Job Description
Major Responsibilities:
•Implements detailed plans and recommends policies and procedures regarding program-specific requirements •Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning, and encouraging innovation in others •Supervises the day-to-day operation of all assigned staff, including the scheduling, assigning and reviewing of work, authorizing and co-ordinating vacation and overtime requests, monitoring and evaluating staff performance, hearing grievances in accordance with the collective agreement and recommending disciplinary action when necessary
•Provides input into, and administers, the assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
•Prepares contracts, including estimating, monitoring contract budgets, specifications compliance and quality assurance, And schedules inspection staff as per maintenance contracts
•Reviews and approves all payments to contractors, including negotiations of extra work orders and claims
•Ensures that productivity and performance issues are observed and monitored with continuous efforts towards improvement
•Resolves staff, contractor and public disputes in a fair and equitable manner
•Maintains contract records and documentation for all contracts, as per the Road Operations – Contract Administration Manual
•Ensures that all summer maintenance repairs, e.g., permanent utility cut, and local road overlay, are in accordance with permit issuance, etc., and that all contracts, including local road repair, material testing, adjustment of maintenance hole frames and covers, are completed in a timely manner
•Provides front-line customer service by investigating, and responding directly to, the concerns of residents, other departments and divisions, outside agencies and City councillors
•Provides timely, accurate investigations and documentation regarding legal proceedings, claims, discoveries and audits
•Supports all areas of Transportation and resolves inter-departmental issues and jurisdictions
•Ensures the implementation and administration of the Toronto Maintenance Management System (TMMS), designed to monitor productivity and performance, as well as the Project Tracking & Management System for capital programs
•Acts as the Senior Engineer of the Surface Maintenance Unit in the absence of the incumbent Senior Engineer
•Attends various committees and reports to the Manager accordingly
•Creates forms and worksheets, as required
•Monitors all contracts for sufficient material testing and to ensure that testing meets Audit requirements
•Prepares reports for the performance of all types of contracts
•Organizes and attends meetings with contractors prior to their start-up to ensure that all proper documentation is in place as per corporate policies
•Meets with contractors on a monthly basis to review and document the progress of their contracts
•Prepares reports on new initiatives, protocols or existing procedures, as directed by the Manager
•Plans and directs the work of contractors and consultants
•Represents the Division/Department at meetings with contractors and other external service providers (e.g., Utilities) as well as attends hearings and/or court proceedings and other tribunals
•Manages the investigation of claims and represents the Division/Department at legal hearings, court and/or tribunal proceedings
•Performs site inspections and assessments of change conditions on construction projects, as required
•Ensures prompt responses and deals with conflict resolution for contract management
Key Qualifications:
1. Proven ability and interpersonal skills to deal effectively with staff, the public, contractors and utility companies.
2. Good interpersonal skills with the ability to communicate effectively and professionally both orally and in writing.
3. Proven ability to organize, administer and develop schedules.
4. Demonstrated leadership and organizational capabilities and the ability to work in a team environment.
5. Working knowledge of the Occupational Health and Safety Act and regulations, WHMIS, the Construction Lien Act, and related government, labour, employment and human rights legislation.
6. Demonstrated ability to handle day-to-day personnel and labour relations issues, as well as experience in planning, supervising and directing the work of subordinates.
7. Working knowledge of the various types of materials used in the construction and maintenance of roads and bridges (i.e., asphalt, concrete, soils, etc.).
8. Ability to read and interpret technical drawings and documents.
9. Knowledge of SAP, TMMS, PTP and RACS systems or other municipal maintenance management or budget systems, an asset.
10. Availability to work beyond normal business hours, statutory holidays and weekends, when necessary.
11. Possession of a valid Ontario Class "G" driver's licence and the ability to pass a test to be qualified to receive a City operator's licence.
12. Demonstrated experience in managing contracts, contractors and consultants.
13. Demonstrated experience to plan, supervise and direct the work of technical and administrative staff, contractors and consultants.
14. Extensive knowledge of the City's procurement and financial procedures and policies.

