    AREA OF RESPONSIBILITY:
    Reporting to the Manager, Development Engineering Approvals, this professional position is responsible for guiding subdivision developments and site plans through the approval process effectively and efficiently. This ensures that designs meet City, engineering and legislative standards and protects public safety.
    1. Facilitates approval process. Organizes engineering activities in the approval process, with various internal and external agencies. Provides conditions of approval for Site Plans and Subdivision Development Agreements. Recommends approval of engineering plans after all required obligations (including legal and financial) are met.
    2. Provides engineering expertise. Analyzes engineering designs using computer system. Checks for accuracy of design works as prepared by Consulting Engineers. Ensures that adequate safety protections are provided, and that drawings and associated stormwater management reports and Geotechncial Reports are in accordance with provincial and municipal standards, specifications and guidelines. Ensures unnecessary maintenance costs are eliminated.
    3. Supervises engineering technologists. Provides day-to-day guidance and technical leadership to technologists. Distributes and assigns work. Conducts performance evaluations and recommends training & development. Provides input to divisional budgeting process and prepares annual report on activity.
    4. Representative on committees, to establish standards and criteria for all developments in the City. May represent Division on other committees and teams, meeting with external agencies, developers and landowners to provide advice as it relates to engineering work for future planning of subdivisions.

    SELECTION CRITERIA:
    • Degree/diploma in Civil Engineering.
    • Registered as a Professional Engineer (P. Eng.) or Registered Limited Licence with the Professional Engineers of Ontario (PEO).
    • Minimum 10 years experience (inclusive of E.I.T. experience) in a municipal or similar public sector engineering environment.
    • Proven ability to manage in a team environment.
    • Training in engineering computer applications Project Management experience and methodology.
    • Excellent communication skills (written and spoken) in English.
    • Conflict management and influence skills.

    The Capital Projects Coordinator is responsible for coordinating and managing capital engineering projects from conception through to completion of construction, you will prepare and issue Terms of Reference, RFPs, and RFQs, prepare and review detailed design and tender packages, administer contracts and coordinate critical path timelines for assigned projects utilizing budget management best practices. Additionally, you will prepare staff reports and presentations to Committee and Council, facilitate the Environmental Assessment process, and support the preparation of operating and capital budget submissions.

    Qualifications:
    •University degree in civil engineering or applied science
    •Minimum five years of relevant experience project management, contract administration, engineering design of municipal infrastructure, environmental assessments, stormwater management and budget management
    •Excellent skills in AutoCAD for design, drafting and technical drawing preparation
    •Strong customer service and communication skills
    •Valid Class ‘G’ license and clean driver’s abstract
    •Ability to provide a current Criminal Reference Check satisfactory to the Town of Ajax
    •Licensed by Professional Engineer Ontario as a Professional Engineer
    •This position may be scheduled to work up to six (6) Saturdays each year in accordance with the CUPE collective agreement.

    Salary - $73,892 - $78,187 per annum

    This temporary, full-time position (5 months) with the City of Markham's Engineering Department is an exciting opportunity to apply your negotiating skills together with your municipal infrastructure design and construction experience.

    Reporting to the Senior Manager, Municipal Inspections, Capital Contract Administration and Quality Control, you will be responsible for the coordination as well as the processing, review and/or approval of applications for residential infill service connections, overseeing the tender process, the coordination of contractors hired to complete these works, and the payment of invoices. As an Engineer, you will also be assigned other projects related to contract administration and quality control for capital projects, and will assist on other Engineering works, as required.

    KEY DUTIES AND RESPONSIBILITIES (DELIVERABLES)
    More specifically, as an Engineer, you will:
    •Receive applications related to service connections for new and infill properties.
    •Review and approve drawing submissions.
    •Coordinate with Purchasing any tenders related to service connections.
    •Create invoices in Cayenta to be sent to residents for payment prior to works being completed.
    •Input PO requests into Cayenta related to these service connections.
    •Contact the contractor and give the go-ahead to complete the requested works.
    •Coordinate the payment of all invoices received by the contractor.
    •Assist the Manager of Contract Administration and Quality Control in the procurement and management of engineering consultants, professionals and contract services.
    •Assist in overseeing contractors to ensure their compliance with relevant legislation, City standards, criteria, and corporate policies; and to ensure due diligence in the performance of the contract by providing documentation and interpretation of contractual rights and obligations of the Contractor and Owner.
    •Assist with negotiations, and make recommendations to the Manager for approval of additional works and field design revisions, as required, to correct design errors and omissions related to site conditions.
    •Assist the Manager with the negotiation of contractual claims and change of work orders, and with financial matters related to the construction contract.
    •Perform other duties, as assigned.

    Your professional profile as an Engineer will include:
    •Designation as a Professional Engineer (P.Eng.) licensed in the Province of Ontario.
    •A degree in Civil Engineering from a recognized university.
    •At least 3 years’ experience in municipal infrastructure design and construction.
    •Organizational abilities, professionalism and excellent written and oral communication, customer service and negotiating skills.
    •A valid Ontario Class G driver’s licence, a satisfactory driver’s abstract, and access to a personal vehicle for business purposes.
    •Considerable working experience in the municipal sector and an understanding of the municipal role in the review and approval of planning and engineering applications.
    •A working knowledge of the Municipal Engineering Design and Construction Planning Act, the Environmental Assessment Act, and the Ontario Occupational Health and Safety Act.

