Leadership
•Provide visible and positive leadership to staff, developing and nurturing a work environment that is inclusive, respectful and motivating for staff.

QUALIFICATIONS:

Qualifications:
