Manager of Wastewater & Stormwater Services

Responsible for the oversight, coordination, business planning and execution of the City’s provision of Wastewater and Stormwater Services to the City’s residents and businesses. Directly managing the activities of the Wastewater/Stormwater Division of Environmental Services, which encompasses wastewater and stormwater infrastructure planning, operations, technical services, studies and projects, and capital planning; including the implementation of service procedures and establishing project priorities. Responsible for the administration of operational contracts, equipment tenders, maintenance programming of the division, budget preparation, preparing reports and recommendations. Participates on various municipal committees, liaises with other levels of government, and ensures maintenance of established service levels. Responds to and/or addresses inquiries from the public, Council, contractors and City staff.
Qualifications and experience:
Successful completion of a University Degree in Civil Engineering from an accredited university and registered as a Professional Engineer (P. Eng.) with Professional Engineers Ontario and possesses a minimum of seven (7) years proven, progressive and more responsible related work experience with at least 5 years of supervisory experience of both union and non-union staff (inclusive of EIT experience), preferably in municipal environment.

Successful completion of a three (3) year Community College Diploma in Civil Engineering Technology and full membership in the Ontario Association of Certified Engineering Technicians and Technologists as a Certified Engineering Technologist (CET) or a Bachelor’s degree in Environmental Science or related program and possesses a minimum of nine (9) years proven, progressive and more responsible related work experience with at least 5 years of supervisory experience of both union and non-union staff, preferably in a municipal environment.
-Preferred candidates will hold a valid Wastewater Collection Level 3 or higher license, as issued by the Ontario Ministry of Environment and Climate Change.
-Proven leadership skills demonstrated through coaching, mentoring, change management and continuous improvement capabilities.
-Thorough working knowledge of contemporary maintenance management methods and municipal sanitary and storm sewer maintenance and operational processes
. -Knowledge of collective agreement administration and labour relations principles and practices and “Competent” under Occupational Health and Safety Act.
-Demonstrated results/achievement and focus in, human resources management, leadership, financial management, business planning, decision making/judgement.
-Proven abilities in customer service, teamwork, initiative/self-management, accountability, and flexibility/adaptability.
-Strong report writing and project management skills, with the ability to achieve program objectives successfully while working towards tight deadlines.
-Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment.
-Excellent interpersonal skills coupled with highly developed communication skills (oral and written), with the ability to effectively communicate with staff, all levels of the organization and the public including highly effective negotiation, facilitation and conflict resolution skills.
-Proficient computer skills, including good working knowledge and application of word processing, database, spreadsheet and e-mail software applications as well as electronic purchasing systems.
-Knowledge of and demonstrated ability in the City's core competencies and relevant functional competencies.
-Flexible and available to work irregular hours including weekends as required.

DIRECTOR, CAPITAL CONSTRUCTION
SALARY RANGE: $134,494.00 - $168,118.00 PER ANNUM
POSITION DUTIES:
Under the direction of the Executive Director, Maintenance & Operations, as a member of the divisional leadership team, this position is responsible for leading the Capital Construction Section of the Maintenance and Operations Division, which includes Construction, Infrastructure Planning and Design and Engineering Services.
•Directs activities including assignment of tasks, training and development, performance reviews/appeals, grievance responses, discipline and makes recommendations regarding promotions, demotions and terminations.
•Establishes strategic direction, monitors performance and productivity levels, develops, revises and implements systems as required to align with and meet departmental and corporate strategic goals; develops and revisits the service plan to ensure it reflects changing patterns of demands on operation activities and to ensure appropriate allocation of operation resources.
•Formulates, administers and monitors the annual budget (current and capital) on a regular basis; participates in the presentation of the yearly budget requests to the Budget Committee.
•Directs the development of the Division’s 10-year Capital Works Program.
•Promotes a service orientated culture and focus within the division through teamwork and open exchange to improve effectiveness while encouraging input from staff to empower and achieve results.
•Provides guidance and support to staff to ensure they are successful; ensures staff development reflects the business requirements of the organization.
•Develops new programs and services for clients; conducts research on new trends in the marketplace and recommends business strategies, if appropriate.
•Assesses impact of change, makes related decisions in keeping with the vision adopted by the City, and oversees the implementation of modifications.
•Develops and reviews reports to Council.
•Liaises extensively with members of Council and City staff and represents the department at Council and committee meetings.
•Complies with, analyzes and interprets regulatory or legal standards such as: The Highway Traffic Act; the Occupational Health & Safety Act, Environmental Protection Act, etc.

