    If you hold or are eligible for a P. Eng. licence, and your experience includes infrastructure design and construction management, sewer and watermain design and the Environmental Assessment process, this Senior Project Engineer / Project Engineer role within our Asset Management Department is for you.

    Reporting to the Manager of Stormwater, you will manage the design and construction phases of flood remediation, watermain replacement programs and other capital projects. As a Senior Project Engineer / Project Engineer, you will also be responsible for the review of studies dealing with the rehabilitation of underground infrastructure, natural watercourses, and Class Environmental Assessment related to stormwater management, water resources and other environmental issues.

    KEY DUTIES AND RESPONSIBILITIES

    As a Senior Project Engineer / Project Engineer, you will:
    •Coordinate and manage water- and sewer-related capital projects, including Environmental Assessments, engineering studies, design and contract administration.
    •Prepare Requests for Proposals and carry out evaluations to retain engineering consultants to special studies.
    •Prepare tender documents and evaluate tender submissions to retain contractors.
    •Supervise and manage the engineering consultants and construction contractors.
    •Review the claims and negotiate with the consultants and contractors.
    •Liaise and coordinate with the City’s internal departments and external agencies, to ensure that the planned capital programs are executed in a timely manner.
    •Develop an annual capital program, including updating the life cycle reserve study.
    •Prepare annual updates to the life cycle study and prepare a 5-year capital program.
    •Perform financial administration of all capital projects.
    •Provide financial tracking and cost control of projects, and process invoices, working closely with the Finance Department.
    •Prepare reports, make presentations to Senior Staff, Council and Committees, and represent the Department in public meetings and information sessions.
    •Liaise and coordinate with the area Councillor, Rate Payers Association and area residents during construction.
    •Support the Manager of Stormwater and Senior Manager of Right of Way & Environmental Assets in all matters involving the Section.

    Your professional profile as a Senior Project Engineer / Project Engineer will include:
    •University degree in Civil Engineering, Water Resources Engineering, Environmental Engineering or a related discipline.
    •Professional Engineer (P.Eng.) licensing in the Province of Ontario or eligibility to register as a Professional Engineer with Professional Engineers Ontario.
    •At least 7 years of experience with direct involvement in infrastructure design and construction management.
    •Strong background in sewer and watermain design and the Environmental Assessment process.
    •Extensive experience in contract administration and construction administration.
    •Strong working knowledge of MS Word, Excel and PowerPoint and Project Management applications.
    •Detailed knowledge of applicable legislations, acts and standards pertaining to stormwater and environmental requirements.
    •A track record as a team player with demonstrated project management skills.
    •Excellent verbal and written communication, organization and problem-solving skills.
    •Demonstrated commitment to continuous improvement and customer service.
    •Ability to manage multiple and changing demands and priorities.
    •Ability to negotiate, facilitate and present information to varied audiences.
    •A valid Ontario Class G driver’s licence and access to a reliable vehicle to use on corporate business. As a condition of employment, you will be required to provide a satisfactory driver’s abstract.
    •Willingness and availability to attend evening meetings outside of normal business hours.

    The salary range for this regular, full-time position is $75,502 to $101,297 per year.

    Overview of the Position
    As Director, Transportation & Solid Waste Management, you will draw on your progressive experience to direct the construction and maintenance of the District’s transportation systems, as well as lead the delivery of solid waste services, in order to provide effective, safe and efficient municipal services to the public.

    You are a graduate of a four year university program in Civil Engineering and a member in good standing with the Professional Engineers of Ontario. You bring 7-10 years of directly related experience with transportation, solid waste management, civil engineering and project management, with at least 4 years of progressive management expertise. You will also demonstrate familiarity with provincial and federal environmental statutes and municipal engineering standards.

    The Opportunity
    Our transportation system consists of over 725 km of roads and 56 bridges throughout the District of Muskoka. This group also oversees the operations and maintenance of the Port Carling Locks. Our solid waste team manages the collection, diversion and disposal of solid waste through landfill and transfer stations.

    This opportunity will allow you to use your proven leadership, project management, strategic thinking and change management expertise to develop and implement asset management plans and infrastructure as it pertains to transportation and solid waste.

    POSITION PURPOSE

    Reporting to the Manager, Infrastructure and Development, is responsible for managing large scale complex Infrastructure projects and on-going moderate projects supporting the rapid transit initiatives within the Region, through all phases, including scope, planning, tracking, monitoring, scheduling and implementation; and managing communications and quality control related to the projects; supporting the capital delivery of multi-year strategic programs and projects such as the operations and maintenance facility for BRT, bus terminals, the commuter parking strategy and for the planning, and development of Regional assets; acting as liaison and coordinating with various levels of government, Regional and Municipal Departments; and overseeing and providing technical input to transit planning studies, service plans, procurement strategies, as undertaken by the Region, YRT, and YRRTC.

    QUALIFICATIONS

    •Project Manager I: Minimum three (3) years experience/Project Manager II: Minimum five (5) years experience demonstrating significant success in managing related work and projects, including experience managing moderate or large scale projects and demonstrated supervisory or leadership experience.
    •Experience in or knowledge of public transportation.
    •Demonstrated experience participating in multi-disciplinary and multi-jurisdictional teams.
    •Understanding of municipal, regional and provincial government operations.

    ASSET MANAGEMENT SPECIALIST

    Reporting to the Program Manager, Infrastructure Management, is responsible for assisting in the development and implementation of asset management strategies and frameworks, asset inspection/condition assessment, data analysis, assets performance monitoring, evaluation and reporting, deterioration pattern and lifecycle cost analysis, and Optimized Decision Making (ODM) to support rehabilitation and replacement planning for Water, Wastewater, and Waste Management assets.

    QUALIFICATIONS
    •Successful completion of a University Degree in Civil Engineering or approved equivalent combination of education and experience.
    •Minimum three (3) years’ experience in the approvals, design, construction and operating processes of water transmission and distribution, wastewater collection and waste management systems.
    •Familiarity with the development and implementation of asset management strategies and framework associated with Water, Wastewater and Waste Management Systems, and ability to establish Levels of Service (LOS), KPI indicators, baseline data requirements, and process to collect required data.
    •Knowledge in developing condition assessment and inspection plans and programs, processes and protocols for data collection.
    •Familiarity with asset data analysis, performance monitoring, evaluation and reporting, performance gap and failure mode analysis, risk assessment, deterioration pattern recognition and trending, determination of remaining asset lives, comparison of maintenance costs with remaining asset values, lifecycle cost analysis, and development of preferred capital investment alternatives and options.
    •Knowledge in development of Optimized Decision Making (ODM) framework, process/flow chart, implementation in Capital Planning Tool, and generation of optimized capital improvement plans.
    •Knowledge of relevant legislation and regulatory requirements.
    •Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
    •Demonstrated report writing and project management skills to meet program objectives and work to tight deadlines.
    •Demonstrated leadership skills to coordinate project teams.
    •Computer literacy utilizing MS Office software applications.
    •Ability to map data stored in various asset management software/tools and develop forms and templates.
