Job Summary:
-Manages total project delivery using in-house and/or external resources for major infrastructure construction and rehabilitation projects, including roadways, transitways, structures, sewers, water mains, pumping stations, treatment works, drainage works, lighting, solid waste/landfill sites, cycling facilities, traffic calming, transit improvements, streetscaping and related underground utilities.
-Responsible for all phases of the project delivery, from project inception through consultant selection (where applicable), public consultation, pre-design, detailed design, tendering, and award, to construction. Monitors, tracks and reports on project status, approves all project expenditures, arranges all project related testing, and handles commissioning/turnover to operating branches. -Assignments involve major or multiple projects that are highly complex, of multi-million dollar value and may require extensive public consultation and environmental assessment and may extend over multiple years.
-Participates in project identification, prioritization and planning; organizes the conduct of environmental impact assessment and other studies and all stages of the project lifecycle; contributes to the review/development of department engineering standards, and carries out other duties as assigned.
Statement of Qualifications:
-Four (4) year degree in Engineering or Applied Science
-A minimum of eight (8) years' professional experience in the planning, design and construction of municipal infrastructure including a minimum of five (5) years of project management experience
Knowledge of:
-Engineering planning, design, operations and construction/rehabilitation of municipal structures, infrastructure and utilities -Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, building, fire, health and safety, construction
-Processes for conducting and analysing environmental impact assessments
-Principles of project management, including cost containment/control and reporting
-Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers
-Processes for tendering and contracting work
-Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail and use of the Intra-Internets
-Protocols for responding to senior management/councillor inquiries, conducting public consultation and preparing reports, briefing notes and other communiqués
-Must possess the training, experience and knowledge to organize the work and its performance -Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures

Le titulaire gère la mise en oeuvre intégrale de projets majeurs de construction et de remise en état d'infrastructures, en faisant appel à des ressources internes et externes. Il s'agit notamment de routes, de voies réservées aux transports en commun, de structures, d'égouts, de conduites maîtresses, de stations de pompage, d'installations de traitement, de travaux de drainage, d'installations d'éclairage, de sites d'enfouissement de déchets solides, d'installations à l'usage des cyclistes, de mesures pour la fluidité de la circulation automobile, d'améliorations au réseau de transport en commun, de mesures liées à l'embellissement des rues, et des services publics souterrains s'y rattachant.
L'ingénieur principal est chargé de toutes les étapes de l'exécution des projets, ce qui englobe l'élaboration du projet, la sélection d'un expert-conseil (le cas échéant), les consultations publiques, la conception préliminaire, la conception détaillée, les approbations, l'appel d'offres, l'adjudication et la construction. Il surveille et suit de près l'évolution des projets et fait rapport sur ces derniers, en plus d'approuver toutes les dépenses liées aux projets, de prendre des dispositions pour la tenue de tous les essais liés aux projets et de s'occuper de la mise en service et du transfert de l'infrastructure aux directions opérationnelles. Les tâches qui lui sont confiées s'inscrivent dans le cadre de projets majeurs ou multiples, d'une grande complexité, qui se chiffrent en millions de dollars et qui concernent souvent de nombreux intervenants. Elles peuvent nécessiter de vastes consultations publiques et des évaluations environnementales et s'étendre sur plusieurs années.
Le titulaire participe à la détermination des projets, à l'établissement des priorités et à la planification; il organise la réalisation des évaluations environnementales et d'autres études, de même que toutes les étapes du cycle de vie du projet. Il collabore à l'examen ou à l'élaboration des normes d'ingénierie des Services et exécute d'autres tâches au besoin.

