    POSITION SUMMARY
    • Review development proposals including Committee of Adjustment applications, Heritage Permit Applications, Site Plan Control, Zoning and Official Plan amendment, draft plans and plot plans for their impact on municipal infrastructure;
    • Review designs and estimates for subdivision and site plan development;
    • Consult with developers and engineers throughout the subdivision review process to clarify and resolve issues;
    • Coordinate subdivision review processes including the circulation of plans to internal departments and consolidation of comments for response to the developer;
    • Site inspections to monitor construction progress and identify deficiencies in future municipal assets;
    • Provide conflict resolution to situations involving developers, contractors, members of the public and investigate public complaints regarding proposed or existing developments;
    • Review building plot plans and lot grading certificates;
    • Work with Building Inspectors to facilitate various permits such as; pool permits, deck permits etc.;
    • Respond to legal inquiries regarding subdivision agreement compliance; 
    • Participate in pre-development consultations with consultants and developers;
    • Assist all other Engineering sections;
    • Complete special projects as assigned by the Manager, Infrastructure and Development and the Director of Engineering;
    • Other duties as assigned.

    QUALIFICATIONS, COMPETENCIES
    • Diploma in Civil Engineering Technology along with four years' related experience;
    • Registered or eligible to register with OACETT as a Certified Engineering Technologist within 12 months;
    • Knowledge of storm water management practices, water, sewer, gas, electric servicing an asset;
    • High Level of proficiency with AutoCad, Microsoft Word, Excel and Outlook;
    • Must possess and maintain a valid Class “G” driver’s license;
    • Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

    SKILLS, ABILITIES, WORK DEMANDS
    • Ability to communicate effectively with groups of people for the purpose of relaying City policy information and resolving conflicts;
    • Ability to write concisely and accurately;

    This senior management role calls for the expertise and leadership of a civil engineer who welcomes the opportunity to facilitate the delivery of efficient transportation services across our Region.

    As Director, Transportation, you will leverage your municipal transportation management experience to direct the Transportation Division in the planning, design, construction, maintenance and operation of a state-of-the-art, upper-tier road network that will enable the safe, efficient and liability-free movement of people and goods.

    KNOWLEDGE, SKILLS & ABILITIES REQUIRED

    To assume the role of Director, Transportation, you will have the following profile:
    • Comprehensive knowledge of transportation operations and administration, and ability to direct the planning, design and development of transportation-related infrastructure (including engineering, operational, administrative and financial requirements) in order to identify, and respond to, community and corporate transportation needs, normally acquired through the attainment of a bachelor’s degree in Civil Engineering, plus progressively responsible experience in municipal transportation management.
    • Eligibility for membership in Professional Engineers Ontario.
    • Thorough knowledge of highway and urban road design principles, relevant provincial and federal standards, and relevant portions of the Regional Official Policies Plan, the Highway Traffic Act, the Highway and Transportation Improvement Act, the Municipal Act, the Planning Act, the Occupational Health & Safety Act, and the Environmental Assessment Act.
    • Facilitation, negotiation, mediation, public relations, and presentation skills in order to defend priorities and balance objectives in a political environment, and resolve highly controversial issues.
    • Leadership and human relations skills to develop, motivate, direct and support staff in achieving short- and long-term objectives.
    • Ability to participate as an effective team member and to support and project values compatible with the organization.
    • Computer skills and knowledge of software packages used in specific traffic database applications.
    • Ability to travel to various locations within and outside Waterloo Region.
    • Ability to write and present comprehensive technical reports to Standing Committees and Regional Council, as well as compose policies, reports, letters and other documents requiring complex descriptions and explanations to provincial ministries, engineering and planning consultants, developers and the public.
    • Ability to make presentations to the public, politicians, senior staff, and provincial and federal ministries, using verbal and audio-visual communication skills as well as political tact and diplomacy.

    This is an exciting opportunity for a civil engineer to play a key leadership role in ensuring that our Region continues to meet the municipal service needs of businesses and residents.

    As Director, Design and Construction, you will draw on your progressive experience in all facets of municipal engineering to direct the Division in the planning, design and construction of water supply, wastewater treatment, solid waste and transportation facilities, in order to provide effective, safe, efficient and liability-free municipal services to the public.

    KNOWLEDGE, SKILLS & ABILITIES REQUIRED

    To assume the role of Director, Design & Construction, you will have the following profile:

    PROJECT ENGINEER – ENVIRONMENTAL ASSESSMENTS

    POSITION DUTIES:
    Under the direction of the Senior Project Engineer – Environmental Assessments, assists for a variety of engineering assignments related to or in association with capital project engineering including leading the City’s technical staff in environmental assessments.