What can I expect to do in this role?
In this role, you will:
•provide technical expertise in several areas including capacity analysis, collision analysis, roadside hazards, traffic control signals and intersection operations
•conduct onsite investigations to assess traffic operations
•conduct detailed traffic studies for the application of traffic control devices
•review and resolve traffic operational problems
•review traffic impact studies, develop safe and effective construction, maintenance and traffic control recommendations
•review highway rehabilitation contracts and provide recommendations
•represent the Ministry on technical working committees for regional and municipal traffic operations and transportation studies

How do I qualify?
Mandatory Requirement:
•you have a valid Ontario Class G licence as travel in Ontario is required
Technical and Legislation Knowledge:
•you have demonstrated knowledge of traffic engineering principles, practices and procedures
•you have knowledge of traffic control devices including traffic signals, signs and pavement markings

The Town of Penetanguishene is a picturesque community with a population of approximately 10,000 located on the southerly tip of beautiful Georgian Bay. This position is to work at the Public Works Division, 22 Centennial Drive, Penetanguishene, under the direction of the Director of Public Works.
The Asset Manager/GIS position will assist in the preparation of budgets for capital and construction projects and provides technical and oversight support as required for construction projects. The Asset Manager/GIS position also provides technical support on the management and maintenance of the municipal infrastructure.
The Asset Manager/GIS position will also be required to keep current and report upon the Town of Penetanguishene Asset Management Plan. Perform data collection, condition reporting and reporting as needed for the Town of Penetanguishene Asset Management Plan.
Candidates must be 18 years of age or older with good time management skills, be punctual and responsible. The employee must be able to receive direction and carry out duties as assigned, and follow policies and procedures with very little or no supervision. The education required for this position is a post-secondary diploma in Civil Engineering Technology (C.E.T.) or Civil Engineering Degree (P. Eng.) and a post-graduate diploma in GIS.
Compensation:
The Asset Manager/GIS position is a full time position at 35 hours per week. The starting salary for this position is Level F, Step 1, $49,112.00 annually (based on the 2014 Town Pay Grid).

Responsible for maintaining, updating and implementing the on-road components of the Pedestrian and Bicycle Master Plan Study (PBMP). Provides technical expertise, advise, assistance and guidance with respect to active transportation as required. Reviews engineering plans and reports relating to active transportation in support of the PBMP initiatives, development applications and capital projects. Develops, updates and implements a comprehensive Transportation Demand Management (TDM) program for development applications and secondary plan studies. Formulates reports, implementation policies and coordinates specialized programs and studies as required. Liaises with various levels of government, regulatory agencies and the public on active transportation and transportation demand management related matters.
Qualifications and experience: Successful completion of a University degree in Transportation Engineering/ Planning or Urban Planning from an accredited university or suitable equivalent. Registration with a recognized professional engineering or planning organization. Possess a minimum of five (5) years (inclusive of the Engineering Intern Training experience) of demonstrated experience in transportation engineering or transportation planning with at least three (3) years demonstrated experience administering active transportation and transportation demand management projects and programs. Highly developed interpersonal skills with the ability to communicate both verbally and in writing at all levels of the organization, with elected officials, the media and the public. Demonstrated ability to work in a multidisciplinary team setting using well- developed communications, analytical, problem-solving and computer skills. In-depth knowledge and understanding of Transportation Demand Management, including parking management programs and the use of TDM initiatives and parking management to influence transportation mode choice. Knowledge and understanding of transportation and urban planning principles and the inter-relationship between transportation and land use. Experience in researching and in the preparation of policy documents/ guidelines, and technical reports as they relate to transportation functions. Must be capable of setting key project milestones, including the determination of appropriate deliverables. Strong vendor management abilities and contract negotiation and monitoring. Ability to self manage in a timely and organized fashion. Working knowledge of relevant computer software applications. Knowledge of and demonstrated ability in the City’s core competencies. Valid Class “G” Ontario driver’s licence in good standing with a reliable vehicle when required, to utilize on City business. Ability to work outside normal business hours, as required.