    The salary range for this temporary, full-time position is $72,506 to $82,399 per annum.

    AREA OF RESPONSIBILITY:
    Reporting to the Supervisor, Works Operations, this role oversees and co-ordinates the maintenance of all City assets within the right of way to ensure all public safety, vehicular and pedestrian while ensuring compliance to all related legislation. This will include inspecting work sites, investigating and resolving public complaints.
    •Assign all daily activities to crews and give instructions including locations, methods, and materials as well as set priority of accomplishments.
    •Trains and instructs workers in standard work procedures.
    •Review sites and check completed work to ensure standards are met.
    •Complete daily crew cards.
    •Responsible for the inputting and tracking of overtime and meal allowances.
    •Investigate and follow up on all customer service requests from IMS, City council and other departments
    •Order all materials relevant to work activities i.e., concrete, asphalt sod etc. while having input as to cost effectiveness, value and supplier performance
    •Advise Works Supervisor and other relevant departments or agencies of work activities and or completion of work.
    •Must be on call 24hrs to be available for all concerns and emergencies after hours to ensure that all public and City assets are safe.
    •Oversee all spring, summer and fall maintenance activities that would include: fences, boulevards, sidewalks, catch basins, roads, street sweeping, watercourse, shoulder grading, culverts, and guide rails.
    •Supervises all winter plowing, sanding, salting and hand work of roads, sidewalks, walkways, bus stops, and school crossings through City and contracted forces.
    •Responsible for the call out and co-ordination of all union, non-union, and contracted staff to operate upwards of 120 pieces of equipment.
    •Responsible for maintaining the road conditions in varying degrees of weather change.
    •Establish and identify new area’s and additions to route maps.
    •Supervision and training of all staff.
    •Respond to accident investigations or insurance claims ie; photo’s incident packages etc.
    •Routine rural inspections including mailboxes, ditch inlets culverts and possible flooding locations.
    •Leaf vacuum program.
    •Coordinate response to all spills.
    •Participates in staff meetings and attends grievance meetings as required.
    •Performs other duties as required.

    SELECTION CRITERIA:
    •High school education plus 5 years municipal construction experience with 2 years supervisory experience preferably in a unionized environment OR C.E.T. combined with management courses.
    •Knowledgeable in the Occupational Health & Safety Act; Highway Traffic Act; Employment Standards Act and other applicable legislation.
    •Excellent communication skills both oral and written.
    •Ability to work with deadlines and to lead staff.
    •Must be willing to be on 24 hour call when required.

    This position is responsible for the supervision, operation, and administration of the Policy and Standards Section within the Corporate Asset Management Branch of the Engineering Department. This position is responsible for developing, recommending, implementing and maintaining engineering infrastructure policies, standards, design guidelines and approved products for infrastructure assets. This position is responsible for leading the Corporate Policy and Standards Committee (CPSC), which reports through the Corporate Asset Management Working Group (CAMWG). This position works collaboratively to develop and maintain a governance structure and framework for engineering infrastructure policies, standards, design guidelines and approved products related to City-owned assets. In addition, this position is responsible for overseeing the review, revision and approval of municipal consent (MC) permits submitted to the City by utility companies for proposed works within City-owned rights-of-way and open spaces. Overall, this position plays an integral role in establishing and maintaining the foundation for managing all City-owned infrastructure assets to ensure assets are maintained in good working order to deliver the services that the City provides; to maintain community sustainability; and to provide a high quality of life through effective and innovative management of the City’s tangible assets.

    Applicants must have:

    Education (degree/diploma/certifications)
    •Three (3) year College Diploma in Civil Engineering Technology, Environmental Engineering Technology, or related discipline.
    •Eligibility for, and willingness to obtain certification as a Certified Engineering Technologist (C.E.T.) Designation through the OACETT. Full Certified Engineering Technologist (C.E.T.) Designation is preferred.

    Experience
    •Five (5) years of experience performing the above mentioned major responsibilities including supervisory /leadership (one year preferred) experience
    •Demonstrated procurement experience in securing consulting services

    Knowledge/Skill/Ability
    •Knowledge of engineering design and construction standards and principles related to municipal infrastructure, including but not limited to road and sidewalks, drainage systems, water distribution and sewer systems
    •Knowledge of the following standards and guidelines: Ontario Provincial Standard Specifications (OPSS); American Water Works Association (AWWA) Standard; American Society of Testing and Materials (ASTM);Canadian Standards Association (CSA) standards; Material Testing Procedures related to construction materials; Ministry of Transportation (MTO) Standards
    •Working knowledge of management principles, labour relations principles and collective agreement administration, and contemporary management practices

    •Demonstrated ability to:
    o interpret data, identify problems and make recommendations
    o think and act strategically
    o lead, coach, advise and support staff
    o build strong and enthusiastic staff teams
    o maintain a high standards of public relations at all times

    •Excellent interpersonal, project/time management, organizational, analytical, report-writing, communication, presentation, negotiation, prioritization, problem solving, and staff leadership and supervisory skills
    •Computer proficiency utilizing Microsoft Office Suite (Excel, Outlook, PowerPoint, Word) and MS Project (expertise level preferred)
    •Availability to attend evening and/or weekend meetings and/or to work outside of designated normal hours per week