MINIMUM QUALIFICATIONS: • University Degree in Civil Engineering • 10 years of progressive managerial experience • Member of Professional Engineers of Ontario is required • Courses in Public Administration/Financial Management an asset • Managing staff in a unionized environment within the Municipal context would be preferred • Must possess ability to articulate a vision, to develop short and long-term strategies and to effectively manage multiple priorities and projects of varying size, scope and diversity • Experience in writing analytical reports/studies with ability to identify problems, analyze and interpret complex data • Well-developed team leadership, supervisory, conflict resolution and negotiation skills • A prerequisite of sound financial acumen to effectively manage within budget constraints is required • Must have thorough knowledge and understanding of relevant standards, statutes, regulations and by-laws, as well as understanding of construction, infrastructure planning and engineering principles. ** Various tests and/or exams may be administered as part of the selection criteria. -

Reporting to the Commissioner of Transportation and Public Works, this position is responsible for the effective and efficient operation of Roads right of way maintenance programs and fleet services for (Public Works and Community Services, Planning and Bylaw), building maintenance for assigned properties as well as animal control and pound contract services and oversees Administrative services for the Public Works Division. Duties include; Responsibility for budget control, (reviewing and providing recommendations as required for tax, rates and fleet operating and equipment replacement budgets; Setting service standards, creating policy and procedures for the Division and ensuring they are carried out; Representing the department in various meetings, task forces, etc., with internal and/or external contacts concerning Public Works operations; Reviewing all engineering plans concerning Public Works and providing comments prior to implementation; Ensuring staff review new methods, materials and equipment, and that they implement applicable items in timely manner; Receiving, investigating and resolving public concerns and complaints as per policies, procedures and authority; Representing the Corporation as an expert witness in legal matters; Representing the department in Employee Relation matters and contract negotiations; Attending meetings of senior management, General Committee and Council as required; Primary Public Works contact for the City’s Emergency Plan; Acts as backup to department head as required, etc., while ensuring employees work in compliance with the Occupational Health and Safety Act, regulations and Corporate Health and Safety Policies and Procedures.
MINIMUM REQUIREMENTS FOR THIS POSITION ARE:
Possession of a Bachelor of Applied Science in Civil Engineering, or related field, a current Professional Engineers of Ontario membership with a minimum of eight years Municipal Engineering experience, or a Certified Engineering Technologist designation with a minimum of fifteen years Municipal Engineering experience, including at least five years supervisory experience in a unionized Public Works operation. As well, possession of valid Class II Waste Water Collection and Water Distribution licenses would be an asset, along with a comprehensive understanding of collective agreements and the negotiations process.
This position has an annual salary range of $108,309 to $132,084 (35 hours/week). The regular hours for this position are 7:00 a.m. to 3:00 p.m., Monday to Friday, and a comprehensive benefit program is available.

