    This position is primarily responsible for implementing and updating the County’s Solid Waste Management Strategy and supervising special projects for the Solid Waste Management Department. The special projects include but are not limited to a central composting facility, recyclables transfer/processing facility and garbage transfer/processing/disposal facility. These projects all flow from recommendations in the Solid Waste Management Strategy and include the planning, financing (incl. seeking grants), siting, development and construction of these facilities. This position manages two unionized staff people to assist in these job functions.

    Reporting to the Manager, Development Engineering, is responsible for reviewing development application proposals and coordinating approvals with regards to infrastructure planning and design and construction implications to the Regional road system; acting as technical expert while providing advice and guidance to staff on regarding civil and municipal, design matters; and assisting in reviewing and approving Ministry of Environment (MOE) Transfer of Review Program proposals and other underground servicing and storm water management proposals.

    The Supervisor of Ground Water Supply oversees ground water treatment and supply operations in accordance with Ministry of the Environment (MOE) legislative and regulatory requirements for the Municipal Drinking Water System (MDWS) License awarded the City of Barrie, and specifically for the Class IV Ground Water Distribution and Supply System (GWS) comprised of ground wells, reservoirs, pumping stations, towers and associated infrastructure. This includes monitoring water-taking rates and storage units for adequacy of pressure and supply as well as source protection and security of facilities, overseeing testing and disinfection of supply to ensure drinking water is safe for consumption, planning and providing leadership to preventative maintenance programs, overseeing rehabilitation and replacement of ground water supply assets, investigating and coordinating emergency repairs to GWS facilities and infrastructure, investigating and remediating supply interruption and water pressure issues, collaborating with Engineering on integration of new GWS infrastructure with existing plant, inspecting/testing and commissioning assets and ensuring deficiencies are resolved prior to assumption or expiration of warranties. The position supervises ground water treatment and supply staff, oversees records management in a regulatory environment, prepares and administers budgets, develops work processes and protocols, oversees staff/contractor health and safety, conducts research and prepares reports, contributes to the Branch Management Team, acts in the absence of the WOB Manager, and performs on rotation as Overall Responsible Operator (ORO) for the GWS system.

    The position works in concert with other WOB Sections to allow the Branch to 1) assure the health and safety of the community re the provision of safe drinking water; 2) ensure compliance with legislative/regulatory requirements for operation of a Municipal Drinking Water System (MDWS), and 3) develop/update operational and administrative practices to mitigate risk and optimize quality and efficiency.

    This position is responsible for the evaluation and configuration of current water, wastewater and storm water treatment processes to reduce costs, improve performance and develop best practices. Provides daily support and technical leadership within the Division regarding operations process monitoring, process management and optimization of programs in support of process safety, security and environmental compliance. Provides process engineering guidance and expertise to the Division regarding the operation of divisional facilities as well as environmental, source water protection and other related initiatives.