    •Assists in the preparation of annual project budget by preparing cost estimate of projects including cost of engineering, environmental assessments, design, inspection, surveying, utility relocation, construction and related costs;
    •Administers capital work projects by formulating designs, preparing schedules, guiding technical staff in the collection of all pre-engineering data collection and analysis;
    •Conducts environmental assessments, requests for land acquisition and participates in negotiations;
    •Manages the design of Capital projects to ensure the design meets design standards, safety, economics and environmental concerns;
    •Obtains all project approvals from Government bodies and various agencies;
    •Assists in the preparation of request for proposals, arranges the award of the contract, certifies contract payments and certifies the satisfactory completion of project;
    •Liaises with other public bodies - Brampton Hydro, Region of Peel, Consumers Gas, etc. regarding the relocation of utilities to accommodate new construction;
    •Liaises with other City Departments on projects and duties of joint interest and for specific input;
    •Advises and assists other Civil Engineers and other Professionals regarding Municipal Engineering matters throughout the City.

    MINIMUM QUALIFICATIONS:
    •Degree in Civil Engineering, plus courses in Public Administration/Financial Management are assets;
    •5 years experience in the Municipal Engineering field; 
    •Supervisory experience with technical staff; 
    •Member of Professional Engineers of Ontario;
    •Must have knowledge of the Municipal Class Environmental Assessment;
    •Must have training in engineering computer applications, word processing and spreadsheet applications;
    •Training in project management is an asset;
    •Excellent communication skills both oral and written;
    •Ability to work with deadlines;
    •Report writing skills and excellent presentation and negotiations skills.

    ASSET MANAGEMENT SPECIALIST (2 Positions)
    (Engineering Services: Roads and Water/ Wastewater) (FILE #14-2002-LC)

    Reporting to the Manager of Capital Planning and Infrastructure and to the Manager of Corporate Asset Management procedurally, the Asset Management Specialist provides a lead role in the development, implementation, and administration of a lifecycle management plan including a long term capital forecast for all major lifecycle expenditures for the City’s linear infrastructure assets, including but not limited to roads, bridges, sidewalks, streetlights, watermains, sewers, etc; Develops and implements asset management policy and procedures; Works in partnership with City departments to acquire an asset management work plans that is corporately integrated for City assets, in consideration of the capital budget reserve fund including risk management analysis of capital funding requirements.. Establishes risk management practices in life cycle cost analysis and performance engineering, to prioritize expenditures in collaboration with the Manager of Corporate Asset Management. Provides technical support on the management and maintenance of the municipal infrastructure and reports on the state of local infrastructure on an annual basis for the Public Works Commission.

    Qualifications and experience:
    -Successful completion of a three (3) year College Diploma in Technical / Engineering e.g. CET Architectural, Estimating or Quantity Surveying, or related field of study or suitable equivalent.
    -Minimum of five (5) years multi-disciplinary experience in asset management related projects and activities. Demonstrated technical knowledge of various trades involved with environmental systems/services, building technologies and building infrastructure. Preferably within a municipal environment.
    -Knowledge of Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act, Planning Act and associated Acts, By-Laws and Regulations.
    -Must possess an understanding of multi-disciplinary asset requirements to effectively develop and maintain asset policies and valuation methodologies in the operation, maintenance and upgrade of municipal infrastructure.
    -Knowledge of financial planning and procurement processes and practices, including capital and operating budgeting and cost estimation required.
    -Knowledge in and ability to apply project management tools and methodologies.
    -Proven proficiency and application in utilizing computer equipment and related software applications, i.e. Microsoft Office Suite, Excel, Word, etc.
    -Demonstrated technical competence utilizing asset management related technologies, both hardware and software solutions.
    -Demonstrated experience in cost benefits analysis and risk management analysis and processes.
    -Excellent organizational, analytical, problem solving skills, including the ability to organize and analyze data and information from a variety of sources and compile into recommendations for action with the potential for corporate and long-term impact.
    -Demonstrated and effective oral / written communication skills and the ability to produce comprehensive reports and recommendations based on detailed analysis for varied audiences (e.g. with staff, elected officials, external agencies and members of the public).
    -Ability to deal courteously and effectively with various groups, including but not limited to the general public, staff, and other levels of government, consultants, contractors, facility users and elected officials.
    -Knowledge of and demonstrated ability in the City's core competencies and relevant functional competencies.
    -A valid Ontario Class “G” Driver’s License in good standing.
    -Ability to work outside normal business hours, as required.
