    JOB SPECIFICATIONS:
    -Must be a graduate from a recognised University in Civil Engineering
    -Must be a registered Professional Engineer (P. Eng.) with membership in P.E.O. -Minimum of five years of progressive municipal road maintenance and/or construction experience is required.
    -Experience in dealing with senior management and elected officials on sensitive/political issues
    -Experience in vendor management, contract negotiation and monitoring would be beneficial
    -Demonstrated leadership abilities, along with experience in supervision of staff
    -Well-developed written communication skills are required for contract preparation and preparation of correspondence to council, public and contractors.
    -Good judgement, tact and diplomacy as demonstrated through excellent interpersonal skills are required
    -Strong strategic and analytical skills balanced with a pragmatic, results-oriented approach
    -Must demonstrate good organizational and time management skills with ability to self-manage
    -Demonstrated ability to work independently and as a part of a multi-faceted team with both internal and external interests
    -Relationship building with key internal / external stakeholders including the development and delivery of presentations of a technical or political nature.
    -Demonstrated ability to initiate and execute projects utilizing sound project management principles, best practices and theories
    -Experience with various software applications with above average abilities in MS Office
    -Experience with INFOR Public Sector Application Software is considered an asset
    -A valid Ontario Class 'G' driver's license and availability of personal vehicle

    PRIMARY RESPONSIBILITIES:
    Under the direction of the Manager, Works and Technical Services the successful candidate will:
    -Provide direct supervision and coaching to the Maintenance Contract staff.
    -Undertake the overall management of all contract maintenance activities, as well as other functions related to maintenance of the City’s road and watercourse system.
    -Administer all maintenance contracts including budgeting, estimating contract preparation and contract supervision.
    -Assist in winter maintenance, street sweeping and leaf collection activities including contract preparation, progress payments and assignment of contractors to Works Operations
    -Ensure that construction logs are prepared by appropriate staff and progress payments, invoice payments and general records are maintained for all contracts.
    -Assist in developing the Works Maintenance budget and ensures contracted expenditures stay within budget allocation.
    -Ensure recoverable works for internal and external clients are appropriately invoiced and charged for both in house and contracted maintenance work.
    -Administer contracted maintenance work assigned from internal and external clients.
    -Prepare departmental reports and plans including, the assimilation of data and public opinion.
    -Fulfill the membership duties of various departmental and inter-departmental committees and/or working groups on matters relating to Works Maintenance and Operations.
    -Provide technical advice and recommendations on Works related issues.
    -Respond to emergency situations such as severe floods and snow storms on a 24 hour basis.
    -Responds to complaints and enquiries relating to contracted maintenance activities and utility work.
    -Performs other duties as assigned.

    If you’re a Professional Engineer whose engineering experience includes the planning, design and construction of water distribution and wastewater collection systems, and the design of linear infrastructure and hydraulic modelling, bring your expertise to the City of Toronto.

    As an Engineer in Design and Construction – Linear Underground Infrastructure, you will provide project management, contract administration, technical and engineering expertise to plan, design and construct multidisciplinary projects involving large diameter trunk sewers, trunk sewer rehabilitation, and large diameter transmission water mains. In the role of project manager or Engineer, you will be expected to oversee, review and direct the work of staff and engineering consultants, engage consultants and contractors by preparing Requests for Proposal (RFP), Requests for Quotation (RFQ) and Construction Tender packages, and assist the Senior Project Managers on large projects.

    RESPONSIBILITIES
    Your primary responsibilities as an Engineer will be varied. Specifically, you will:
    •Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data.
    •Prepare Requests for Proposals, evaluate proposals, arrange for purchases, and monitor outcome regarding same.
    •Ensure that project expenditures are controlled and maintained within approved budget limitations.
    •Assist in preparation of capital and operating budgets related to assigned projects.
    •Gather and refine project scope and determine the financial impact of projects or proposals.
    •Prepare and inspect drawings, engineering studies, specifications, plans and cost estimates pertaining to assigned projects.
    •Provide technical advice, review and expertise, and utilize standard engineering principles and practices to assist in the operation, development and maintenance of works infrastructure and related services.
    •Prepare engineering analysis, as well as evaluate and recommend new systems, work procedures and technologies with the potential to improve the performance of the Division.
    •Carry out varied engineering assignments within a broad field of engineering.
    •Formulate design concepts for engineering problems and set project scope and parameters.
    •Undertake the testing and implementation of design concepts to meet functional requirements.
    •Conduct studies, surveys, research and development for the effective solution of engineering issues, as well as initiate and lead technical studies and projects.
    •Direct project team staff to ensure that timelines are met.
    •Finalize contract payments and implement quality control / quality assurance for construction.
    •Oversee and evaluate the work performance of external service providers with respect to quality, timelines, cost and completion of required tasks.
    •Secure all engineering permits and approvals as may be required from external agencies.
    •Maintain an up-to-date knowledge of technological developments in the field of engineering.
    •Represent the City on committees, attend meetings and provide input.
    •Liaise with the media, residents, rate payers association, consultants, contractors, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
    •Conduct research into assigned area(s), ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
    •Plan, investigate and prepare reports and recommendations concerning engineering problems of moderate complexity and/or assist senior engineers in resolving more complex problems and on large projects.
    •Ensure problem-solving by using a combination of standard procedures, the modification of standard procedures or methods developed in previous assignments.

