    The Manager of Design & Construction is responsible for the management, operation and administration of the Design & Construction Branch within the Engineering Department. This position manages and coordinates the design and construction of infrastructure projects, oversees contract administration and inspection, collaborates on plans/studies with other branches and departments and troubleshoots on design and construction-related issues, changes, and complaints. This position provides input to engineering planning, policy and standards-setting exercises/studies and champions the corporate, divisional and departmental mission and values. Overall, this position ensures that new, upgraded and replacement infrastructure is designed, constructed, and delivered to operations with a level of quality that meets City standards with consideration for lifecycle costs.

    Applicants must have:
    Education (degree/diploma/certifications)
    •Four (4) year University Degree in Civil, Environmental or Chemical Engineering.
    •Eligibility for the Professional Engineer’s (P. Eng.) Licence from Professional Engineers of Ontario (PEO).
    •Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle to use on corporate business.
    •Professional Engineer (P.Eng.) Licence from Professional Engineers Ontario (PEO) is an asset.

    Experience
    •Eight (8) years minimum, twelve (12) years preferred, of demonstrated experience in municipal infrastructure design, contract administration and inspection in a management capacity, including supervisory experience in a unionized environment.

    Knowledge/Skill/Ability
    •Thorough working knowledge of the following; Municipal Act, Local Improvement Act, Highway Traffic Act, Fisheries Act,
    Environmental Assessment Act, Ontario Occupational Health & Safety Act, Ontario Water Resources Act, Ontario Building Code, Ontario Drinking Water Protection Regulations, Drainage Act, Public Service Works on Highways Act, other applicable engineering and safety-related legislation/regulations/guidelines.
    •Thorough working knowledge of professional civil and structural engineering principles, standards and best practices; labour relations principles and practices, contemporary management practices and collective agreement administration.
    •Excellent interpersonal, project/time management, organizational, analytical, report-writing, communication, presentation, negotiation, prioritization, problem solving, and staff leadership and supervisory skills.
    •Demonstrated ability to:
    -Think and act strategically and effectively in a political and community service environment,
    -Build strong and enthusiastic staff teams and external alliances/partnerships,
    -Align branch programs/services with departmental and corporate goals/objectives,
    -Champion the mission and values of the City.
    •Computer literacy utilizing Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Access), Internet Explorer, AutoCAD, and civil engineering design software.
    •Availability to assist with emergency response, and to attend evening/weekend meetings or special events.

    This non-union position, under the general guidance/direction of the CAO/Clerk, is responsible for the overall strategic development, and administration of the departmental policies and procedures. Responsible for the administration of the delivery of municipal services in the following areas: Municipal Engineering, Solid Waste Management, Transit, Public Works Operations (Roads, Water/Sewer, Waste Water Treatment and Drainage) and Transportation. Is a member of the Corporate Senior Management Team and is required to participate in corporate initiatives not directly related to scope of responsibility. May delegate specific responsibilities to staff members, together with the necessary authority for their fulfilment, but may neither delegate nor relinquish overall responsibility for results.

    EDUCATION, QUALIFICATIONS AND EXPERIENCE:
    Civil Engineering Degree with current registration in the Association of Professional Engineers' of Ontario together with ten (10) years of Engineering and administrative experience in a Municipal setting or, an equivalent combination of education, training and experience. Must be competent within the meaning of the Occupational Health & Safety Act (1990) and be capable of issuing clearly understandable written instructions.

    MANAGER OF WATER OPERATIONS
    ENVIRONMENTAL SERVICES DEPARTMENT

    The Manager of Water Operations is responsible for the management, operation and administration of the Water Operations Branch, which ensures residents and visitors of the City of Barrie receive a competent, continuous and sustainable supply of safe drinking water, as well as maintaining sufficient water supply for fire suppression purposes. Primarily, this involves directing the daily operational and maintenance activities of the Water Operations Branch to ensure compliance with all applicable, drinking water legislation, regulations and Branch, Department and Corporate policies and procedures. In addition, this position also develops, implements and oversees the administration of programs related to water treatment, supply and distribution, and customer service.

    Reports to: Director of Environmental Services

    Key Qualifications:
    •Four (4) year University Degree in Science, Environmental Engineering or related discipline.
    •Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle to use on corporate business.
    •Six (6) years of experience in a management capacity in an environmental operations municipal work environment, which includes experience in a unionized environment.

    Combine your civil engineering degree and experience in transportation planning and traffic engineering in this full-time, temporary (12-month) opportunity with the City of Markham's Engineering Department to coordinate and manage a range of transportation and traffic studies and assessments.

    As a transportation engineer, you will be a key member of the transportation planning group and have a direct reporting relationship to the Senior Manager of Development Engineering and Transportation. You will act as project manager on various in-house or consultant-driven transportation studies, overseeing the work of junior staff, and be responsible for coordinating master plans, including the Markham Transportation Strategic Plan. You will also manage travel demand forecasting and review technical assessments and traffic impact studies crucial for various plans and studies, traffic calming and access and circulation assessments, to name a few.

    KEY DUTIES AND RESPONSIBILITIES (DELIVERABLES)

    More specifically, as a Transportation Engineer, you will:
    •Provide project management for transportation studies undertaken by in-house staff or consultants.
    •Monitor and co-ordinate updates as well as the implementation of various master plans, including the Markham Transportation Strategic Plan and various studies.
    •Review, and report on, Master Plan studies by external agencies, e.g., York Region, Metrolinx.
    •Manage travel demand forecasting projects and/or oversee technical assessments undertaken by the transportation engineer or consultant, including query and assessment of model outputs.
    •Co-ordinate resources and oversee technical assessments undertaken internally or with external resources.
    •Review technical assessments and traffic impact studies for secondary plan areas, draft plans, site access studies, and traffic calming, access and circulation assessments.
    •Review engineering plans for subdivisions and site plans.
    •Co-ordinate with development teams to support transportation reviews.
    •Disseminate findings and study implications to senior staff.
    •Prepare reports for the manager, senior staff, Council and committees. •Write reports for area-specific and special studies. •Prepare proposals and project management of consulting services.
    •Respond to studies and queries from consultants, other municipalities, businesses and residents.
    •Participate in public meetings, and presentations to residents.
    •Represent the City’s interest in technical advisory committees.

    Your professional profile as Transportation Engineer will include:
    •Degree in Civil Engineering or Transportation Planning, with a minimum of 3 years of related experience in the field of transportation planning and/or traffic engineering.
    •Licensure as a Professional Engineer.
    •Excellent customer service, supervisory, written and communication skills.
    •A proven ability to oversee the work of junior staff.
    •A proven understanding of various transportation assessments.
    •Familiarity with travel demand forecasting and basic understanding of various transportation related software packages (HCS, CCG, Synchro / Simtraffic, Emme).
    •Excellent computer skills, including a working knowledge of word processing, spreadsheets and presentation software.
    •As a condition of employment, a valid Ontario driver’s licence, a satisfactory driver’s abstract and access to a vehicle are required.
    •Ability to attend public meetings outside normal work hours, as required.

    The salary for the full-time, temporary position is $75,502 – $88,833 per annum.