The City of Cambridge currently has two (2) openings for the above-noted position.
Reporting to the Manager of Design and Approvals, within the Engineering Infrastructure Division of the Transportation and Public Works Department, this position is responsible for the following duties:
Act as Project Manager for municipal infrastructure (re-)construction projects, including: terms of reference preparation, consultant selection coordination, providing direction to the consultant, budget-tracking, chairing public meetings, preparing reports to Council and other committees, preparing tender documents, reviewing and recommending tender awards, responding to stakeholder inquiries both verbally and in writing, chairing pre-construction site meetings, investigating and mitigating unforeseen field conditions and conflicts;
Perform Contract Administrator Duties and/or Field Inspection Services for municipal infrastructure (re-)construction projects as needed, including: chairing progress site meetings, performing field inspection services, monitoring and evaluating contractor’s performance, reviewing and approving/rejecting contractor change orders, reviewing invoices, preparing progress payments, inspecting completed work and recommending release of holdback/securities;
Prepares designs for municipal infrastructure (re-)construction and rehabilitation projects for sanitary sewers, storm sewers, watermain, roadways and/or structures, including: reviewing existing records and drawings, arranging for (additional) surveys, undertaking design calculations, preparing detailed cost estimates, coordinating land acquisitions for road widening and easements, etc. Checks and certifies all designs with Professional Engineering stamp;
Coordinates engineering projects with various levels of government, government agencies, utility companies, railways, consultants, contractors and others;
Investigates problems or failures in the watermain distribution and sewer collection systems and makes recommendations for repair, replacement or upgrading;
Receives, investigates and responds to complaints from the public. Organizes and conducts engineering investigations regarding municipal infrastructure, in response to requests from Members of Council, City staff and the public, including: site investigations, data collection, analysis of condition and design parameters in accordance with legislated and City standards, development of recommendations, budget preparation, preparation of written correspondence and staff reports to General Committee as required, providing direction to Public Works or contractors and performing follow-up inspection. Responds by telephone, e-mail or at counter to engineering inquiries/complaints;
Acts as Project Manager for municipal infrastructure projects requiring Municipal Class Environmental Assessments (EAs), including: terms of reference preparation, consultant selection coordination, providing direction to the consultant, budget-tracking, chairing public meetings, preparing reports to Council and other committees, responding to stakeholders and ensuring compliance with legislative requirements of EAs;
Represents the Division, Department and/or Corporation on Regional: Environmental Assessments (EAs); Master Plans (MPs); Studies; detailed design; (re-)construction; Steering and Project Teams and other projects, as assigned. Coordinates Departmental review and provides (compiled) comments to the Region. Assists in the preparation of budget estimates and monitors cost-shared expenditures and/or (sole) City portions on Regional projects to ensure compliance with budget allocation amounts;
Develops strong working relationships with regulatory agencies. Prepares complete application forms and files for approval of design and permitting from various agencies, including: Grand River Conservation Authority (GRCA), Ministry of Transportation (MTO), Ministry of the Environment (MOE), Ministry of Natural Resources (MNR), Department of Fisheries and Oceans (DFO), Transport Canada (TC) and railways. Ensures designs comply with applicable regulations of all levels of government;
Contributes to Design and Construction Engineering Standards; Standard Operating Procedures (SOPs); Policies and Best Practices documents, including review of current procedures, research of best practice methodologies of other jurisdictions and development of recommendations;
Provides information to update Asset Management Systems for roads, structures, storm sewers, sanitary sewers, watermains, etc. records to reflect completed construction and/or current condition;
Provides design expertise and technical guidance to other City Divisions and Departments regarding Design and Construction Standards, Specifications, Policies, etc.;
Provides technical review of engineering submissions regarding sewer discharges and provides recommendations to Public Works Operations staff;
Reviews and provides comment with respect to development applications, including: site plans for new private services, site grading and Stormwater Management (SWM) and approval of design according to applicable legislation. Prepares cost estimates for new services installation and extension of municipal storm, water and sanitary main costs, as applicable. Follows up with complaints and inquiries from the Public with respect to site servicing, grading and (stormwater) damage. Responds to inquiries and issues regarding Letters of Compliance for site Servicing, Easements, Right-of-Ways and Outstanding Work Orders. Implements current Low Impact Development Standards in the site development approvals process to reduce the impacts of development; Sizes water meters for use in industrial; commercial and other land-uses in accordance with American Water Works Association (AWWA) standards/practices;
Examines proposed designs for service connections (including restorations) within the municipal right-of-way and prepares cost estimates for the same;
Prepares Local Improvement documentation, as required under the Local Improvements Act (LIA), including: preparing cost estimates; collecting information for notifying owners; advertising; preparing design; arranging construction and preparing final cost assessment against property owners. Attends Court of Revision for appeals from property owners on assessments, as required; Acts as back-up to Manager of Design and Approvals.
Minimum Requirements for this position are:
Possession of a Bachelor’s Degree in Civil Engineering, a Professional Engineer with Professional Engineers Ontario (PEO) License and a valid Driver’s License are required, along with 3-4 years’ experience in Design and Construction of Municipal Infrastructure including Roads, Sewer, Watermains and Stormwater Management (SWM) Facilities, proficiency in Engineering Software applications including Microsoft Office and Microsoft Project, Project Management of Consultants for Detailed Design and Construction Administration and Public Speaking / Chairing Public Meetings.
This position is within Grade 5 of the Non-Union Salary Schedule and has an annual salary range of $76,034 to $92,724 (35 hours/week), and a comprehensive benefit program is available.