    KEY QUALIFICATIONS
    Your application for the role of Engineer must describe your qualifications as they relate to:
    •Registration as a Professional Engineer (P.Eng.) with the Professional Engineers Ontario (PEO).
    •Experience in planning, design and construction of water distribution and wastewater collection systems.
    •Experience in the design of linear infrastructure and hydraulic modelling, as well as associated Industry standards or in Project Management related to capital works delivery in the public right-of-way.
    •Experience in sewer rehabilitation and various trenchless methodologies used for sewer rehabilitation.
    •Experience working with the Toronto and Region Conservation Authority (TRCA) or other Conservation Authority.
    •Experience in stakeholder management.
    •Knowledge of change order process, claim resolutions, scope management and necessary public notification.
    •Understanding of various trenchless construction methodologies.
    •Understanding of utilities, utility permits and approvals and processes.
    •Understanding of Rail Crossing agreements.
    •Considerable knowledge of environmental assessments studies, an asset.
    •Knowledge of legislation related to the Occupational Health and Safety Act, Construction Lien Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act and Safe Drinking Water Act.
    •Ability to read, interpret, and report on engineering plans, drawings, technical memos, reports and specifications in a timely manner.
    •Ability to plan, organize and coordinate multiple assignments and meet required timelines.
    •Ability to communicate effectively, both verbally and in writing, at all organizational levels.
    •Ability to communicate technical information effectively in a user-friendly manner.
    •Highly developed interpersonal, client service and teamwork skills.
    •Ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers and other internal and external clients and stakeholders.
    •Ability to plan, supervise and direct the work of staff, together with an understanding of modern principles and practices of management and management controls.
    •Proficiency using general computer software, including Microsoft Windows, Excel and Word.
    •A valid Province of Ontario Class G driver's licence and access to a reliable vehicle to travel to various work locations and construction sites in a timely and efficient manner.

    Salary Range: $82,806 - $97,297 per year

    Effective managing competing priorities, you will oversee contract administration for public works projects including budget preparation and projections, specification writing, contract tendering and awarding, construction administration, and project evaluation. Reporting to the Director of Engineering, you will manage projects in compliance with relevant policies and legislation, interpret, analyze, and implement legislative requirements and best practice methods, and be accountable for internal budgets. Detail-oriented, you will prepare and present accurate reports and comprehensive recommendations to Council and Council Committees and perform other duties as required.

    Minimum qualifications:
    •Three-year Post Secondary School diploma or university degree in engineering or equivalent combination of education and experience
    •Several years of project planning and supervisory experience in a unionized and non-unionized environment.
    •Dedicated to a high degree of professionalism and setting standards of excellence.
    •Working knowledge of various provincial legislation (e.g. Occupational Health & Safety, Environmental Protection, Municipal Acts, etc.).
    •Demonstration of above-average service and communication skill..

    POSITION SUMMARY
    •Reporting to the Director, Public works Department, the Manager will support and/or directly provide day-to-day operations management in conjunction with the management team, with Public Works for supervisory staff in areas related to Roads and Sidewalks (including winter control), Parks and Sports Fields Maintenance and Horticulture and Forestry;
    •Responsible for development, implementation and/or updates of various Public Works service plans, including but not limited to; Winter Control Plan, Salt Management Plan, Parks Asset Management Plan, Urban Forest Management Plan;
    •Assist with the development and updating of; Strategic Operational and annual work plans, resource utilization and acquisition plans;
    •Support effectiveness and efficiency improvements consistent with and in support of the City’s Official Plan and Public Works Operational Plan;
    •Assist in identifying departmental policy gaps and lead corresponding policy development and implementation as required;
    •Coordinate inter department communications and work with stakeholders in engineering, planning, traffic, parks development, transit, fleet, Utilities Kingston; to develop and enhance daily operations and the policy goals of the City;
    •Manage Arboriculture division of Public Works including but not limited to; daily operational demands, Multi-Year Emerald Ash Borer Impact Cost Mitigation Strategy, Urban Forest Management Plan, Tree Inspection and Planting programs;
    •Responsible for coordinating building maintenance demands in conjunction with Facilities Maintenance division;
    •Responsible for development and tendering of all departmental tenders and/or RFP’s, including but not limited to; annual updates, new requests, tendering/receiving, submission review/selection, draft reports to Council, contract award and signing;
    •Focus on Operating and Capital budgets, including but not limited to; assist with annual Operating and Capital budgets preparation, monitor expenditure levels through each season, develop and implement cost tracking measures, ensure costs allocated to proper budget programs;
    •Responsible for customer service improvements; Monitor/analyze Customer Service Rep (CSR) generated Work Order Requests (WOR), responsible for elevated work orders, develop call back/close loop process for work orders;
    •Manage Signs and Lines division; including day to day operations and co-ordination with other Public Works operations, Engineering’s Traffic division and other City departments;
    •Oversee implementation of emerging technologies; AVL/GPS upgrades, Road Patrol tablet usage, Supervisor/Assistant Supervisor tablet usage;
    •Manage Road Patrol/Internal Work Order development; generation, tracking and costing, Asset Management link;
    •Assist with ‘claims’ defense/protection; mitigation measures, documentation processes, etc.;
    •Manage Downtown core area maintenance activities, lead Public Works involvement with current Downtown Maintenance Improvement initiative.

    QUALIFICATIONS, COMPETENCIES
    • Minimum Certified Engineering Technician (CET);
    • Preference may be given to a candidate with a P.Eng. designation;
    • 5 Years working in a management position, within a unionized environment, leading and directing supervisors;
    • Understanding of and minimum 5 Years experience with Public Works related operations in a municipal or private sector (Roads and Sidewalks), Parks and Sports Field maintenance, Horticulture and Arboriculture);
    • Hands-on experience in Heavy Municipal Construction and/or Municipal Maintenance Industry would be an asset;
    • Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.
