    Reporting to the Senior Public Works Supervisor, you will be responsible for the safe and effective operations of Public Works activities through the daily supervision of union staff, efficient scheduling of work programs, ordering materials, coordinating equipment, arranging for contractors and maintaining control of expenditures. Assume duties and responsibilities of Senior Public Works Supervisor as required.

    You will be accountable for:

    • Coordinating union staff, sub-contractors, and order materials and assign equipment as required in the completion of the daily work programs
    • The direct day-to-day supervision and scheduling of all union staff, equipment and materials to ensure completion of the programs
    • Monitoring staff workmanship, attitudes and production through efficient organization.
    • Regular decisions up to a value of $5000
    • Periodically inspecting work sites to check that staff are working in a safe and productive manner and perform their duties having respect for the practices prescribed by the Occupational Health and Safety Act and related statutes
    • Training and preparing union staff for the completion of tasks to the maintenance and construction standards of the municipality
    • Providing quality customer service to residents, outside agencies and departments
    • Preparing/Checking daily work orders to confirm they are completed properly, including labour rate codes; equipment; materials from outside sources; contracted services; store items
    • Organizing, confirming, and presenting invoices for materials and contract services for approval
    • Assisting in the development of annual budgets for both the Region and Public Works; planning works programs, then monitoring activities to ensure they are completed within budget limits
    • Supervising the complex winter control operations, requiring ingenuity and collaboration, without assistance from senior staff, to ensure maximum effectiveness with the least amount of materials used
    • Reviewing concerns from the public regarding Public Works maintenance activities and negotiating appropriate actions to respond to the concern
    • Thorough knowledge and understanding of MMS Reg. 239
    • Scheduling and confirming road patrols completed as required by the MMS
    • Scheduling and confirming completion of maintenance works resulting from the road patrols in accordance with Town standards
    • Performing all other related duties as assigned

    You possess:
    • 2-year Engineering Technician degree or the equivalent of education and experience
    • 9 years of experience in a municipal public works supervision environment
    • Valid Ontario Class ‘D’ drivers’ licence with ‘Z’ air endorsement and a clean drivers’ abstract
    • Certified Road Supervisor (CRS) accreditation (required)
    • Heavy equipment operating skills and CPR with First Aid certification
    • Computer literate in Microsoft Office; applied human relations skills
    • Experience at working in conjunction with unionized employees and collective agreements
    • Strong ability to supervise union staff at multiple tasks and under time constraints
    • Demonstrates excellent teamwork abilities
    • Sound judgement skills in evaluating staff, recruitment and disciplinary procedures
    • Advanced problem-solving skills with the ability to develop alternative solutions
    • Excellent knowledge of emergency response procedures

    You will be required to work outside in severe weather conditions for extended period of time while dealing with the public, contractors, agencies and staff in potentially contentious situations. You will also be required to attend off - hour site meetings with residents and to work long hours, often 16 hours per day, during the winter season.

    Compensation: The salary range for this full time position is $69,148 to $82,318 per annum.

    MANAGER, TRANSPORTATION PROJECT MANAGEMENT OFFICE #16725

    INFRASTRUCTURE MANAGEMENT AND PROJECT MANAGEMENT OFFICE
    Location: East Gwillimbury, Ontario. This is a Non-Union position.
    Full-Time, Salary $107,343 - $126,263 annually

    Reporting to the Director, Infrastructure Management and PMO, is responsible for providing leadership and direction in order for the Transportation Department Project Management Office to increase the certainty of projects and programs and meeting time, cost, quality and service delivery targets; increasing the success of projects and programs meeting Department and Corporate objectives; increasing the delivery of Department projects and programs; and to make more effective use of resources across all projects and programs.

    QUALIFICATIONS

    •Successful completion of a University Degree in Engineering, Business Administration, Information Technology or related program or approved equivalent combination of education and experience.
    •Minimum five (5) years project management experience in delivering civil infrastructure projects, including supervisory or leadership experience, and administrative/operational experience in the municipal infrastructure industry (e.g. Water/Wastewater, Solid Waste or Transportation).
    •Designated Project Management Professional in accordance with the Project Management Institute or approved equivalent, such as Six Sigma designation.
    •Experience and understanding in Municipal Capital Program Delivery Performance Monitoring, including project delivery in terms of processes, practices, information, data, information systems, reporting and organization/people.
    •Demonstrated knowledge of relevant regulations, guidelines, procedures, standards and legislation. •Knowledge of and demonstrated ability in corporate core competencies including customer services, communication, teamwork, initiative/self-management, accountability, and flexibility/adaptability.
    •Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgment, representation and professionalism and job knowledge.
    •Demonstrated ability to communicate financial results and analytics to non-finance staff and experience collaborating with Risk Management, Finance, IT and other specialists to improve probability for project delivery success.
    •Contemporary supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, and labour relations principles and practices.
    •Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.

