    Your leadership and direction of a multi-disciplinary professional team will support Mississauga’s Development Engineering, Transportation Asset Management, Cycling Office, Environmental Services and Transportation Planning.     Position: Manager, Development Engineering

    Summary of Duties:
    Reporting to a manager, responsible for planning, coordinating and administering all engineering related aspects of development applications under the Planning Act. The Manager, Development Engineering will provide leadership and direct the work of a Development Services Engineering team within a multi-disciplinary team environment to achieve cost effective, efficient and timely service delivery.

    Work Performed:

    •Responsible for day to day operations of technical engineering staff within a multi-disciplinary development approvals team in Development Services and oversee the engineering aspects of development applications from initial consultation to assumption of the subdivision by Municipal Council.
    •Liaise and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements, studies and standards and maintain continued contact with the industry regarding standards and specifications for land development. Assist with complex development files including liaison with the developer on unusual technical challenges on works with contentious cost, feasibility and/or scheduling issues.
    •Responsible for providing engineering input into the preparation of subdivision, development and servicing agreements and the Committee of Adjustment and the London Consent Authority.
    •Oversee the review and approval of servicing drawings for subdivisions and site plans with regard for the proper application of design standards for works to be constructed by developers and assumed by the City.
    •Responsible for the administration of the approval conditions as they relate to City policies in regard to the certifications, securities and other matters. Manage securities administration and subdivision assumption processes for development including analysis and decisions regarding unusual situations, issues requiring resolution and reporting on securities management, ensuring the City maintains adequate securities through development agreements to adequately secure against potential default by developers.
    •Develop and monitor the City’s practices for conditional clearance and assumption inspections as well as additional site visit opportunities to ensure efficient application of staff resources.
    •Develop documentation in regard to approval processes, policies, procedures and engineering servicing standards and implement training to support development related policy and process reforms to all affected parties both within the City and within the industry to ensure clarity and uniform application of City requirements.
    •Prepare Divisional reports comparing the operations performed by their team against established benchmarks related to services, financial, administration and staff performance.
    •Communicates verbally and in a written format on technical, monetary, policy and cooperative issues with all levels of staff within PEESD on issues related to the development of land and its integration into existing infrastructure.
    •Research and prepare reports for review by the Manager, Development Services for various Committees of Council and other committees as required.
    •On occasion will prepare and/or make presentations at City committees, public meetings, to corporations, schools, and area municipalities to promote the City of London's programs and operation.
    •On occasion will undertake to challenge other engineer's design concepts.
    •Assist in the planning, organization and supervision of reporting technical staff, undertaking hiring, firing and disciplinary duties as necessary in consultation with the Manager, Development Services.
    •Provides Backup coverage for other Manager, Development Engineering in Development Services as needed.
    •Performs occasional inspections of development projects along with assigned technical staff to ensure appropriate procedures are being followed to ensure compliance and that proper maintenance levels and quality service is being provided.
    •Assist in the preparation of the annual work program.
    •Lead by example and functions as a mentor to team members.
    •Maintain professional knowledge in applicable areas and keep abreast of changes in job-relate rules, statues, laws and new business trends; recommend the implementation of changes; read and interpret professional literature; attend training programs, workshops and seminars as appropriate.
    •Build and maintain positive working relationships with co-workers, other civic employees and public using principles of good customer service.
    •Assist with divisional capital budget projects.
    •Participates on technical committees in the development of policy, review of practices for Master Plans, Environmental Assessments, the DC Background Study and GMIS in regard to growth trends and servicing requirements.
    •Performs related duties as assigned.

    Qualifications:

    •Undergraduate university degree in Engineering.
    •Registered Professional Engineer of Ontario or eligible to be registered within 6 months.

    Experience:
    •Minimum of 5 years experience in designing, delivering and monitoring of programs relating municipal development.

    Specialized Training & Licenses:
    •Valid Driver’s License – Class G and have available use of a vehicle.
    •Working knowledge of relevant computer software applications.
    •Excellent verbal and written communication skills
    •Management, administrative, supervisory and technical skills.

    Compensation Range: $75,384 to $101,646

    The Town of Whitby, Durham’s Business Centre, a rapidly expanding and progressive community with a population of 120,000 and located approximately 50 km east of Toronto, is currently seeking a highly motivated and energetic individual for this challenging opportunity.

    Reporting to the Manager of Transportation and Parking Services, the Transportation Project Engineer will undertake all facets of the department’s transportation planning and traffic operations related projects and programs including overseeing and reviewing Traffic Impact Studies, Environmental Assessments, Transportation Master Plan studies, and the Adult Crossing Guard Program and preparing the Transportation-related 10 year capital program. Duties include, but not necessarily limited to: undertake and oversee staff in the analysis of site specific and comprehensive traffic corridor studies; review and provide comments and guidance with transportation related items on development applications; review of other agency and consultant studies on impacts to Town’s transportation system; develop terms of reference and provide recommendations on the selection of consultants; coordinate consultants in the completion of traffic and transportation studies including requirements and review of work undertaken; prepare reports and recommendations; provide direction, training or hands-on instruction to staff and provide direction in the supervision of the Town’s Adult Crossing Guard Program; assist in budget preparation; and, participate in public meetings, municipal/regional committees, meeting conferences, etc.

