Responsible for: Managing the daily operations of the Design and Construction Division and the coordination and management of specialized infrastructure and capital works projects including design and construction of municipal works, Environmental Assessments, engineering studies and project administration. Qualifications and experience: • University Degree in Civil Engineering or suitable equivalent. • A Professional Engineer (P.Eng), in good standing with the Professional Engineers of Ontario (PEO). • Minimum of six (6) years’ of progressive experience in the design and construction of municipal linear infrastructure projects. • Project Management Professional (PMP) designation with the Project Management Institute. • Demonstrated leadership ability to lead, plan and manage the work of others. • Extensive knowledge of the principles of civil engineering, materials and methods of construction, and considerable knowledge of the other branches of engineering. • Knowledge of financial reporting processes, including budget preparation, budget controls, expenditure forecasting. Experience in preparation and interpretation of financial reports. • Proven abilities in customer service, communication, teamwork, initiative/self-management and accountability, and flexibility/adaptability. • Highly developed interpersonal and communication skills (oral and written), with the ability to effectively communicate at all levels of the organization; including highly effective negotiation, facilitation and conflict resolution skills. • Highly proficient in computer applications utilizing MS Office, AutoCAD, mapping/GIS, and other design related software/databases. • Comprehensive knowledge of the Construction Lien Act, the Occupational Health and Safety Act (OHSA), Environmental Assessment Act, Employment Standards Act, and other relevant legislation. • Knowledge of and demonstrated ability in the City's core competencies and relevant functional competencies. • Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment. • Valid Ontario ‘G’ Driver’s License in good standing with a reliable vehicle for business purposes. • Ability to work outside normal business hours, as required. The District’s operations are diverse and complex and consist of 10 wastewater systems and 8 water treatment facilities spanning throughout Bracebridge, Gravenhurst, Huntsville, Bala, Port Carling, MacTier, Port Severn, Port Sydney and Baysville. With your team of more than 40 staff and $12.5M budget, you will provide safe and reliable water services to the Muskoka Region.
With your engineering training and credentials as a Professional Engineer or Class 4 Water Certificate and Wastewater License, you are a seasoned professional with at least 7 to 10 years of experience managing staff. Responsible for:
Responsible for oversight and direction of special studies and projects within the Public Works Commission; assisting the Commissioner and Directors in coordinating and overseeing cross-departmental project teams; identifying policy gaps and assessing operational and customer service improvement opportunities in the Commission’s business areas; developing and maintaining project schedules and coordinating the work of internal staff and external consultants. Manages and undertakes specialized studies and retains external consultants to perform research and provide recommendations on policy, program, and organizational issues. Formulates reports, implementation strategies, and initiatives, and presents study results for buy-ins and approvals and maintains confidentiality of same.
Qualifications and experience:
-Successful completion of a University Degree in Engineering, Business Administration, Public Administration or suitable equivalent.
-Working familiarity with the Project Management Professional (PMP) body of knowledge. PMP certification is considered an asset.
-Possesses a minimum of five (5) years’ of progressive and higher level responsibility related experience with at least three (3) years’ of direct project management experience.
-Strong knowledge of financial management, technology management, and internal controls.
-Demonstrated success in project delivery and execution of project management methods. Including highly effective negotiation, facilitation, and conflict resolution skills.

Job Summary
This is a leadership and integration role for strategic development engineering to support the long term growth of Niagara. This will be accomplished by managing, review and approval of all complex development engineering applications, leading the legal agreement process for infrastructure improvements associated with development, facilitating problem resolution between developers, local municipal partners, and the Region, auditing municipal servicing applications, managing the process for Transportation Impact Studies and Storm Water Management review associated with development and associated Regional infrastructure requirements/improvements, leading the Regional infrastructure requirements/improvements associated with future growth/development scenarios, alignment of development/growth projects in the 10 year capital forecasts, preparing related development engineering policies and procedures, and providing technical guidance and leadership to staff.
The position provides a management and integration role in working with cross-functional teams across the Planning & Development Services Department and other divisions in the Public Works Department, Local Municipalities, as well as other Regional Departments. This position is responsible for facilitating engineering solutions that coordinate complex development applications with Regional and local infrastructure while providing customer service to Regional departments, local municipalities and developers to ensure the best development solutions move forward. This will include complex development applications, infrastructure planning, and fair financial contributions of all parties. A strong knowledge of transportation, stormwater management, and servicing plans with a background in planning/land use decisions is important as this will assist in the analysis, preparation and implementation of projects, policies and process improvements that deliver alignment with supporting growth management and Regional Council’s Business Plan.
This role is part of a flexible management team working in a collaborative environment with area municipalities, developers and consultants as well as Regional Council to deliver our services in alignment with departmental and corporate objectives.
Education
• Bachelor of Science or Bachelor of Engineering, Civil or Environmental preferred.

Job Summary