Major Responsibilities:
As a part of the Toronto Water management team, and reporting to the Director of Operational Support, the Manager Divisional Operations Services will be responsible for managing the inspection, monitoring, maintenance and operation of the trunk sewer system and major watercourses, including construction and maintenance of erosion control structures in the City of Toronto and to provide construction, excavation, haulage and hoisting services to the wastewater treatment plants and other Toronto Water facilities.
•Develops and implements detailed plans and recommends policies regarding program specific requirements.
•Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
•Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary and deals with related labour relations activities.
•Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
•Co-ordinates the construction and manages the operation, maintenance and administration of the wastewater collection system and the projects undertaken at the request of other Toronto Water facilities.
•Coordinates the construction of erosion protection and stream bed restoration projects.
•Participate in the design of new facilities to expand the system.
•Develops and maintains standards, specifications, practices and procedures for sewer operations, design and construction and directs clean up of wastewater and other spills to the environment.
•Manages an effective preventative maintenance program for increased operational reliability and reduced risk of failure through standard maintenance practices and fully document all activity in a work management system.
•Ensures 24 hour per day response to all emergency situations.
•Identifies and evaluates specific performance measures for the unit in order to improve operational performance by encouraging innovation, continuous improvement and strategic thinking
•Directs training and development programs for staff to meet certification regulatory requirements and related corporate policies and directives
•Manages, motivates and develops the unit’s staff ensuring high standards of work quality and organizational performance

Key Qualifications:
1. Significant management experience gained through progressively more responsible positions in wastewater collection and/or stormwater management that includes service delivery, financial and project management.
2. Excellent strategic thinking and planning skills, in combination with strong process flow skills; a sound ability in planning, a working knowledge of all relevant legislation, municipal programs and services.
3. Highly developed human relations, interpersonal, analytical and conflict resolution skills; and the ability to develop solid internal and external relationships.
4. Experience in business planning, strategic planning, service delivery, project management and operational issues.
5. Extensive experience in, and knowledge of, the principles and techniques of municipal water and wastewater engineering and operations.
6. A working knowledge of the methods and processes of water and wastewater treatment, collection, pumping and distribution.
7. Ability to establish effective working relationships with all stakeholders, employees, other divisions, outside agencies and/or politicians and other levels of government.
8. Experience preparing and managing both capital and operating budgets.
9. Must have use of a vehicle at all times and possess a valid current Province of Ontario Class "G" Driver's License and ability to obtain a City's Driver's Permit.
10. Demonstrated extensive knowledge and application of the Occupational Health and Safety Act and Regulations, Collective Agreements, related Labour Legislation and relevant policies and legislation.

Reporting to the Senior Public Works Supervisor, you will be responsible for the safe and effective operations of Public Works activities through the daily supervision of union staff, efficient scheduling of work programs, ordering materials, coordinating equipment, arranging for contractors and maintaining control of expenditures. Assume duties and responsibilities of Senior Public Works Supervisor as required.
You will be accountable for:
• Coordinating union staff, sub-contractors, and order materials and assign equipment as required in the completion of the daily work programs
• The direct day-to-day supervision and scheduling of all union staff, equipment and materials to ensure completion of the programs
• Monitoring staff workmanship, attitudes and production through efficient organization.

• Valid Ontario Class ‘D’ drivers’ licence with ‘Z’ air endorsement and a clean drivers’ abstract
• Certified Road Supervisor (CRS) accreditation (required)
• Heavy equipment operating skills and CPR with First Aid certification
• Computer literate in Microsoft Office; applied human relations skills
• Experience at working in conjunction with unionized employees and collective agreements
• Strong ability to supervise union staff at multiple tasks and under time constraints
• Demonstrates excellent teamwork abilities
• Sound judgement skills in evaluating staff, recruitment and disciplinary procedures
• Advanced problem-solving skills with the ability to develop alternative solutions
• Excellent knowledge of emergency response procedures
You will be required to work outside in severe weather conditions for extended period of time while dealing with the public, contractors, agencies and staff in potentially contentious situations. You will also be required to attend off - hour site meetings with residents and to work long hours, often 16 hours per day, during the winter season.
Compensation: The salary range for this full time position is $69,148 to $82,318 per annum.