    As the successful candidate, you possess a post-secondary degree in Engineering or Science; designation as a P.Eng. in good standing from the Professional Engineers of Ontario; and, a minimum of five (5) years related municipal experience. You possess a demonstrated understanding of Engineering Standards, Town/Regional Official Plan, MTO Standards, Transportation Association of Canada Design; knowledge of Microsoft Office Suite; strong technical, analytical, research, organizational and prioritization skills; strong decision-making, leadership, interpersonal and team-building skills; and, excellent communication skills in order to establish and maintain effective working relationships with staff, consultants and the general public. You also have the ability to work well in a team environment, as well as independently with minimal supervision; exercise discretion, judgement and diplomacy; and, have the ability to work well under pressure to meet deadlines. You will also possess and maintain a valid, unrestricted Ontario Driver’s Licence (minimum Class “G”) and have access to a personal vehicle.

    Salary: Subject to skills, ability and qualifications.

    Hours: Monday to Friday 8:30 a.m. – 4:30 p.m., plus additional unpaid hours as required.

    The Niagara Region has a full-time Director, Transportation Services position available. This position is accountable for leadership in the planning, design, operation, maintenance, compliance and delivery of transportation services for the Region. This leadership role ensures that divisional programs and services are able to respond to the strategic priorities, objectives, and initiatives of the Region ultimately adding value to the residents, visitors and business of Niagara Region.

    The Director enables the team to be leaders in delivering sustainable, effective and affordable transportation services by fostering innovation, teamwork, high levels of customer service and accountability. The Director also builds internal and external networks, effective teams, alliances and partnerships that enhance the operational, financial and people effectiveness of the division, department and the corporation, by seeking to understand the interests of multiple stakeholders. As a member of the Public Works Management Team, the Director contributes to and participates in the general management of the department and the corporation including the development and implementation of departmental and corporate wide strategies, structures, systems and policies.

    Experience, Knowledge and Education:

    • Degree in Applied Sciences or Civil Engineering, and Certification as a Professional Engineer (P.Eng) with the Professional Engineers of Ontario (PEO) is preferred; other related professional designations along with education, training and experience may be considered as equivalent
    • 10-15 years’ experience in a municipal setting, involving the administration, engineering, construction, planning and maintenance of transportation systems including at least 5 years in a senior management level
    • Proven success implementing and managing multi-year operating and capital budgets in support of Council objectives
    • Experience managing and developing management staff; and managing teams in a unionized environment
    • Experience building internal and external alliances and partnership
    • Experience in leading change to enable innovation, quality and efficiency
    • Knowledge of the regulatory environment in which the division operates

    CONSTRUCTION COORDINATOR – WATER/WASTEWATER #15189
    ENVIRONMENTAL SERVICES DEPARTMENT
    OPERATIONS, MAINTENANCE AND MONITORING BRANCH
    Location: Newmarket, Ontario
    Full-Time, Salary $40.88 - $44.43 per hour

    Reporting to the Program Manager, Asset Inspections, is responsible for the coordination of activities relating to water and wastewater infrastructure construction or rehabilitation and asset management program; inspection of construction activities affecting Regional water and wastewater structures within Region’s easements, properties and road allowances; monitoring assigned construction projects and contractors; ensuring compliance of water and wastewater projects with the approved engineering drawings, codes, regulations, standards, specifications, and policies of the Region.

    QUALIFICATIONS

    •Successful completion of a three year Community College Diploma Program in Environmental or Civil Engineering Technology.
    •Minimum three (3) years’ experience performing inspections related to the construction of linear assets such as sanitary sewers and watermains and experience performing inspections related to the construction of discrete facilities, such as pumping stations, reservoirs and water towers.
    •Valid Ontario Class “G” driver’s licence, free of serious offences under the Highway Traffic Act.
    •General knowledge of building components involved in the construction of water and wastewater facilities, including HVAC, mechanical process piping, treatment and electrical.
    •Knowledge of construction practices relating to infrastructure construction, C.C.T.V. sewer inspection practices and tunnelling construction.
    •Familiarity with the use of trenchless technology in the repair and restoration of infrastructure.
    •Knowledge and experience in confined space entry with training in confined space awareness, self-contained breathing apparatus and fall protection.
    •Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
    •Computer literacy utilizing MS Office software applications as well as proficiency with the application of specialized software relevant to the technical specialty.
    •Proficiency in mathematical calculations and analysis.
    •Demonstrated conflict resolution and negotiation skills to resolve issues and competing interests of various stakeholders.
    •Demonstrated ability to use digital cameras and various types of photographic equipment.
    •Ability to set priorities with competing demands and meet required deadlines.