    PROGRAM MANAGER, DATA AND FORECASTING #16724
    TRANSPORTATION AND COMMUNITY PLANNING DEPARTMENT
    INFRASTRUCTURE MANAGEMENT AND PROJECT MANAGEMENT OFFICE
    Location: Newmarket, Ontario. This is a Non-Union position.
    Full-Time, Salary $98,795 - $116,171 annually

    Reporting to the Manager, Transportation Planning, is responsible for managing the development, maintenance and application of travel demand forecasting tools and data requirements in support of Transportation Master Plans, road and transit Environmental Assessments and other transportation planning studies; performing model validation and calibration of travel demand forecasting scenarios and review of technical reports; supervising analysis of travel demand characteristics for emerging trends and needs; enhancing the modelling and transportation research and data functions of the Region’s transportation planning group, in collaboration and coordination with internal stakeholders, local municipal staff and GTHA transportation agencies.

    QUALIFICATIONS

    •Successful completion of a University degree in Urban Planning, Transportation Engineering or Planning or related discipline or approved equivalent combination of education and experience.
    •Registration with a recognized professional planning or engineering organization.
    •Minimum three (3) years demonstrated experience managing travel demand forecast models and transportation data and research projects.
    •Thorough knowledge of transportation demand modelling theory and practice, modelling and forecasting techniques and tools, transportation planning principles, methods and legislation, GTA context and roles of different levels of government.
    •Demonstrated knowledge and experience with EMME, Dynameq, Synchro, Arcview/GIS, and/or other key transportation planning, statistical analysis, and database software tools.
    •Demonstrated knowledge of transit systems, roads planning, transportation demand management, and sustainable transportation principles, concepts, practices, methods and legislation.

    Position Overview:
    This position is one of three field services technicians responsible for assisting with development and administration of a full range of operational programs relating to the maintenance of the city’s roadway & park assets, including roads, sidewalks, storm water systems, trees, flower beds, sport fields, etc. This particular vacancy is primarily responsible for program development and project management in the delivery of roads and parks maintenance services and capital programs, including: asphalt overlay, sidewalk repairs, surface treatment, traffic operations, street lighting, storm drainage, and winter control operations.

    Responsibilities:
    The Field Services Technician - Roads responsibilities will be primarily responsible for:
    •Preparing annual work programs, including identifying required resources and budget. •Tender/Quotation preparation, including development of specifications, evaluating submissions and making recommendations for award.
    •Project management and contract administration, including supervising contractors to ensure work is completed according to specifications, on time and on budget, reviewing and approving payment certificates, chairing site meetings and responding to resident concerns regarding each project.
    •Monitor winter control contractors for performance and confirm monthly payments.
    •Inspecting and evaluating city assets, and generating work orders for routine maintenance.
    •Researching new technologies and methods, and evaluates their applicability for adoption by the city. 

    Requirements:
    The successful candidate will have a three year college diploma in engineering technology or equivalent training, and a minimum of two years related experience. Registration as a C.E.T. or acceptable equivalent is considered an asset given the focus of this particular vacancy. The incumbent will be highly knowledgeable regarding road rehabilitation and maintenance practices, and proficient in program development, tender preparation and contract administration. This is complemented by experience with GIS, GPS technologies, and work order management systems, in addition to MS Office products. Applicants will also possess strong project management, communication and organizational skills.

    Rate of Pay: $57,429 to $71,786

    PROJECT ENGINEER
    – PERMANENT, FULL TIME

    Position Summary:

    The Project Engineer directs all aspects of engineering project management, assists with the planning, environmental assessment, design and construction of road, intersection and bridge expansions and improvements. The Project Engineer coordinates environmental impact studies, long range planning and assists with annual budget preparations.

    The incumbent is also responsible for assisting with the preparation of reports to County Council on matters relating to land management and acquisition activities for compliance with municipal regulations and provincial legislation.

    Position Requirements:

    The successful candidate will hold a University degree in Civil Engineering, along with a minimum of 7 years or recent related experience in road, intersection and bridge design and construction. Additionally, they will possess thorough knowledge of engineering principles, practice and terminology related to road and bridge design, as well as the ability to interpret and prepare basic legal documents. Membership in the Professional Engineers Association of Ontario as well as a Class G Ontario Driver’s are also requirements of this position.

    Compensation Information
    $80.895 - $96,041 per annum
